About this contract
The Florida Department of Education's Master Agreement 25L30 is an Indefinite Delivery Vehicle (IDV) for the Home Instruction for Parents of Preschool Youngsters (HIPPY) Program. This IDV provides comprehensive services focused on early childhood education for at-risk children ages two through five. The program's primary objective is to deliver home instructional services to eligible families, with a focus on those experiencing poverty, limited parental education, and a commitment to active program participation. Through partnerships with Early Learning Coalitions (ELCs) and the Redlands Christian Migrant Association (RCMA), the IDV supports home-based educational interventions designed to enhance early learning outcomes.
The master agreement is awarded to the University of South Florida, with a contract period from July 1, 2024, to June 30, 2029. The contract is a statewide master agreement covering multiple Florida counties, including Alachua, Bradford, Brevard, Broward, and others. With an annual budget of $3,900,000 funded through the Welfare Transition Trust Fund and Temporary Assistance for Needy Families (TANF) federal grant, the IDV enables the University of South Florida to provide training, technical assistance, and evaluation services. The contract type is a Master Agreement, and it supports subcontracts with eight local HIPPY providers to serve approximately 1,100 children annually across the state.
