About this file
This document is Amendment No. 11 to DEP Agency Term Contract No. GC776, a rate increase amendment between the Florida Department of Environmental Protection (FDEP) and Taylor Environmental Consulting, LLC. The contract, originally executed on February 26, 2014, provides petroleum contamination site response action services in the Central Region of Florida. The amendment was executed on May 17, 2021, by Lee C. Taylor, Principal Engineer for the contractor, and John Truitt, Deputy Secretary for FDEP. The rate changes became effective on June 4, 2021, following data processing by the Department.
This amendment modifies rates for 81 pay items contained in Attachment D (Rate Schedule V3.3) without adding, deleting, or modifying any line items in the contract. Rate increases range from +3.17% to +5.00%, with the majority of increases at or near the 5% maximum allowable under contract provision 11.B.ii. Specific examples include mobilization rates (Light Duty Vehicle ≤100 miles: $510.00 to $535.00), drilling and boring services (HSA boring ≤6 inch diameter <50 feet: $30.85 to $32.35), well installation services (2 inch vertical: $32.65 to $34.25), laboratory analysis fees (soil used oil/unknown product: $420.00 to $441.00), and remedial action system packages (AS/SVE system medium short term: $3,638.25 to $3,820.00). The rate increases apply only to new work assignments offered on or after the Rate Change Date of June 4, 2021; all pre-existing and previously offered work assignments continue to apply the prior Rate Schedule V3.2. The contractor submitted detailed justification supporting the requested increases, which FDEP reviewed and approved.
