Re: Proposal for Investigation/Possible UST Removal Services Strategic Managed Area Lands List – Alachua Conservation Trust, Inc.

Columbia County, Florida FDEP Contract PL 278

Dear Mr. Parker:

Professional Service Industries, Inc. (PSI), an Intertek company, is pleased to submit this proposal to conduct an investigation and possible UST removal at the Strategic Managed Area Lands List Property owned by Alachua Conservation Trust, Inc. Included in this proposal is a discussion of the project history to date, the proposed scope of work, cost estimate, and schedule for completion.

PROJECT BACKGROUND

PSI prepared a Phase I ESA in accordance with the ASTM Standard E 1527-13 in April 2022 (PSI Project No.:

05523479). PSI identified the following recognized environmental conditions associated with the historic use of the adjoining properties, as stated below:

• An approximately 2-inch diameter unthreaded metal pipe was observed southwest of the former concrete block structure without a cap. Copper pipe of approximately 0.5-inch in diameter was observed extending approximately 8 feet from the ground south of a slab from a prior structure in the southwest area of the property. These suspect pipes were in an area that previously had residential and farm type structures dating back to at least 1949. It was reported that an irrigation well had been present at that area of the property, so it may be possible that the 2-inch pipe could be related to that former use. The potential for heating oil tanks associated with the former structures cannot be ruled out and one or both of the pipes may also be associated with that type of use. Based the potential that the pipes could be associated with heating oil tanks, these are considered a REC in connection with the subject property.

Strategic Managed Area Lands List – River Rise Preserve

PSI recommended further evaluation of the two suspect pipes in the southwestern area of the property by conducting excavation and if it appears they are associated with UST(s), a Phase II ESA may be recommended to investigate potential soil and/or groundwater contamination that may be present associated with USTs.

SCOPE OF SERVICES

In order to obtain information regarding the general condition of the groundwater at the subject property as it relates to the above noted RECs, the following scope of services is proposed:

Task 1: Possible UST investigation PSI will coordinate field activities and develop a site-specific Health and Safety Plan. PSI will provide oversite of a subcontractor that will bring an excavator and conduct excavation in the area of the two suspect pipes to determine if they may be associated with potential heating oil tanks.

Task 2: Soil Evaluation, Removal and Tank Disposal If Needed If a tank or tanks are identified, they will be evaluated to determine if they may contain liquids. A vacuum will be available if liquids need to removed from a potential tank. Potential tanks will be excavated and removed from the subject property for disposal. In the case of tank removal, PSI will use an OVA to evaluate soil in the area of the tank and will visually inspect for signs of soil staining. The objective will be to excavate visibly stained soils or impacted soils as identified by OVA measurement to help ensure all impacted soils are removed. Excavated impacted soil will be stored in drums or on visqueen depending on quantity.

No backfilling is proposed in this scope of work, but may be conducted at a later time depending on soil excavation that may be needed.

Task 3: Confirmatory Soil Sampling If tank excavation is conducted, five (5) confirmatory soil samples will be collected from the excavation sidewalls and bottom in general accordance with FDEP Standard Operating Procedures, DEP-SOP-001/01.

The soil samples will be preserved as appropriate and submitted under Chain-of-Custody documentation to a state-certified laboratory to be analyzed for:

• Volatile Organic Compounds by EPA Method 8260

• Polynuclear Aromatic Hydrocarbons (PAHs) by EPA Method 8270C

• Total Recoverable Petroleum Hydrocarbons (TRPH) by the Florida Petroleum Range Organics

(FL-PRO) Method

• Total lead by 6010

• Ethylene dibromide (EDB) by 8011

In order to minimize the number of mobilizations and avoid the need to stage excavated materials on-site, this task also proposes collection and analysis of one composite soil sample from the excavation area for waste characterization purposes. PSI will submit a soil disposal profile with the analytical results to an appropriate disposal facility, and will schedule the source removal once the disposal facility indicates they will accept the material.

Strategic Managed Area Lands List – River Rise Preserve

Task 4: Summary Report PSI will prepare a Summary Report that includes a description of field activities, a site map with GPS-located excavation areas and if a UST or USTs are identified and it is determined to be needed, sampling locations, a summary analytical data table for selected parameters, laboratory analytical report(s) with Chain-of-Custody record(s), and disposal documentation.

The report will be provided for reliance by The Board of Trustees of the Internal Improvement Trust Fund of the State of Florida. The study may result in development of information which may place an obligation upon the site owner or operator to provide reporting to a regulatory agency or other third party. PSI will not provide reporting to regulatory agencies or other third parties unless FDEP Division of State Lands expressly requests such reporting to be performed.

SCHEDULE AND REPORTING

PSI will coordinate with the FDEP on scheduling upon acceptance of this proposal. The final report will be completed within approximately 30 days of receiving the confirmatory soil sampling laboratory analytical report. Verbal results and partial deliverables can be provided prior to the final report upon request.

FEES

The cost for providing the above-referenced scope of services is $7,656.00, based on no USTs being identified or $13,056.31 if one UST is identified. Cost will increase to $15,096.62 if a second tank is disposed.

Note: Cost based on each tank being less than 550 gallons with no more than 100 gallons of petroleum contact water. No contaminated soil disposal is included. No groundwater confirmatory sampling is included, based on the presumed groundwater depth.

The estimated cost to perform the Phase II Environmental Site Assessment is attached. All PSI services will be conducted in accordance with the terms and conditions contained within DEP Contract No. PL278:

Environmental Site Assessment Reports Contract, dated June 9, 2013.

CLOSING

Please call with any questions you may have, or if PSI can be of additional service. We look forward to working with you on this and future projects.

Respectfully Submitted, PROFESSIONAL SERVICE INDUSTRIES, INC.
