Project Description: Curry Hammock State Park Waterline Design -

CN665, Task Assignment 1, Change Order 3

This Task Assignment is to perform the necessary actions needed to complete the preliminary and final design the waterline relocation design necessary to allow for construction of the culverts in the Keys Tidal Connection Restoration project. The existing 30” waterline is owned by Florida Keys Aqueduct Authority (FKAA) and is within the Florida Department of Transportation’s right-of-way. Tentative agreement between FKAA and FDEP required FDEP to be responsible for all design costs, and FKAA would be responsible for permitting and the materials portion of the construction costs, as well as construction administration related to the waterline. Also included in this task assignment is modifications to the proposed concrete culverts to be phased for the waterline construction and also for phasing the construction into two contracts to optimize budgeting.

The final design of the waterline will be included in a future Task Assignment.

The following summarizes the revisions to this Task Assignment:

Item Reimbursement Fixed Fee Total

Original Task Amount $13,404.58 $102,553.43 $115,958.01 Task Amount including all previous Change Orders $46,366.83 $1,038,812.71 $1,085,179.54 Net increase/decrease in task amount for this Change Order $5,478.00 $230,272.84 $235,750.84 Total Amounts with all Change Orders $51,844.83 $1,269,085.55 $1,320,930.38

Task 8: Traffic Control Revisions

Description FDEP has determined that available construction funding could best be optimized by providing for 2 separate construction phases. The eastern portion of the project, including the east culvert would be constructed in the first construction advertisement while the western portion, including the west culvert, would be included in a second construction contract. The temporary traffic control plan, already developed beyond 60% phase must be revised to account for the different construction phases and limits of work.

Deliverables: Final traffic control plans in pdf format, to be submitted to FDOT for approval with the 90% roadway design plans.

Performance Measure: Deliverables will be reviewed by the Florida Department of Environmental Protection (FDEP) within two weeks of submittal to confirm they are complete, accurate, and timely.

Task 8 – Traffic Control Revisions - 2 Construction Contracts

Task 9 Culvert Design Revisions – Waterline Phasing

Description: The project scope initially included concrete box culverts constructed in two phases; the “Gulf” side as Phase 1 and the “Ocean” side as Phase 2, with temporary shoring designed along the phasing line to support highway traffic. In order to avoid a temporary waterline construction with a large construction cost, FKAA requested that the initial Phase 1 of the culvert construction be divided in Phase 1A and 1B. This would allow for the new waterline to be constructed on top of Phase 1A culvert while the existing line remains in service. Then Phase 1B would remove the old waterline and complete the Phase 1 portion of the culverts.

Subtask 9A – West Culvert Design Revisions – Waterline Phasing: Gresham Smith will modify the design for the culverts to account for the multiphase construction, including re-performing the FDOT culvert design program to account for revised quantities, additional splices, and additional phasing requirements. This task will also consider additional details for dewatering the excavation and support of the existing waterline and the retaining wall design along the outside of the realigned trail.

Deliverables: The 90% culvert plans will include the redesign of the culverts, including signed and sealed design calculations in pdf format.

Performance Measure: Deliverables will be reviewed by the Florida Department of Environmental Protection

Task 10 Waterline Design

Description: Gresham Smith will design a new waterline on behalf of the Florida Keys Aqueduct Authority (FKAA) within the full construction limits of the FDEP’s Keys Tidal Restoration project. The new waterline could be constructed in phases along with the culvert and embankment construction in order to allow the existing 30” line to remain in service during construction.

Construction Administration, bidding support, and as-built drawings are not included in this task assignment and would be required to be added in a subsequent task assignment.

It is assumed that all state and federal environmental permitting will be included in the overall project permitting phase and no additional environmental permitting will be required. All local permitting including drinking water permitting will be procured by FKAA.

Subtask 10A – Waterline Design – Preliminary Design: Following the approval of this task assignment and Notice to Proceed, Gresham Smith will begin preliminary design phase to include consultation with FKAA and FDEP, develop and document the design criteria, develop preliminary plans including the limits of construction and phasing requirements, prepare outline specifications, a written description of the work and prepare an Opinion of Probable Cost (OPC).

This subtask will include a kickoff meeting with FDEP and FKAA, development of preliminary route and layout, and a virtual design review with FKAA.

Deliverables: A design memorandum will be submitted in pdf format to include the design criteria, preliminary plans/layout, outline specifications and the OPC.

Performance Measure: Deliverables will be reviewed by the Florida Department of Environmental Protection
