Document Summary
This document comprises a Task Assignment Change Order and supporting proposal for work under Florida Department of Environmental Protection (FDEP) Contract No. WM-946, a state contract administered between FDEP and URS Corporation Southern (a wholly-owned subsidiary of AECOM). The primary parties involved are FDEP's Ground Water Protection Section, Bureau of Watershed Management, and AECOM through its subsidiary. The project, titled "Wekiva Sweetwater West Subdivision Monitor Well Cluster," is located in Orange County, Florida, within the St. Johns River Water Management District. AECOM serves as the prime contractor with Huss Drilling as the pre-qualified subcontractor responsible for drilling operations.
Change Order No. 1 documents a reduction in scope and corresponding budget decrease of $2,744.30, bringing the task amount from $27,363.80 to $24,619.50 on a fixed-price basis. The scope reduction resulted from unexpected drilling conditions encountered at the site, specifically unanticipated deep geological formations requiring the exploratory boring to extend beyond initially planned depths. Rather than incur additional costs for additional drilling attempts, the contract manager directed AECOM to discontinue operations. The revised scope includes three deliverables: coordination of underground utility location, oversight of Upper Floridan aquifer exploratory test boring with roto-sonic drilling techniques to a maximum depth of 210 feet, and preparation of a well completion report documenting lithologic logs and drilling procedures. The budget breakdown allocates $3,509.72 for project initiation and Health and Safety Plan revision, $17,755.38 for construction and well oversight (including $12,018.23 in subcontracted drilling services), and $3,354.40 for report preparation, with anticipated completion requiring one week of fieldwork plus one to two weeks for data interpretation and reporting.

Subject: Cost Estimate for Sweetwater West Subdivision Exploratory Test Boring to Support Groundwater Tracer Studies Wekiva River Basin - Orange County, Florida FDEP Contract WM-946, Task Assignment 16
Dear Mr. Hicks:
AECOM, through URS Corporation Southern, a wholly-owned subsidiary, appreciates the opportunity to provide the Florida Department of Environmental Protection (FDEP) with this proposal for professional services to assist the FDEP with the above-referenced project. The objectives and scope of services presented in this proposal were developed based on AECOM’s previous work performed on this project and specifications provided by the FDEP via email communication dated April 7, 2016.
1.0 PROJECT UNDERSTANDING
AECOM understands that the FDEP is conducting a series of groundwater tracing events to gain information on groundwater flow to Wekiva Springs and Rock Springs from several important regions of the primary groundwater recharge area for the springs. The study area is privately-owned suburban land with public easements located east of the City of Apopka in northwestern Orange County, within the St.
Johns River Water Management District (SJRWMD), in the central portion of Florida, as shown on Figure 1.
AECOM has previously assisted the FDEP in the study and wells have been constructed at three other locations under AECOM supervision since October 2014. The location of the Sweetwater West site, along with the previously explored locations at Timberwolf Trail, Fortune Lane, and Palm Beach Drive are also shown on Figure 1. The proposed Sweetwater West site has been pre-selected by the FDEP as a potential well cluster site and is located within the perimeter of a drainage retention area (DRA) within a homeowner’s association (HOA) subdivision as shown on Figure 2.

2.0 SCOPE OF SERVICES
The scope of services to be provided by AECOM includes:
• Coordination of standard underground utility location at the project site
• Coordination and oversight of subcontracted drilling and construction of one Upper Floridan aquifer exploratory test boring
• Preparation and submittal of a letter report to the FDEP documenting completion of the scoped services and presenting information collected during the field activities
AECOM proposes to perform these services in one task assignment administered under the FDEP WM946 contract. The following sections present the details of these services.
3.0 FIELDWORK PREPARATION AND COORDINATION
This service includes project setup and support to the drilling contractor for underground utility location as required by Florida Statute Chapter 556 titled Underground Facility Damage Prevention and Safety Act for the well cluster, along with revision of the site-specific Health and Safety Plan (HASP). The FDEP provided AECOM with Google Earth aerial photographs depicting the general location (the DRA) for the subject well cluster as shown on Figure 2. Using this information, AECOM will contact Sunshine State One-Call of Florida, Inc. (SSOCOF) – doing business as Sunshine 811 – to have underground utilities identified within the DRA. The FDEP also indicated that no municipal right-of-way (ROW) or utility permits would be required for performing this work in the DRA.
4.0 EXPLORATORY TEST BORING
AECOM will provide on-site personnel to oversee the drilling of the Upper Floridan aquifer exploratory boring in order to evaluate the feasibility of constructing one water table monitoring well and one Floridan aquifer monitoring well (well cluster). The roto-sonic drilling technique will be used to drill the boring and collect continuous core samples for examination. The downhole equipment and the drill rig will be cleaned prior to arrival on-site. The upper 5 feet (ft) of the boring will be cleared by hand.
The target monitoring zone of the Upper Floridan aquifer well is the upper water-bearing carbonate rock of the upper Floridan aquifer. Based upon information gathered from previous work, the total well depth is estimated to be approximately 150 ft; however, the boring will be advanced to a maximum depth of 210 ft in order to evaluate the subsurface conditions at depths similar to those of the Palm Beach Drive site.
Continuous core samples will be collected from land surface to boring termination for inspection by an AECOM geologist. If sample containers and instructions are provided by the FDEP for collection of core samples for subsequent lithologic examination, these samples will be collected and delivered to the FDEP.
Subsequent to completion, the boring will be plugged with Type I/II Portland cement with a 3 to 5 percent bentonite additive.
Subcontractor AECOM intends to issue a Work Order to Huss Drilling (Huss) that will authorize the drilling and well construction services. Huss is a pre-qualified drilling contractor with an existing Master Service Agreement. Additionally, AECOM and Huss have worked together safely and efficiently on similar drilling projects for FDEP under the WM946 Contract.

5.0 DELIVERABLE
The deliverable for this project will be a well completion report that describes the field activities and presents information gained during the fieldwork. The report will document the scoped activities and will include:
• Lithologic log and geologic interpretations
• A description of drilling and abandonment procedures
6.0 HEALTH AND SAFETY
AECOM will revise the current HASP to re-evaluate the locations of occupational clinics, hospitals and other emergency contact information specific to the location of the Site. Additionally, AECOM Safety Management Standards (SMSs) for the specific fieldwork tasks for this project will be re-evaluated and updated accordingly. AECOM’s HASPs and SMSs are developed in conformance with AECOM’s corporate criteria in order to minimize the potential for physical injury or exposure of field personnel to chemical hazards.
7.0 ASSUMPTIONS
The following assumptions have been made in developing the scope of services for this cost estimate:
• The FDEP has secured site access with the HOA, Orange County and any other stakeholders and that AECOM and its subcontractor(s) will be allowed access to the project area without delay and without the need for obtaining municipal ROW, utility, or other permits.
• Huss’s Water Well Contractor license will satisfy the licensure requirements of the well drilling and construction work and no permits will be required other than those obtained from SJRWMD by Huss for well construction.
• Water can be readily obtained from a nearby municipal fire hydrant.
• The project site is accessible to track-mounted drilling equipment and standard support vehicles.
• No private utility location service is included in the scope of services and AECOM will not be on site during the SSOCOF utility mark-out.
• The total depth of the exploratory boring has been assumed to be 210 ft bls.
• Three days have been scoped to complete round-trip travel, drilling and abandonment of the boring.
• Containment, waste profile characterization, transportation, and disposal of drill cuttings and fluids will not be required. All drill cuttings and development water will be spread or discharged in the vicinity of each well within the DRA.
Additional costs (delays or remobilization) that may be incurred due to the inability for AECOM and/or its subcontractors to readily access the project site with the proposed equipment and promptly begin work or readily obtain water for drilling will be promptly communicated to the FDEP and addressed by a Task Assignment Modification. Similarly, technical challenges encountered during drilling and well construction due to the complex karst nature of the study area or lower than expected water-bearing zones (requiring the wells to be deeper than specified), weather delays, or any other unforeseen obstacles have not been scoped and will be addressed by a Task Assignment Modification, if necessary.
