Scope of Work for Engineering Services
Hugh Taylor Birch Seawall Cap Repair/Revetment System Installation June 6, 2015
Scope of Work
The eastern shoreline of Hugh Taylor Birch State Park is currently protected by a seawall and concrete cap which is in need is repair and maintenance. This scope of work is for the design and permitting of a sloping rock revetment to dissipate boat wake energy to protect the wall and park property, reduce scour at the base of the wall and support other improvements to the wall including the construction of a new seawall cap.
The proposed work area is within tidal waters of the State of Florida and will require authorization from the Florida Department of Environmental Protection (FDEP), the U.S.
Army Corps of Engineers (USACE) and the Broward County Department of Environmental Protection (BCDEP).
This proposal includes the collection of necessary site and nearshore bathymetric data to design the rock revetment. Also included within is the necessary Submerged Aquatic Vegetation (SAV) survey to ensure protection of seagrasses and natural resources. The project area is known to be a reasonable candidate for presence of seagrasses which will complicate and impose limitations on the design. If encountered, the design will be required to avoid and minimize the potential for impacts to seagrasses. The work within this proposal assumes that the final design will be permittable by the local state and federal agencies without the need for mitigation or variances. If mitigation is required, additional services would be necessary beyond the services provided herein to design and monitor the mitigation program.
This proposal also includes construction administration to include monthly site visits and intermediate site visits at construction milestones. It is assumed that construction will take 6 months for the rock placement and cap replacement depending on the final design. As such we propose to provide weekly site visits and monthly progress reports to facilitate construction administration throughout the project. After the first two months, site visits will be reduced to biweekly visits with the assumption that construction process is well established. Should construction take longer than 6 months, a proposal for Additional Services will be filed if deemed necessary.
The timelines are estimates as much of the regulatory review will depend upon the agency personnel and commenting resource natural resource agencies, as deemed necessary depending on the findings of the surveys and design.

Task 1 Site Visit: Conduct a site visit to review the conditions of the existing revetment and seawall. This visit will be conducted by both a coastal engineer and structural engineer. Site photos and a summary of findings will be prepared. Meeting will be held with surveyor and environmental specialist as well.
Deliverable 1 Upon completion of the site visit, a cover letter, with a summary of findings, site photos and notes from field observations will be provided to
DEP.
Performance Measure Deliverable to be reviewed by Department staff for acceptance.
Schedule 30 days from Task Assignment Execution.
Cost $4,361.36 Fixed Fee.
Task 2 Preliminary Design, Survey and Environmental Assessment: Collect hydrographic surveying data and upland profile data for the purpose of evaluating the existing conditions and develop a set of permit drawings for the development of a revetment and seawall cap repair and potentially sidewalk improvements to address the needs of the Parks Service. Using update bathymetry and a Submerged Aquatic Vegetation (SAV) survey including identification of natural resources, H&M will prepare a set of preliminary permit drawings for review and acceptance by DEP Parks Service for pre-application meetings with the Florida Department of Environmental Protection, the U.S. Army Corps of Engineers, and the Broward County Environmental Protection Department.
Deliverable 2 H&M will provide DEP with a set of preliminary plans including a site plan, 4 typical cross sections, a copy of the survey and environmental assessment including a Submerged Aquatic Vegetation survey.
Schedule 75 days from Task Assignment Execution.
Cost $26,209.33 Fixed Fee.
Task 3 Pre-Application Permitting Meetings: Upon DEP Parks Service acceptance of a plan to review with the local, state and federal agencies, H&M will schedule pre-applications meetings with each to review the most appropriate permitting path with each agency that achieve the design goals of the DEP Parks Service.

Deliverable 3 H&M will provide DEP with a summary of the three meetings (county, state and federal), and what is required from each agency to achieve the design goal of the Department.
Schedule 120 days from Task Assignment Execution.
Cost $8,536.66 Fixed Fee.
Task 4 Environmental Resource Permitting: Upon acceptance of a plans and results of the pre-application meetings, H&M will update the plans accordingly and prepare the necessary applications for the DEP, USACE and Broward County Environmental Protection. Meeting with USACE may not be necessary depending upon the outcome of the DEP meeting since they may potentially cover the project under the DEP review. H&M will respond to any and all requests for additional information based on the input and direction from DEP, the Florida DEP Parks Service, the USACE, and the Broward County Environmental staff. Regulatory application fees, state, federal and local, will be determined during the early phase of the process; payment of the fees will be the responsibility of the Park Service.
Deliverable 4 Copies of all county, state and federal applications, RAI responses and confirmation of complete applications with each agency referenced herein. The deliverable will be followed up with copies of all permits and authorizations once issued by Broward County, the State DEP and the
USACE.
Schedule 240 days from Task Assignment Execution.
Cost $13,142.46 Fixed Fee.
Task 5 Final Design & Permitting: H&M will prepare final construction plans and technical specifications for the proposed improvements and complete the state and federal permitting for the proposed new seawall cap, upland walkway improvements if part of this work1, and revetment restoration.
H&M will attend any preconstruction meeting required by the local, state and federal authorizations for this project.
1 Upland walkway may be handled separately by the Parks Service as this work is upland of the DEP and USACE jurisdiction.

H&M will provide on-site construction observation services on monthly basis and at construction milestones to be determined at the initial construction meeting. On-site construction observation will be conducted for reviewing construction compliance with plans, specifications, and regulatory approvals and to review pay requests and to verify quantities of completed work. We have budgeted weekly meetings for the first two months followed by biweekly meetings for the next four months. The site meetings are intended to coincide with concrete pours for the cap, when feasible. For this reason the frequency of the meetings will vary to coincide with the progress of construction. Following two months of construction, H&M will be on site biweekly which is expected to coincide with every other pour. The initial site concrete cap pour inspection will include structural engineer subconsultant.
Coordination of concrete cylinder tests to be provided by Contractor and progress of construction will be coordinated with our structural engineer subconsultant. Monthly progress reports will be provided to the Department.
