About this file
This is Amendment No. 3 to DEP Contract No. SP469, a service contract between the Florida Department of Environmental Protection (DEP) and multiple contractors including BCI Engineers & Scientists, Inc., Quest Ecology Inc., Post, Buckley, Schuh & Jernigan, Inc., Applied Aquatic Management, Inc. (d/b/a Weed-Tech Vegetation Management Services), and I.F. Rooks & Associates, Inc. The contract was originally executed on June 24, 1998, with prior amendments executed on January 2, 2001, and January 8, 2002. The amendment was executed in December 2002 and is managed by DEP Contract Manager Bud Cates. This indefinite delivery vehicle was procured through a competitive negotiation process.
Amendment No. 3 revises the rate schedules for the contracted services, effective January 8, 2003, by replacing previous attachments with Attachment D-3, Third Revised Rate Schedule. The services encompass environmental consulting, engineering, and specialized field services including ecological surveys, herbicide application services (aerial, manual, and vehicle-based), vegetation management, aquatic weed control, surveying, mapping, photogrammetry, and aerial photography. Labor rates vary by contractor and classification, ranging from $7.63 to $94.50 per hour for loaded rates depending on position and contractor. Overhead, fringe benefits, and fee markups are calculated as specified percentages of labor costs, with multipliers applied ranging from 2.89 to 3.0 times bare labor costs. Material costs are marked up at 15 percent above cost. All rates are portal-to-portal with a minimum 4-hour call-out requirement unless otherwise specified. The contract allows for overtime compensation at 1.0 to 1.5 times base labor rates for approved work, subject to departmental approval.
