This document constitutes a Task Assignment Notification Form and supporting deliverables for Contract No. HW554 between the Florida Department of Environmental Protection (FDEP) and APTIM Environmental & Infrastructure, LLC. The task assignment (DC003L) is managed by FDEP Contract Manager Melissa A Walsh and APTIM representative Eric Kramer, P.E., and pertains to environmental monitoring and remediation activities at the Former Brantley Cleaners facility located at 924 West State Road 436, Suite 1250, Altamonte Springs, Seminole County, Florida (FDEP Site No. ERIC_5454).
Task Assignment DC003L authorizes APTIM to perform annual groundwater sampling and soil vapor sampling at the site according to the October 4, 2021 scope of work. The work is divided into three subtasks: Subtask 1 (Project Management), Subtask 2 (Annual Groundwater Sampling involving 7 passive diffusion bag samples and 4 conventional well samples), and Subtask 3 (Vapor Sampling from 7 SVE wells). Final deliverables include a Groundwater and Soil Vapor Sampling Letter Report, GIS tables, ADaPT EDDs, and project management documentation, due April 14, 2022, with task completion by June 25, 2022. The total task assignment value is $17,893.84 on a fixed-price basis, with no retainage. Invoice payments are structured in two installments: $9,331.97 upon FDEP approval of field documentation and lab reports for Subtask 2, and $8,561.87 upon approval of the final letter report and database updates for Subtasks 1 and 3. IDW (Investigative Derived Waste) disposal services were procured through competitive bidding, with Erwin Remediation selected as the lowest responsive and responsible bidder at $100.00 per drum.

Hello Jonathan:
I need an estimate to include in a proposal to pick‐up and dispose of non‐hazardous liquid which will be generated during upcoming groundwater sampling activities at the following site:
Here are the site specifics:
Altamonte Springs Dry Cleaners (Former)

Altamonte Springs, Florida 32701
ERIC_5459 (Former FAC ID# 599500541)
Proposed Scope of Work Annual Groundwater Sampling & Vapor Sampling Former Brantley Cleaners Task Assignment DC003L ERIC_5454 (Former Facility ID No. 599500158) Aptim Environmental & Infrastructure, Inc. (APTIM) 10/4/21
The former Brantley Cleaners facility, located in Altamonte Springs, has an installed SVE remedial system that was turned off because the drycleaning facility continued to use a solvent based cleaning process. Recently, the facility switched to a petroleum-based cleaning process and FDEP is considering re-activating the SVE remedial system. Groundwater sampling has continued on an annual basis after the remedial system was turned off. This Task Assignment (DC003L) provides for collecting vapor samples at five Zone B, one Zone A and one Zone C SVE wells and the collection and sampling of seven (7) Passive Diffusion Bags (PDB’s) (currently installed in wells) and four wells to be conventionally sampled. APTIM proposes to document the results of vapor and groundwater sampling in one report.
Subtask 2 Annual Groundwater Sampling: The proposed scope of work includes the collection of depth to groundwater measurements from the 16 monitor wells (MW001 through MW016). Groundwater samples will be collected from the 7 existing monitoring wells containing the PDB bags (MW001, MW004, MW009, MW013, and MW016; and intermediate wells MW006 and MW012) for analysis by EPA Method 8260 for volatile organic halocarbons (VOHs). The current PDBs were deployed in these seven wells on November 18, 2020. In addition, four monitoring wells (MW005, MW007, MW010 and MW-011) are to be conventionally sampled using downhole pumps with disposable tubing. Groundwater intrinsic values will not be collected from the monitoring wells using PDB’s; however, intrinsic measurements from the four conventionally sampled wells will be collected on this sampling event.
Seven replacement PDB samplers will be obtained from ALS Environmental (ALS), a licensed manufacturer of passive diffusion samplers and will be placed within the wells at similar depths as the existing samplers. The PDB samplers deployed into 2-inch diameter monitoring wells MW004, MW006, MW009, MW012, and MW013 are 24 inches long and 1 ¼ inches in diameter.
The PDB samplers deployed into the smaller 1-inch diameter monitoring wells MW001 and MW016 are 48 inches long and ¾ inches in diameter. The samplers will be ordered pre-filled with approximately 220 milliliters of certified, laboratory-grade, analyte-free, deionized water.
The PDB’s will be deployed similar to the current bags to the following total depths:
1) MW001, (1” well), total depth of 35 ft bls (placement from 31 to 35 ft bls)
2) MW004, (2” well) total depth of 34 ft bls (placement from 32 to 34 ft bls)
3) MW006, (2” well) total depth of 71 ft bls (placement from 69 to 71 ft bls)
4) MW009, (2” well) total depth of 51 ft bls (placement from 49 to 51 ft bls)
5) MW012, (2” well) total depth of 71 ft bls (placement from 69 to 71 ft bls)
6) MW013, (2” well) total depth of 51 ft bls (placement from 49 to 51 ft bls)
7) MW016, (1” well), total depth of 34 ft bls (placement from 30 to 34 ft bls).
Subtask 3 Vapor Sampling: During system operation no discrete vapor sample analysis was performed; therefore, the selection of sampling SVE wells is somewhat subjective. However, based on discussions with FDEP, Zone B SVE wells were selected as these wells should capture contaminant vapors at the base of Zone A and top of Zone C. Zone A consists of nonconsolidated fine grained sands which are more readily remediated using vapor extraction, whereas deeper lithologies exhibit interbedded clayey fine sands. This subtask authorizes collection of vapor samples for laboratory analysis from five SVE wells (VE01B, VE02B, VE04B, VE05B and VE06B) constructed in Depth Interval B (8-18 feet below land surface). In addition, review of the Site Assessment Report (SAR) identified specific locations where addition vapor sampling should be performed. APTIM recommends collection of vapor samples from VE02A and VE05C. Each of the SVE wells are routed back to the remedial compound in dedicated piping runs. Since the well heads are difficult to access and attach a vacuum hose, APTIM will disconnect the vacuum piping at the remedial trailer and connect to a vacuum blower. After connecting the vacuum blower to the dedicated piping for the specific SVE well a vacuum pressure of 45 inches water column vacuum will be induced for five minutes. This should be sufficient time to fully evacuate the pipe and extract subsurface vapors. The vapor samples will be collected in Tedlar® bags and shipped to a NELAC accredited laboratory for analysis using modified EPA Method TO 15.
