Document Summary

This is Amendment No. 4 to DEP Contract No. SP469, an indefinite delivery vehicle for engineering services between the Florida Department of Environmental Protection and BCI Engineers & Scientists, Inc. The contract was originally executed on June 24, 1998, and has been amended on January 2, 2001, January 8, 2002, December 2, 2002, and December 12, 2003. The amendment was processed through the standard procurement method (RFSOG + SBLIC) and requires separation of duties oversight during execution. The contract manager for the Department is Bud Cates.

Amendment No. 4 revises the wage rates and compensation structure effective as of the execution date. The Fourth Revised Rate Schedule (Attachment D-4) establishes hourly billing rates for BCI Engineers & Scientists and approved subcontractors including Quest Ecology Inc., Post, Buckley, Schuh & Jernigan, Inc., Applied Aquatic Management Inc. (d/b/a Weed-Tech Vegetation Management Services), I.F. Rooks & Associates, Inc., and Echezabal & Associates, Inc. Rate ranges for BCI personnel span from $7.91 to $73.49 per hour depending on classification and experience level. The rates incorporate fringe benefits calculated at 10% of bare labor costs, overhead calculated at 148% of bare labor costs, and fees calculated at 12.5% of total labor costs. Subcontractor rates vary by firm and service type, with consulting services ranging from $42.65 to $98.11 per hour and specialized services such as aerial photography and survey field crews billed at fixed or hourly rates as specified. The contract permits overtime compensation at 1.0 times bare labor costs for salaried employees and 1.5 times for hourly employees, subject to Department approval. All rates are portal-to-portal and require a minimum call-out of 4.0 hours unless otherwise specified.
