Contract Summary
DEP Contract No. GC890 is an indefinite delivery contract between the Florida Department of Environmental Protection (DEP) and the Broward County Board of County Commissioners (Local Program). The contract establishes a local government vehicle to provide petroleum contamination cleanup site management activities on behalf of the Department within Broward County. The Local Program serves as an independent contractor responsible for administering the Petroleum Restoration Program (PRP), which addresses petroleum-contaminated sites eligible for state funding through the Inland Protection Trust Fund (IPTF).
The contract operates on a task assignment basis with compensation structured as a combination of fixed price and cost reimbursement, as defined in executed Task Assignment Notification Forms and Task Assignment Change Order Forms. The initial contract term began October 1, 2016, and remained in effect through June 30, 2021. The contract is renewable for periods not to exceed three years, contingent upon satisfactory performance. The Local Program is responsible for hiring qualified personnel, including a minimum of one Professional Engineer (P.E.) registered in Florida and one Professional Geologist (P.G.), and may assign no more than 50 petroleum cleanup source properties per site manager. Monthly invoicing and status reporting are required, with detailed documentation supporting cost reimbursement for salaries, fringe benefits, travel, and other direct costs. The contract includes provisions for performance assessments, retainage withholding, and mandatory compliance with all applicable federal, state, and local regulations, including Workers' Compensation Insurance requirements with minimum liability coverage of $200,000 per occurrence and $300,000 for commercial automobile liability.
