The document includes detailed technical requirements across multiple functional blocks such as Basic Tolls, Configuration, Reporting, and Advanced Operations, specifying system behaviors and user interface specifications for express lane software. The contract is part of a larger agreement running from 06/20/2022 to 06/30/2025, with a total budgetary ceiling of $4,000,000.00. Two recent funds approval documents indicate specific task work order allocations of $202,301.00 on 9/26/2024 and an additional $7,776.00 on 10/04/2024, both approved for the project's fiscal year 2025 budget.

DR-0248 The system shall allow a user with permission to configure express lanes, to configure a segment such that any closure of the downstream segment will cause SELS to propose closing the next upstream segment, unless it is already closed. The system shall set the default effective time of the upstream closure to the default retroactive offset minutes before the effective time of the downstream segment's closure, and shall allow the user to modify the effective time.
SELSIVV-520

-Toll Segment
-Data Segment
SELSIVV-533
DR-0731
(Updated)
Data segments shall have a minimum and maximum toll of $0.00. SELSIVV-533

Note: If the segment has a minimum and maximum toll of $0.00, it may not have a configured TOD Schedule/Table, but the only valid variable toll in that case is $0.00.
SELSIVV-331
DR-0645 When a trip toll increases, its effective time shall be calculated using the transit time for the first segment of the trip, regardless of which segment toll(s) caused the increase.
SELSIVV-342
DR-0646 When a trip toll is marked invalid due to a segment closure, that shall be considered the highest possible toll for the purposes of determining effective time. Any change to an invalid trip toll shall be treated as an increase and subject to the transit time, and any change from an invalid trip toll shall be treated as a decrease.
SELSIVV-342
DR-0647 During toll initialization, if a segment's last effective toll, interim toll, and startup toll are all equal, the system shall not replace the last effective toll with an interim toll.
SELSIVV-184
DR-0705 When a user clicks the "Verify/Next" button in a DMS verification dialog, the list of DMS shall scroll the list of signs as needed to keep the currently selected sign visible in the list.
SELSIVV-501

SELSIVV-467
DR-0710a When the percentage of optional signs to verify is less than 100%, the system shall ensure that each optional sign is verified once (not simply included in
DMS verification - the DMS verification must be completed), before any optional sign is verified twice, and so on.
SELSIVV-467
DR-0710b If the system detects that an optional sign is inconsistent, that sign shall be included in DMS verification, even if that would cause it to be verified twice before another optional sign was verified once.
SELSIVV-528
DR-0710c If a sign was flagged as inconsistent by the system or by an operator during the previous DMS verification for a corridor direction, that sign shall be included in DMS verification, even if that would cause it to be verified twice before another optional sign was verified once.
SELSIVV-528
DR-0733 Data segments shall only support Dynamic, Closed, and Zero Toll modes. SELSIVV-533
Functional Block 8 – Other GUI Features & Exception Handling

Note: Segments may still overlap with each other.
DR-0687 All column sorting and filtering buttons shall be adjacent to and have the same alignment as the column header.
SELSIVV-447
DR-0688 The system shall allow a user to filter the following tables by segment:
- Delta Table
- LOS Table
- TOD Table
- TOD Schedule
- Lane Status Signs
- Toll Amount Signs
SELSIVV-447
DR-0703 Whenever an update occurs (either by the system or a user) while a user has a dialog open that would close the dialog the system shall present the user with a message identifying that an update has occurred and shall require the user to acknowledge the message by clicking on a "Close" button before closing the dialog. This message shall not prevent the user from viewing the data they had entered. Such updates include:
- A notification is completed by another user or invalidated by a new notification while a user has it open
- A segment/trip/corridor is published while being edited
