Scope of Work – CA660 Task Work Order #6

Purpose

The purpose of this work order is to provide on-call general and technical support for the Florida

Department of Transportation (FDOT) District 4 Office of Modal Development. Activities completed under this task work order will also include technical support for local partner agencies consisting of small transit systems, municipal transportation systems, community bus and shuttle programs in District

4.

Scope of Work

Task 1: Project Management

This task involves oversight of all specific project activities assigned by the FDOT Passenger Operations

Manager, Project Manager or Task Manager including continuous project coordination and administration, coordination with sub-consultant partners in the provision of technical support, and monthly progress reporting.

1.1 On-call availability

The consultant team primary contact will be the Parsons project manager (PM), who will coordinate with the FDOT PM to determine the best team resources available to support specific tasks and answer technical questions on an as-needed basis. Responses to technical support questions may be discussed with the FDOT project manager prior to delivering information to local partner agencies.

1.2 Monthly Reporting

As the assistance will be on an on-call basis, the Parsons PM will assure that all communications are documented and provided as part of a monthly progress report to the FDOT PM. The consultant team will then prepare and submit monthly invoices to FDOT. Each invoice will include a progress report that will provide an update on any support items completed during the invoice time frame, and any next steps in the support/assistance process.

Task 2: General Program Management Support

This task involves General Program Management Support to the Office of Modal Development, which includes but is not limited to activities, as requested, associated with completing ongoing grant management and programmatic work such as;

- Assisting FDOT project managers as needed with grant and program management activities.

- Creating internal forms, templates, fact sheets.

- Reviewing plans and commenting as appropriate.

- Disseminating or developing updated administrative policies and procedures.

- Research and development.

- Assessing impacts of new policies and procedures.

- Augmenting staff roles/functions/duties.

Deliverables: To be determined by assignment

Task 3: Transit Technical Support for Local Agencies

This task includes being available to provide technical support for the existing community bus and shuttle programs or municipalities and new grant recipients in the process of designing and implementing local transit programs. An important objective of this task is to establish replicable processes with easy-to-use templates and best practices that can be shared with new agencies. The consultant will conduct an existing system assessment and identify any issues that current providers are experiencing and determine potential solutions. This assessment will be conducted through focused communications with the FDOT PM, partner transit agencies and service development grant recipients.

The goal is to establish recipient needs and provide solutions. Potential solutions could include revised routing and scheduling and marketing ideas for highlighting existing service. Sample marketing materials that may be requested can be provided to assist in marketing the services. Other solutions could include better coordination of existing local services, combined routing and scheduling, technology applications, and bringing stakeholder groups such as businesses and schools into the conversation.

Consultant technical support would include providing resources and advice for how to successfully implement new discretionary grants and would include support for the procurement of vehicles, analysis of routes and scheduling, and overall needs for implementing a new service and review of draft RFP’s for contracted services. Additional technical support would be available on an as needed basis for recipients with on-going routes.

Deliverables: Reports, tables, charts and forms generated through work with local agencies partners as assigned and an analysis and recommendation on how the products can be used and shared by other small or new transit agencies.
