About this file
This document is a Task Assignment Change Order (Change Order 2) for FDEP Contract No. WM946, issued by the Florida Department of Environmental Protection (FDEP) to URS Corporation (a subsidiary of AECOM). The contract modification addresses groundwater monitoring well construction in the Rainbow River Springshed across Levy and Marion Counties, Florida. Key parties include the Southwest Florida Water Management District (SWFWMD), which is collaborating on site selection and permitting, and the drilling subcontractor Huss Drilling, which will perform well construction services.
The change order revises the scope of work for Task Assignment 19 to accommodate alternative Levy County well locations after Levy County declined to issue right-of-way permits for the originally proposed sites. The modified scope increases the task budget by $52,623.46, raising the total task amount from $119,375.00 to $171,998.46, and extends the completion date from March 31, 2018, to October 2, 2018. The work includes site reconnaissance at eight alternative candidate locations, preparation of right-of-way and underground utility permit applications and maintenance of traffic plans for six selected sites, drilling and construction of 13 monitoring wells using roto-sonic drilling techniques, well development, and preparation of a well completion report. The contract operates on a fixed-price basis according to the Schedule of Fees and Charges in the original WM946 contract dated October 3, 2008, and extended July 5, 2013. Optional services for additional well construction and groundwater sample collection were removed from the scope per the FDEP's May 21, 2018 request. The cost estimate is valid for 60 days from the proposal date of May 29, 2018.

Subject: Revision 1 - Work Plan and Cost Estimate for Construction of 15 Groundwater
Monitoring Wells Rainbow Springs Springshed Levy and Marion Counties, Florida FDEP Contract WM946 – Task Assignment Number 19
Dear Mr. Dalsis:
AECOM, through URS Corporation Southern, a wholly-owned subsidiary, is currently providing services in support of the above-referenced project to the Florida Department of Environmental Protection (FDEP) under Task Assignment (TA) No. 19 of FDEP contract WM946. The work has been performed in cooperation with the Southwest Florida Water Management District (SWFWMD) and the need for revisions to the original scope of services has been identified by all parties as the project has developed. This TA modification cost estimate has been prepared to address the revised scope of services to be provided in order to complete the project.
1. PROJECT BACKGROUND
FDEP issued TA No. 19 to provide services necessary to obtain right-of-way (ROW) use permits for areas along county roadways in Levy and Marion counties and construct monitoring wells in the upper Floridan aquifer in those areas. The study area has been defined and established by the SWFWMD as shown on Figure 1.
Fifteen well sites were initially identified by the SWFWMD in Levy and Marion Counties to augment the existing groundwater nutrient monitoring well network and the initial reconnaissance of those sites was performed in October 2017. Alternate well sites were subsequently identified and evaluated based upon the initial reconnaissance findings. ROW use permits were obtained by AECOM for seven sites in Marion County; however, Levy County unilaterally declined to issue ROW use permits to allow construction of monitoring wells along any Levy County roads. Subsequent discussions between AECOM, the FDEP, and the SWFWMD led to the identification of alternative sites for consideration. The 15 initial and alternative well sites and their permit status are summarized in Table 1.

Note: Access to sites highlighted in yellow bold/italics will be obtained by SWFWMD. “Y” indicates that a ROW permit has been obtained for the site. Additional information is provided in Attachment A.
On May 21, 2018 the FDEP requested a reduction in scope of services including a reduction in the number of monitoring wells to be constructed. Based upon the parameters given in the May 21, 2018 request, 13 sites will be chosen for well construction from the 15 candidate sites in accordance with a May 21, 2018 request from the FDEP. The 13 sites will be selected by the FDEP and/or SWFWMD.
Field reconnaissance will be needed for the eight alternative sites in order to help establish the location of above and underground utilities, site access restrictions, and written site access (ROW permits) will need to be obtained prior to well construction.
2. SCOPE OF SERVICES
The scope of services included in this TA modification includes the following sub-tasks:
R:\PROJECTS\ENV\FDEP_DYE_TRACER\000 PRE-CONTRACT\RAINBOW SPRINGS NUTRIENT MW NETWORK PHASE 1 SWFWMD\CO1\REV1\CE CO2_MW_INSTALL_28MAY2018.DOCX\29-MAY-18\TLH
Sub-Task 1A
• Meetings with Florida Department of Transportation (FDOT) and others to secure site access/ROW permit concerns and technical considerations.
• Conduct one site reconnaissance with SWFWMD staff at the eight alternative sites included in Table 1. At each site photo-document site features, install a wooden stake at the candidate well location and record its GPS coordinates and construct a field sketch to support underground utility clearance and ROW permit submittal.
AECOM will provide the following services at six sites chosen for well construction by the FDEP and/or SWFWMD from the eight candidate alternative sites.
• Coordination of underground utility location for each well site
• After the utility clearance, return to each site and photo-document the utility markout, take ground measurements and update the site sketches for ROW permit submittal.
• Preparation of FDOT and Marion County ROW or underground utility permit applications for SWFWMD signature and Maintenance of Traffic (MOT) Plans (as needed) for each well located along public roadways, including standard underground utility location for each well site
Sub-Task 2
• Coordination and oversight of subcontracted drilling and construction of 13 Upper Floridan aquifer wells
• Completion and development of the 13 wells
Sub-Task 3
• Preparation and submittal of a report to FDEP documenting completion of the scoped services and presenting information collected during the field activities.
Sub-Task 4 - Optional
• Optional construction of an additional monitoring well.
• Optional groundwater sample collection from all monitoring wells constructed under this
TA (TA No. 19).
Changes to these sub-tasks addressed by this TA modification are described in more detail in the following sections.
R:\PROJECTS\ENV\FDEP_DYE_TRACER\000 PRE-CONTRACT\RAINBOW SPRINGS NUTRIENT MW NETWORK PHASE 1 SWFWMD\CO1\REV1\CE CO2_MW_INSTALL_28MAY2018.DOCX\29-MAY-18\TLH
2.1 SUB-TASK 1A - SITE RECONNAISSANCE, ROW UTILIZATION PERMIT APPLICATIONS, AND
MOT PLANS
The well sites for which AECOM has been requested to obtain site access are all reportedly located in within ROW of public roadways. Therefore, each well site will require a ROW or underground utility permit and a MOT plan. The following activities will be necessary to meet these requirements for each alternative site:
1. Reconnaissance of the eight alternative sites included in Table 1. At each site photo-document site features, install a wooden stake at the candidate well location and record its GPS coordinates and construct a field sketch to support underground utility clearance and ROW permit submittal.
It is understood by AECOM that the FDEP and/or SWFWMD will select six sites from the eight candidate alternative sites for ROW permitting at the conclusion of the reconnaissance.
2. Underground and above ground utility location at six of the eight sites.
3. Mapping of marked utility locations and proposed well location at six of the eight sites.
4. Preparation of ROW utilization/underground utility permit application for SWFWMD signature and subsequent submittal to the respective county for six of the eight sites.
5. Plans for six of the eight sites showing:
• Right–of-way width
• Pavement width
• Distance from the edge of pavement to the proposed monitoring well
• Sidewalks
• Locations of utilities within the work area
The underground utility locations will be performed by Sunshine State One-Call of Florida, Inc.
(SSOCOF) – doing business as Sunshine 811. AECOM will coordinate the utility locations and map the utilities marked-out by SSOCOF, along with above ground utilities that may be of significance, at each selected well site. AECOM will prepare and submit the SWFWMD-signed ROW utilization/underground utility permit applications, along with supporting documents, to the respective county for each selected well site. Time has also been scoped to meet with county staff (e.g. county engineer, county Public Works Department superintendent, etc.).
This task also includes additional meetings and other efforts that have been required to resolve site access/ROW permit concerns and technical considerations associated with the identification of well sites and the project in general.
R:\PROJECTS\ENV\FDEP_DYE_TRACER\000 PRE-CONTRACT\RAINBOW SPRINGS NUTRIENT MW NETWORK PHASE 1 SWFWMD\CO1\REV1\CE CO2_MW_INSTALL_28MAY2018.DOCX\29-MAY-18\TLH
2.2 SUB-TASK 2 – MONITORING WELL CONSTRUCTION AND DEVELOPMENT
AECOM personnel will be on site during subcontracted drilling, construction, and development of each monitoring well. The drill rig and downhole tools will be cleaned prior to commencement and will be pressure-washed in between drill sites. Prior to commencing the well drilling activities, AECOM will initiate an underground utility location with SSOCOF, as required by Florida Statute Chapter 556 titled Underground Facility Damage Prevention and Safety Act, for each well site.
The initial work plan authorized under the TA included steel-cased wells with open hole completion constructed using the air-hammer drilling technique by an irrigation well construction contractor. That approach was subsequently found to be technically inappropriate for the project due to the poorly indurated nature of the Ocala limestone that is characteristic of the upper Floridan aquifer in the study area and the unavailability of irrigation well construction contractors that meet the fundamental safety and insurance requirements for the project. The revised drilling and well construction work plan for this TA modification is described below.
Revised Drilling The SWFWMD target monitoring zone for the wells is the upper water-bearing carbonate rock of the upper Floridan aquifer. To better achieve the stated project objective, the use of the roto-sonic drilling technique will be employed rather than the originally scoped percussion/air-rotary drilling technique and the wells will be constructed as screened monitoring wells with an appropriate filter pack rather than driven steel casing with an open-hole completion. The use of the roto-sonic drilling method has been successfully used on previous WM-946 Task Assignments issued by FDEP to achieve identical project objectives and the screened construction of the monitoring wells will allow completion in the uppermost portion of the water bearing zone without the hazard of an open-hole interval collapsing. Well installation will be as follows:
• The upper 5 ft of each boring will be cleared by hand.
• Continuous core samples will be collected from each boring to boring termination for inspection by the overseeing geologist. Continuous coring is part of the drilling technique and does not incur any additional cost.
• Per SWFWMD, no lithologic description of the cores is required.
• Subsequent to coring into a carbonate rock unit and prior to constructing a well, the roto-sonic casing will be pumped out and allowed to recharge in order to demonstrate the presence of groundwater.
• An additional 6.5 hours of field oversight per well has been budgeted to accommodate well construction and development.
R:\PROJECTS\ENV\FDEP_DYE_TRACER\000 PRE-CONTRACT\RAINBOW SPRINGS NUTRIENT MW NETWORK PHASE 1 SWFWMD\CO1\REV1\CE CO2_MW_INSTALL_28MAY2018.DOCX\29-MAY-18\TLH
AECOM understands that depth to water below land surface will be provided by SWFWMD staff prior to well installation and any such information will be considered. However, for the purposes of estimating the costs associated with this TA modification, depths have been estimated based upon published well construction data and geologic interpretations; and the exact depth of each well may be less or greater as determined in the field by AECOM. The target monitoring zone of the wells is the upper water-bearing carbonate rock of the upper Floridan aquifer and it is anticipated that the wells will be drilled to the approximate depths shown in Table 2.

Construction Upon reaching the target monitoring zone and demonstrating the presence of groundwater, a monitoring well will be constructed at each site as follows:
• New, 4-inch inside diameter (ID) threaded coupling polyvinyl chloride (PVC) well casing and 10 feet (ft) of slotted screen (0.010-inch slot size).
• A 20/30-grade sand filter pack will be placed around the screen and extend 2 to 3 ft above the top of the screen.
• A 2-ft thick seal separating the sand filter pack from the cement column will be constructed using bentonite chips or pellets. The placement of a 4-ft fine-grained sand seal may also be used.
• Type I/II Portland cement with a 3 to 5 percent bentonite additive will fill the remaining annular space to land surface. Additionally, 3/8-inch bentonite chips may be added to the cement to seal off permeable zones were cement is being lost. Cement will be pumped from bottom to top using a tremie pipe.
The top of each well casing will be sealed with a watertight locking well cap.
Completion Each monitoring well will be completed in an above-grade riser box or a bolt-down, flush-grade well vault (indicated in Table 2). Each riser box or vault will be set into a 2 x 2-ft concrete pad at least 4-inches thick. The concrete pads of wells completed with flush-grade well vaults will be reinforced with #4 (or larger) re-bar. Additionally, a bollard post will be installed along the fence perpendicular to each well that is constructed in the ROW and completed with a flush-grade well vault. Wells completed with riser boxes will not have reinforced pads but will have four bollard posts installed around the wellhead. Each well cap or riser box will be secured with a keyed-alike lock.
Development Each well will be developed by pumping and/or surging until clear water visually free of sediment is produced. Groundwater produced during well development activities will be discharged in the vicinity of each well.
Logistics A source of water for drilling and well construction may not be readily available at each drill site.
The drilling subcontractor will be prepared to obtain water from nearby municipal fire hydrants as applicable and will provide additional personnel and equipment to bring water to each drill site as needed.
Investigation Derived Waste and Site Restoration Trash and construction debris will be managed by the drilling subcontractor and each drill site will be left in good condition within the standard practice of care. Drill cuttings, mud, water, and
R:\PROJECTS\ENV\FDEP_DYE_TRACER\000 PRE-CONTRACT\RAINBOW SPRINGS NUTRIENT MW NETWORK PHASE 1 SWFWMD\CO1\REV1\CE CO2_MW_INSTALL_28MAY2018.DOCX\29-MAY-18\TLH cores will be dispersed in the vicinity of each well unless other management is stipulated by the respective land owner or permit. Groundwater produced during well development activities will be discharged in the vicinity of each well.
Subcontractor AECOM intends to issue a work order to Huss Drilling (Huss) that will authorize the drilling and well construction services. Huss is a pre-qualified drilling contractor with an existing Master Service Agreement. Additionally, AECOM and Huss have worked together safely and efficiently on similar drilling projects for the FDEP under the WM946 contract.
2.3 SUB-TASK 3 - WELL COMPLETION REPORT
Upon completion of this project will be a well completion report that describes the field activities and presents information gained during the fieldwork. The report will document the scoped activities and will include the following:
1. A description of well drilling, construction, and development procedures
2. Monitoring well construction details
3. A map showing the location of each monitoring well
2.4 SUB-TASK 4 – OPTIONAL SERVICES
The FDEP authorized the optional construction of an additional monitoring wells and the optional collection of groundwater samples from all monitoring wells constructed under this TA (TA No.
19). These optional services are removed from the scope of work authorized under TA No. 19 and will not be performed by AECOM in accordance with the May 21, 2018 request from the
FDEP.
HEALTH AND SAFETY
AECOM will prepare a Health and Safety Plan (HASP) for the well construction, groundwater sampling, and other fieldwork required by this project. The HASP will address the physical, chemical, and biological hazards that may be encountered during the performance of the fieldwork. The HASP will also identify the locations of occupational clinics, hospitals and other emergency contact information specific to the locations of the monitoring well sites.
Additionally, AECOM Safety Management Standards (SMSs) for the specific fieldwork tasks for this project will be evaluated and updated accordingly. AECOM’s HASPs and SMSs are developed in conformance with AECOM’s corporate criteria in order to minimize the potential for physical injury or exposure of field personnel to chemical or biological hazards.
R:\PROJECTS\ENV\FDEP_DYE_TRACER\000 PRE-CONTRACT\RAINBOW SPRINGS NUTRIENT MW NETWORK PHASE 1 SWFWMD\CO1\REV1\CE CO2_MW_INSTALL_28MAY2018.DOCX\29-MAY-18\TLH
3. ASSUMPTIONS
The following assumptions have been made in developing the scope of services for this cost estimate:
• A total of 15 sites (seven that have approved ROW permits and eight additional candidate sites) will be reviewed and considered for inclusion in the proposed monitoring well network but only 13 sites will be selected.
• It is understood by AECOM that the FDEP and/or SWFWMD will select six sites from the eight candidate alternative sites for ROW permitting at the conclusion of the proposed reconnaissance.
• Written site access to Levy and Marion county properties will be via a ROW permit or other agreement provided by SWFWMD.
• Time required, if any, to attend any Board of County Commissioner (BOCC) meetings in support of the ROW permit applications has not been scoped and if needed will be managed via TA Modification.
• AECOM and its subcontractor(s) will be allowed access to the well sites under a FDOT or County permit (e.g. ROW Permit) or executed written agreements without delay.
• The well sites are accessible to truck-mounted drilling equipment and standard support vehicles.
• No private utility location service is included in the scope of services and the SSOCOF utility locations will be sufficient for the scope of this project.
• Containment, waste profile characterization, transportation, and disposal of drill cuttings and fluids will not be required. Drill cuttings and development water will be spread or discharged in the vicinity of each well.
• The scope of services provided by AECOM under the TA are limited to site reconnaissance, ROW permitting, and monitoring well construction at 13 sites (one well per site).
Additional costs (delays or remobilization) that may be incurred due to the inability for AECOM and/or its subcontractors to readily access the project sites with the proposed equipment and promptly begin work or readily obtain water for drilling will be promptly communicated to the FDEP and addressed by a TA modification. Similarly, technical challenges encountered during drilling and well construction due to the complex karst nature of the study area or lower than expected water-bearing zone, weather delays, or any other unforeseen obstacles have not been scoped and will be addressed by a TA modification, if necessary.
4. DELIVERABLES AND INVOICING
