Contract Summary
DEP Contract No. LAB028, Amendment No. 15 is an amendment to an indefinite delivery vehicle between the Florida Department of Environmental Protection (FDEP) and TestAmerica Laboratories, Inc., originally entered into on December 12, 2007, and subsequently amended multiple times through October 23, 2014. This amendment, effective as of the date of execution in March 2015, modifies the rate schedule for laboratory analytical services provided under the contract.
Amendment 15 replaces Attachment C-2 (Revised Rate Schedule) entirely with Attachment C-3 (Third Revised Rate Schedule), which establishes pricing for environmental water and chemical analysis services. The contract covers three primary analytical groups: Inorganics (metals and general chemistry/nutrients analyses), Organics (volatile organic compounds, pesticides, and hydrocarbons), and Radiological (gross alpha, beta, tritium, and radium isotopes). Standard turnaround time is twenty-one (21) business days, with markups applied for expedited delivery: 30% for 5 business days, 60% for 3 business days, 75% for 48 hours, and 100% for 24-hour service. Individual analysis costs range from $6.59 to $228.17 for standard inorganics and organics testing, with specialized analyses such as combined acid/base/neutral organics at $228.17 and acrylamide testing at $200.00. All methods must achieve required Minimum Detection Limits and Practical Quantitation Limits per Florida Administrative Code Chapter 62-4 and Chapter 62-777, and the laboratory must maintain Florida National Environmental Laboratory Accreditation Program (NELAP) certification for all quoted methods approved by the Environmental Protection Agency.
