About this file

This document is Amendment No. 2 to Contract No. MED205 between the State of Florida, Agency for Health Care Administration (AHCA) and Accenture, LLC. The amendment modifies an existing contract related to the development of an Integration Services and Integration Platform (IS/IP) for the Florida Medicaid system, with specific focus on clarifying various technical and administrative aspects of the project.

The amendment addresses several key areas, including revisions to the project's data dictionary, Application Lifecycle Management (ALM) platform implementation, and budget adjustments. Accenture will provide an ALM platform using Atlassian products, with a total software cost of $226,579 over three years and initial hosting costs of $27,922. The contract outlines a phased implementation approach with three distinct workstreams (A, B, and C), with total fixed-price deliverables of $17,454,510.41 spread across fiscal years 2019-2022. The contract includes provisions for fixed-price operations and maintenance, with annual costs ranging from $4,166,850.71 to $4,503,602.02, and includes licensing and hosting costs for subsequent years. The amendment also specifies detailed responsibilities for both the contractor and the agency in implementing and transitioning the platform.

The Vendor agrees to implement the revisions as approved by the Agency, in collaboration with the Agency. The Vendor agrees that it will have fourteen (14) business days from the date of such notification to review any changes to the Standards to determine whether the revisions will require an amendment to this Contract due to (1) an increase in the cost to the Vendor to comply with the new Standard, (2) a change in any deliverable required by this Contract, or (3) a change in the time required to complete a deliverable required by this Contract. The notification by the Vendor shall include a detailed written explanation demonstrating how the change(s) in the Standards will require an amendment due to the factors enumerated in this paragraph. The Vendor agrees there will be no amendment to this Contract to provide additional funding or changes to deliverables or schedule if the Vendor does not advise the Agency of the need for an amendment within fourteen (14) business days from the date of notification. 1. Provide a list of your proprietary tools and systems and describe how they will be transferred at the end of the resulting Contract.

As part of the engagement, Accenture will be leveraging our asset, the Accenture Foundation Platform for Oracle (AFPO) that provides accelerators, deliverable templates, decision guides and reference architecture involving the Oracle SOA Suite as well as the API Platform.

AFPO Deliverables are those Deliverables in the Custom Components of which, upon payment by FL AHCA of any fee due for such Deliverables, Accenture shall grant to FL AHCA a perpetual, nontransferable, non- exclusive paid-up right and license under Accenture’s intellectual property rights to use, copy, modify and prepare derivative works for purposes of FL AHCAʼs business only. Accenture shall have and/or retain all other right, title and interest in such AFPO Deliverables.

2. Below is the list of application lifecycle management (ALM) components. Please provide your ALM proposal and price to implement the tools and processes for an enterprise solution. The solution will be turned over to the Agency at a future date.

Requirements Management Test & Quality Management Issue & Defect Management Change & Configuration Build & Release Management Version control

Application Lifecycle Management (ALM) is an area of critical importance for the development community. ALM encapsulates the end to end cycle of building, deploying, testing and maintaining software. Effective ALM strategies allow you to develop software faster, at lower costs and to higher levels of quality.

In the FX Project, it is important to establish an ALM platform which can support multiple types of development practices. Modular development would benefit from a platform that can provide flexibilities to allow each module to take advantage of its native development type yet have a centralized platform to link the artifacts when necessary.

We compared the three market leaders in the ALM market. Based on our analysis and understanding of AHCA’s goals with an ALM toolset, Accenture proposes to use a collection of Atlassian products as the core platform and enhance them with a group of specialized expansions.

In this plan, we use Atlassian Jira as the heart of the application development process as a tracking tool to show development progress. Jira allows you to capture and organize issues, assign work and follow team activity. Jira, is flexible and extensible; it can be customized to fit a team’s unique workflow and allows team members to use different types of developer environments. The software team can take advantage of Jira regardless of programming language they use, and regardless of the type of software development lifecycle they pick: Agile, Waterfall, Iterative and Incremental, Spiral, etc. All can take advantage of the Jira platform.

The Issue and Defect Management capability of Jira platform is the best in the market.

The flexibility of allowing the linkage between issues, defect types and workflow definitions, gives maximum flexibility to all project teams. The powerful and customizable workflows allow AHCA toestablish standardized process flows that best fits each module or project and allows each team to utilize them effectively.

AHCA Contract No. 205, Attachment I, Exhibit 4-A, Page 2 of 7

To boost the team collaboration, we also proposed to include Confluence in this platform.

It allows teams to easily create, find, use, and update information that is relevant to the whole of the team or project. It simplifies the capture of project requirements, meeting notes and discussion of files collaboratively. It can also be used to document solutions to known issues and create how to and troubleshooting articles.

We also used a few extensions and modules that are best in the market to further enhance the feature and functionality of the platform. We included the R4J - Requirements Management extension for Jira. It allows the Jira platform to have comprehensive requirement lifecycles. Users can baseline requirement sets and specifications, build up hierarchical structures, establish traceability and track impact analysis of requirement changes. Each development team can take advantage of the powerful tracking features which track requirements through reports and dashboards.

In addition, we included TM4J - Test Management extension for Jira. This extension further enhances the test and quality management features on the Jira platform. It allows the cross- project reports on test executions and traceability which is very useful in a multi-team development environment. It provides a flexible REST API for integration with many test automations tools. This feature will be very useful for the MES Program. It allows the module vendors to choose the most effective testing tools for each of the modules and services.

For build and release management we added Jenkins to the platform to manage various build and releases. Jenkins is currently the leading open source continuous integration server. Continuous integration is a process in which all development work is integrated at a predefined time or event and the resulting code automatically built and tested via a pipeline. The aim is to identify development errors very early in the lifecycle. A comprehensive build history is maintained along with the build packages. Jenkins is also a great tool for orchestration of many types of builds, e.g. on demand builds, continuous integration, scheduled builds. In addition, Jenkins supports many types of manual or automated release pipelines and orchestrations, providing the maximum flexibility to the project teams to deliver the product efficiently.

For Software Configuration Management and version control, we included Bitbucket Enterprise for source code. While Bitbucket is the best source code solution, we also added Artifactory to keep all the binary libraries under proper version control. We believe it is important to manage through metrics, so we added eazyBI Reports and Charts for Jira to the platform, to add powerful BI reporting function to platform.

With the ISIP platform in mind, we propose the build of the ALM platform on the ISIP infrastructure. This approach would allow the ALM platform to take advantage of network infrastructure already built which can leverage the SSO workstream to provide single sign on to the ALM platform. If AHCA chooses to use the proposed database platform, the ALM can also leverage the near real time database replication to the DR site, allowing the ALM platform to have a DR capability.

We propose to have three ALM environments:

• The ALM Production environment, to be built in the ISIP non-production network area, serving all development teams.

AHCA Contract No. 205, Attachment I, Exhibit 4-A, Page 3 of 7

• The ALM Sandbox, to be built in the ISIP non-production network area, allow the ALM support staff to test patches and customizations before applying to the ALM production environment.

• The ALM DR environment, to be built in the ISIP DR site. This DR environment would be used when the main ALM production site is down. Active data guard will be used to replicate data from the ALM production environment to the ALM DR environment.

The following table includes all the ALM environment in the proposal:
