Task 4: Final Utility Coordination and Permit Acquisition

Description: Utility relocation is a major component of the design requiring extensive coordination with the various utilities to have their facilities relocated either prior to or concurrent with the construction. The relocation designs will be the responsibilities of the various utilities; however, the designs must be coordinated with the roadway and culvert construction plans. Also, environmental permit applications have been submitted to the agencies and initial coordination completed. This task includes final coordination with the agencies and delivery of final environmental permits for the bidding stage. The following tasks are included:

Subtask 4A – Utility Coordination

1. Utility Design Meeting, Virtual The intent of this meeting shall be to assist the Utilities in identifying and resolving conflicts between utilities and proposed construction prior to completion of the plans, including utility adjustment details. Also to work with the Utilities to recommend potential resolution between known utility conflicts with proposed construction plans.

Schedule (Teams Meeting), notify participants, and conduct a Utility meeting with all affected Utilities. Be prepared to discuss impacts to existing trees/landscaping and proposed landscaping, drainage, traffic signalization, maintenance of traffic (construction phasing), review the current design schedule and bid date, and the utility information collected.

Discuss any future design issues that may impact utilities, etc., to the extent that they may have an effect on existing or proposed utility facilities with particular emphasis on drainage and maintenance of traffic with each Utility.

Keep accurate minutes and distribute a copy to all attendees.

2. Review Utility Markups & Work Schedules and Processing of Schedules & Agreements Review utility marked-up plans and work schedules as they are received for content, and coordinate review with the design team.

3. Utility Coordination/Follow-up Follow-up, interpreting plans, and assisting and the completion of the Utilities’ work schedules and agreements.

Includes phone calls, face-to-face meetings, etc., to motivate and ensure the Utilities complete and return the required documents in accordance with the project schedule.

Ensure the resolution of all identified conflicts.

4. Utility Constructability Review Review utility schedules against construction contract time, and phasing for compatibility.

Task 5: Permit Application Processing – Additional Impacts

Description: This task includes the coordination by ESA with all environmental agencies and to follow-up on the initial permit applications. Includes all coordination, field views with agencies and obtaining all final documentation for the permits. Based on the final design alignment, additional environmental impacts are required based on the traffic control requirements. Initial contacts with the agencies have indicated that additional effort and meetings are required to satisfy the agencies demands and requirements. The following tasks are included:

Subtask 5A – SFWMD Permit Application Processing RA1 – Additional Impacts and Water-Based Field Review

The project, as proposed, requires extensive mangrove impacts that will likely require additional coordination with SFWMD regarding impact minimization and offset. The proposed impacts are more than those envisioned based on the conceptual design. Given the extent of impact, SFWMD has requested additional impact justification and the description of secondary impacts in greater detail than typically required. ESA, in collaboration with Gresham Smith, will evaluate opportunities to further minimize mangrove habitat impacts or provide opportunities to offset the ecological impacts through ecological benefits that may be incorporated into the project design. This task includes up to one (1) land or water-based field review with SFWMD staff.

Preparation of compensatory mitigation plans is not included in this Task.

Deliverable: Response to first SFWMD request for additional information

Subtask 5B – SFWMD Permit Application Processing RA2 – Stormwater Impacts Support

The extensive environmental impacts will likely require additional coordination regarding impacts, including those proposed to address stormwater permitting. Comments regarding impacts associated with stormwater permitting are anticipated to be received in the second RAI.

Preparation of compensatory mitigation plans is not included in this Task.

Deliverable: Response to second SFWMD request for additional information

Subtask 5C – USACE Permit Processing RA1 – Additional Impacts

The project, as proposed, requires extensive mangrove impacts that will likely require additional coordination with USACE and resources agencies regarding impact minimization and offset. The proposed impacts are more than those envisioned based on the conceptual design. ESA, in collaboration with Gresham Smith, will evaluate opportunities to further minimize mangrove habitat impacts or provide opportunities to offset the ecological impacts through ecological benefits that may be incorporated into the project design. ESA anticipates extensive comments from the U.S. Fish and Wildlife Service and National Marine Fisheries Service regarding the quantity and extent of impacts. This task includes up to one (1) land-based field review with USACE and/or resource agency staff.

Preparation of compensatory mitigation plans is not included in this Task.

Preparation of compensatory mitigation plans is not included in this Task.

Deliverable: Response to second USACE request for additional information

Subtask 5E –90% Design Documents and Stormwater Design Environmental Support (ESA)

ESA will provide input regarding the 90% design plans as it pertains to environmental impacts and benefits.

The 90% plans are likely to include revised impacts due to the incorporation of the stormwater design elements. ESA will review the plans to identify any new environmental impacts included in the 90% plans that could affect permitting or construction. ESA will provide input regarding SWPPP details.
