Wekiwa Springs State Park – Site Grading Improvements Wekiwa Springs, Apopka, FL

Statewide Contract CN818, Task Assignment __ _

Project Objective: Under CN202; Task Assignments (TA) #36 and #45, Michael Baker completed pre-final Design Plans for grading improvements at the Wekiwa Springs State Park is in Orange County, Florida. Conceptual Plan Option 1 was selected as the path forward for improvements at the park.

Survey, Geotechnical, and Preliminary Engineering services were delivered under the previously referenced TA’s.

This TA will proceed with final completion of the permitting and construction plans as well as construction phase assistance. The subtasks outlined below will complete the design phase for the Erosion Control and Stabilization Improvements.

Subtask 1 – SJRWMD & USACE Permitting Subtask 2 – Local Agency Permitting Subtask 3 – Revised 90% Plans Subtask 4 – Final Design Plans Subtask 5 – RFI’s during Bid Phase Subtask 6 – Preconstruction Meeting Subtask 7 – RFI’s during Construction Subtask 8 – Construction Observations

General Project understandings, guidelines, and coordination was provided by Wekiwa Springs State Park Services representatives and the FDEP project manager under the previously referenced TA’s.

Subtask 1: SJRWMD & USACE Permitting

The CONSULTANT will prepare the permit applications and coordinate with two (2) regulatory agencies that have jurisdiction over the project, specifically SJRWMD and USACE.

SJRWMD Pre-application Meeting The CONSULTANT will coordinate, schedule, and attend a pre-application meeting with SJRWMD. A representative of the CLIENT will be invited to attend the meeting. SJRWMD pre-application meeting materials, supporting documentation and graphics for the meeting will be prepared by the Consultant.

Meeting minutes will be developed to record and summarize the details of the meeting.

SJRWMD Environmental Resource Permit (ERP) Application Preparation The CONSULTANT will prepare either a Request for Verification of Exemption from ERP or a General ERP application. This will be based on direction from the SJRWMD received during the pre-application process.

This will include the design plans and permit drawings/dredge and fill sketches as well as additional graphics as required by the permit application. The application will include an environmental narrative that will provide the justification for the proposed improvements and describe the avoidance and minimization efforts and the environmental impacts. If necessary, the CONSULTANT will prepare the Uniform Mitigation Assessment Method (UMAM) worksheets for the project impacts.

SJRWMD Wetland Limits Field Verification Meeting

The SJRWMD Wetland Limits Field Verification meeting will be scheduled after the ERP application is submitted. SJRWMD personnel will be contacted to arrange an on-site field meeting to review the jurisdictional lines.

SJRWMD RAI Responses

The CONSULTANT will respond to SJRWMD Requests for Additional Information for issues related to our scope of services. If SJRWMD requires additional services or tasks to obtain the permit which are not included in our scope of services, then an amendment to our contract will be required.

USACE Section 404 Permit Application Preparation

The CONSULTANT will prepare USACE Form 4345 Application for Department of the Army Permit. The CONSULTANT will submit the application to USACE with necessary supporting documentation such as the permit drawings depicting the dredge and fill impacts, a location map, and an environmental narrative addressing 404 permit requirements.

USACE RAI Responses

The CONSULTANT will respond to USACE Requests for Additional Information for issues related to our scope of services. If the USACE requires additional services or tasks to obtain the permit which are not included in our scope of services, then an amendment to our contract will be required.

Deliverables SJRWMD and USACE Permit applications will be provided to the CLIENT in PDF for approval/signature prior to submittal to the agencies.

Assumptions:

1. The project is located in an area that is retained for Section 404 jurisdiction by the USACE and qualifies for a USACE Section 404 Nationwide Permit..

2. The project either qualifies for an ERP General Permit.

3. If wetland mitigation is required, this requirement will be met by the ClIENT by purchase of mitigation credits from a SJRWMD and USACE approved wetland mitigation bank.

4. Mitigation credits are available from a mitigation bank with a service area that includes the area of the project. Identification of possible mitigation banks will not be the responsibility of the Consultant and is not included in this scope of services.

5. Purchase price of any required wetland mitigation bank credits would be paid for by the CLIENT.

6. If development of a wetland mitigation plan is required, this will be provided under a separate agreement and is not included in this scope of services.

Fixed Price Cost:

Subtask 1: SJRWMD & USACE Permitting

Company Classification Rate Hours Cost MBI Project Manager $293.53 4 $1,174.12 MBI Designer $150.97 10 $1,509.70 MBI Sr. Env. Scientist $177.55 24 $4,261.20 MBI Technician $112.64 80 $9,011.20

Subtotal 118 $15,956.22 Reimbursable Expenses 250.00

Total $16,206.22

Subtask 2: Orange County Permitting Subtask 2.1: Conservation Area Determination (CAD)

The CONSULTANT will prepare an application for a Conservation Area Determination for submittal to Orange County. The application package will include an aerial photograph exhibit with parcel boundaries, a soils map exhibit, a U.S. Geological Survey topographic map exhibit, a land cover mapping exhibit, a property boundary exhibit, and the Conservation Area Boundary Exhibit that will be prepared by the surveyor under Subtask 4.

Deliverable (Subtask 2.1): Orange County Conservation Area Determination Application in PDF.

Subtask 2.2: Conservation Area Impact (CAI) Permit

The CONSULTANT will prepare a Conservation Area Impact Permit application. The application will include an aerial photograph exhibit, Uniform Mitigation Assessment Method forms for the areas of wetland buffer impact and secondary wetland impact from the project, and the plan set for the project with the Wekiva Riparian Habitat Protection Zone (WRHPZ) Buffer depicted and the impact area acreages called out.

Due to impacts to the WRHPZ and secondary impacts to wetlands, the CLIENT will likely be required to provide some compensatory mitigation for the impact. The CONSULTANT will work with the CLIENT to identify a potential source of mitigation for the project based on existing land management activities at Wekiva Springs State Park, such as removal of exotic plant species. The success of this effort will be determined by whether such activities can be identified and well documented. If no suitable mitigation can be identified from existing park land management activities, it is anticipated that the CLIENT would be required to purchase wetland mitigation credits from a wetland mitigation bank located in Orange County with a service area that includes the project area.

The CONSULTANT will prepare a mitigation narrative that describes the proposed mitigation for the project. It will describe either an ongoing or proposed land management activity at Wekiva Springs/Rock Springs or it will describe the purchase of wetland mitigation credits from a mitigation bank with a service area that includes the project site. This narrative will be submitted as part of the Conservation Area Impact Permit application. If mitigation credit purchase is selected as the source for mitigation, the CONSULTANT will coordinate with the mitigation banks to help arrange for the CLIENT’s purchase of the required credits.

Deliverable (Subtask 2.2): Orange County Conservation Area Impact Permit Application in PDF.

Assumptions:

1. Protected species surveys, species permitting, consultation, or mitigation is not included.

2. Mitigation credits are available from a mitigation bank in Orange County with a service area that includes the area of the project.

3. Purchase price of any required wetland mitigation bank credits would be paid for by the CLIENT.

4. If development of a wetland mitigation plan is required, this will be provided under a separate agreement.

5. Coordination with the State Historic Preservation Office is not included.

Performance Measure: Final deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.
