About this contract
The Master Agreement IDV provides comprehensive petroleum contamination site response action services throughout Florida's South Region under the state's Petroleum Restoration Program. Services encompass four primary cleanup phases: Site Assessment (including characterization screening, reconnaissance, initial assessment, supplemental assessment, and well abandonment); Remedial Options and Design (natural attenuation monitoring plans, pilot testing, remedial action plans, and risk assessments); Remedial Action Implementation (free product recovery, contaminated soil removal, and system installation and operation); and Site Closure (post-remediation monitoring and final closure documentation). Compensation is structured on a combination basis of fixed prices, cost reimbursement, and performance-based pricing, with a 6% handling fee applied to all cost-reimbursable pay items. The contract covers drilling and boring operations, well installation and abandonment, soil and water sampling and analysis, remedial system services, equipment rental, and professional engineering and geology services for petroleum-contaminated sites eligible for cleanup funding through the Inland Protection Trust Fund.
The prime contractor for this Master Agreement is American Environmental Engineering of Florida, Inc., under contract with the Florida Department of Environmental Protection. The initial contract term commenced February 28, 2014, with an original five-year period and potential renewal for additional five-year terms contingent upon satisfactory performance. The contract has been extended through September 30, 2025, through multiple amendments implementing periodic rate adjustments ranging from 3.90% to 8.00% and updating compliance and operational procedures. The contract operates as an indefinite delivery vehicle with no guaranteed minimum work volume, with the Department reserving sole discretion to assign work assignments. No minimum contract value is specified; compensation is determined through individual task assignment notifications issued by the Department for specific remediation projects.
