About this file

This document is a Technical Adjustment (TA) for the Florida HIPPY Training & Technical Assistance Center (T&TAC) contract, administered by the University of South Florida (USF) through the Florida Department of Education's Division of Early Learning. The contract (Number 25-L30) involves USF providing statewide training and support for HIPPY (Home Instruction for Parents of Preschool Youngsters) programs across multiple Florida counties, including Alachua, Bradford, Brevard, Broward, Duval, Franklin, Gulf, Liberty, Calhoun, Manatee, Hardee, Marion, Miami-Dade, Palm Beach, Pinellas, and Sarasota.

The technical adjustment reallocates budget funds between salary, fringe, expenses, and subcontractor categories without changing the total contract amount of $3,900,000. Key adjustments include reducing percentage efforts for several positions, correcting fringe rates, and increasing expenses to meet HIPPY USA's national endorsement requirements, such as administering child development screeners to 100% of participating children. The budget supports subcontracts with local education agencies and child development organizations to deliver HIPPY programs, including funding for program coordinators, home visitors, curriculum materials, training, evaluation tools, and program support activities.

Technical Adjustment (TA) This is a Contract Unit process. The Contract Manager should complete this form and should ensure all signatures have been obtained. This form is to provide historical documentation and accountability when any money is moved between Budget line Item(s). If a Funding Source is added, removed, or changed, and/or if the total contract amount is changed then a formal written amendment is required.

Contract Number: 25-L30 TA Number: 1 (24/25) Contractor: USF HIPPY Name of who initiated TA (program manager, contractor, budget/finance): contractor Contract Manager: Aimee Ashley Program Manager: Lisette Levy Is language in the contract that allows money to be moved between line items? Yes or NO Reason Technical Adjustment required: Moving monies between line items…no change to the total budget amount.

Monies were moved between the sections of: Salary, Fringe, Expenses, Subcontracts

Salary: %effort reduced for 3 positions, therefore project salary decreased Fringe: Fringe % and funding have been corrected, as well as the fringe was amount was reduced from the 3 positions Expenses: To meet the standards for national endorsement by HIPPY USA, T&TAC must incur a one-time increase in expenditures. One key requirement is that all HIPPY sites administer a child development screener to 100% of participating children and/or conduct both child-level and parent-level assessments. Accordingly, we have allocated funds for the purchase of these assessments and for conducting a statewide training on their administration. In addition to fulfilling HIPPY USA’s requirements and supporting early identification and intervention, these standardized assessments will provide valuable data on children’s longitudinal growth in school readiness skills throughout their participation in the HIPPY program.

Subcontractors: Not all subcontractors will meet their # of children served goal…but some will go above…moved monies to support the # of children to serve.

If Category or OCA codes change, the Revenue Supervisor should complete this Section.
