About this file

This is an indefinite delivery vehicle (IDV) contract, designated as DEP Contract No. HW560, between the Florida Department of Environmental Protection (DEP), Bureau of Waste Cleanup, and TETRA TECH EC, INC., a Delaware corporation located in Stuart, Florida. The contract was executed on February 11, 2011, and is funded through a combination of state appropriations and EPA Superfund monies. The contract establishes a task assignment basis for providing professional engineering and geological services to support the DEP's Bureau of Waste Cleanup programs, including the Hazardous Waste Cleanup Section (HWCS), Site Investigation Section (SIS), CERCLA Site Screening (CERCLA SS), and Brownfields Assessment (BF) programs.

The contract has an initial five-year task assignment period with a ceiling amount not to exceed $20,000,000 for the task assignment issuance period, with an initial funding increment of $130,000. Compensation is provided on a combination fee schedule/fixed price/cost reimbursement plus fixed fee basis as specified in each Task Assignment Notification Form. The contractor's rate schedule includes direct labor rates ranging from $10.50 to $114.02 per hour depending on classification, indirect rates (overhead at 143%, general and administrative at 12.20%), and project management calculated at 12.5% of direct labor costs. Additional fee structures include equipment procurement fees (10% capped at $2,500 per subcontractor), subcontractor handling fees (tiered from 10% to 5% depending on cost levels), completion fees (10% of total labor cost), and other direct costs at 5% of direct labor plus project management. The contract may be renewed for up to three additional years or the term of the original contract task assignment period, whichever is longer, subject to satisfactory performance and availability of funds. The contract includes comprehensive quality assurance requirements, compliance with EPA and DEP standards, detailed invoicing and payment procedures with a 40-day payment timeline, and mandatory use of recycled paper for reports. All work must comply with Chapters 62-780, 62-782, or 62-785 of the Florida Administrative Code, and the contract is subject to federal EPA regulations and requirements for EPA-funded portions of the work.
