Subtask 7: Preliminary Ecological Services Description:

7A – Preliminary Ecological Assessment

Conduct research on the subject property to obtain background environmental data. Conduct a field survey and interpret aerial photographs to delineate the approximate extent and configuration of existing vegetation and land uses with the State Park project area. CPH will prepare a Preliminary Vegetation & Land Use Map for use in project permitting. Generally, the mapping will follow Level III nomenclature of the Florida Land Use Cover and Forms Classification System (FLUCFCS). Record types of vegetation and ecological attributes observed.

Perform general reconnaissance of the area for the occurrence or potential occurrence of protected species (threatened, endangered, or special concern). The approximate location of all observed protected species shall be identified on a FLUCFCS map or aerial photograph. Those species referred to as protected are listed under Florida Administrative Code 68A and Florida Statue 581.185 and Code of Federal Regulation (50 CFR 17.11 and 17.12).

CPH will review public data basis such as the Florida Fish and Wildlife Conservation Commission (FFWCC) and U.S. Fish and Wildlife Service (USFWS) web-based files and distribution mappings and review the Atlas of Breeding Sites of Herons and Their Allies (FFWCC) to identify recorded listed species within the project site. CPH will also review Florida Natural Areas Inventory web-based files for the recorded presence of protected species within the project vicinity.

Coordinate with the Project Manager to communicate preliminary findings. Prepare a memorandum report summarizing the vegetation and land uses, results of the public database search and site reconnaissance observations as well as provide advisement on ecological matters and regulatory issues. The advisement shall assist with determining permitting strategy.

7B - Wetland Delineation CPH scientists shall conduct a field investigation to determine the approximate wetland limits in accordance with methodologies outlined in Chapter 62-340, F.A.C. the 2008 Corps Interim Regional Supplement to the Corps Wetland Delineation Manual: Atlantic & Gulf Coastal Plain Region and the U.S.

Army Corps of Engineers (ACOE) Corps Wetland Delineation Manual (1987). A hand drawn sketch of the wetland limits will accompany an email with flagging numbers and approximate location of start and end flags.
