About this file
DEP Contract No. LAB028 is an Amendment No. 8 to a laboratory testing services contract between the Florida Department of Environmental Protection (DEP) and TestAmerica Laboratories, Inc., dated October 1, 2012. The contract was originally executed on December 12, 2007, and has been amended multiple times, most recently on April 14, 2008, June 22, 2009, June 29, 2010, October 29, 2011, and October 1, 2012. The amendment is managed by DEP Contract Manager Kate Brackett and requires execution by an authorized reviewing authority rather than the contract manager to ensure adequate separation of duties in procurement activities.
Amendment No. 8 exercises the first renewal option and extends the contract completion date from December 11, 2012, to December 11, 2013. The amendment replaces the original Rate Schedule (Attachment C) with a Revised Rate Schedule (Attachment C-1) reflecting negotiated rate reductions. The revised rate schedule establishes pricing for laboratory analyses across multiple categories including inorganics (metals, general chemistry, and nutrients), organics, and RCRA methods for non-potable water, potable water, and chemical materials testing. Pricing ranges from $6.79 per analysis for standard metals testing to $235.23 for combined acid/base/neutral organics analysis. The contract provides markup options for expedited turnaround times, ranging from 30 percent for five business days to 100 percent for 24-hour turnaround. All analyses must comply with EPA-approved methodologies, and certain analyses will be conducted at Test America Savannah.
