Task 6: Environmental Services
Description: Environmental Science Associates (ESA) has developed a scope of services and associated fee estimate for ecological/environmental assessment activities for this tidal restoration project. ESA will work collaboratively with GS, GHD, and the other project partners to address the ecological impacts and benefits of this project and process the required regulatory permit applications. Scope items include:
Subtask 6A - Wetland Delineation Environmental Science Associates: (ESA) will complete a wetland delineation in the vicinity of the two proposed connections and along the right-of-way (ROW) of US 1 and the Florida Keys
Overseas Heritage Trail (FKOHT). The delineation will be conducted in accordance with Chapter 62-340 of the
Florida Administrative Code (FAC) and the U.S. Army Corps of Engineers (USACE) 1987 Wetland Delineation Manual and relevant Regional Supplement. Prior to completion of the field work, ESA will acquire and review existing wetland information for the project vicinity. ESA will collect submeter accuracy GPS locations of the wetland delineation points and document wetland conditions. Wetland point locations will be provided in GIS format to GS and the Project Surveyor. This task includes up to one (1) field data collection event.
Subtask 6B - Regulatory Agency Survey Requirements/Methodologies Coordination: ESA will coordinate with the
Florida Keys National Marine Sanctuary (FKNMS), South Florida Water Management District (SFWMD), and the
USACE prior to completing field assessments and surveys to identify agency requirements and methodologies specific to the project. ESA anticipates email coordination and up to one (1) virtual meeting with each agency to discuss project requirements.
Subtask 6C - Ecological Resources Existing Conditions Assessment: To support the assessment and quantification of project impacts and benefits, ESA will complete field assessments of existing ecological conditions including mangrove habitat assessment and mapping, general listed species surveys, and benthic (corals and seagrass) resources surveys. Following the completion of field work, ESA will prepare a summary technical memorandum including GIS exhibits addressing all data collected and a FKNMS-specific Benthic Resources Report addressing resources of specific concern to the FKNMS. This task includes up to one (1) field data collection event.
Subtask 6D - SFWMD Permit Application: ESA will prepare and submit one (1) SFWMD Individual ERP Application for the proposed project. ESA will prepare Sections A and C of the application, an ERP-specific environmental narrative report addressing proposed project impacts and benefits. The permit submittal will include UMAM assessments quantifying proposed functional loss from the impacts and proposed functional gain from the benefits.
Page | 5
ESA will submit required application sections requesting SSL approvals from FDEP. GS will prepare the stormwater portions of the permit application. Preparation of offsite compensatory mitigation plans is not included in this Task.
Subtask 6E - SFWMD Permit Application Processing: ESA will prepare and provide responses to up to two (2) requests for additional information from the SFWMD. In addition, ESA will complete up to one (1) land-based field review with SFWMD staff to inspect wetland delineations and ecological resources. GS will prepare the stormwater portions of the permit application. Preparation of offsite compensatory mitigation plans is not included in this Task.
GSP will prepare the stormwater portions of the permit application and address stormwater-related RAIs.
Subtask 6F - USACE Nationwide Permit Application: ESA will prepare and submit one (1) USACE Nationwide Permit
#27 pre-construction notification (PCN) for the proposed project. ESA will prepare a NWP-specific environmental narrative report addressing proposed project impacts and benefits. The permit submittal will include UMAM assessments quantifying proposed functional loss from the impacts and proposed functional gain from the benefits.
Preparation of offsite compensatory mitigation plans is not included in this Task.
Subtask 6G - USACE Nationwide Permit Application Processing: ESA will prepare and provide responses to up to two (2) requests for additional information from the USACE. In addition, ESA will complete up to one (1) land-based field review with USACE staff to inspect wetland delineations and ecological resources.
Subtask 6H - FKNMS Approval Request and Coordination: ESA will prepare and submit a project approval request to the FKNMS. The request will include the Benthic Resources Report, a project impact and benefit narrative, and project design plans prepared by GS.
Subtask 6I - Ecological Design Support and Coordination: ESA will coordinate with and provide support to the design and modeling teams regarding ecological impacts and ecological benefits. ESA anticipates this will include ecological design parameters to facilitate mangrove recruitment, improve water quality, and avoid adverse species impacts. This will be provided through various forms of communication.
Subtask 6J - Preliminary Archaeological and Cultural Resources Assessment: ESA’s qualified cultural resources staff will conduct a desktop review of the project limits, review previously prepared resource surveys, and conduct initial coordination with the Florida Division of Historical Resources (DHR) to document agency concerns and required resource assessments. Field reviews/surveys and completion of a Cultural Resources Assessment Study
(CRAS) are not included in this Task.
Subtask 6K - Modeling Support Field Data Collection: To support the modeling efforts, ESA will map mud depths in the vicinity of the proposed culverts and collect sediment samples. ESA anticipates collecting up to 10 mud depth measurements in the vicinity of each culvert (10 each side). Sediment samples will include bottle collection of
“muddy” sediments and “sandy” sediments in the vicinity of the culvert outfalls. Up to four (4) sediment samples will be collected at each culvert outfall for a total of 16 sediment samples. This task includes up to one (1) field data collection event.
For additional information, please see attached scope description from ESA
