About this file
This is a California Civil Rights Laws Certification form required for state and local contract opportunities in California. The certification applies to the RFQ 26-171 BigHand Renewal contract, a three-year software renewal opportunity in California. The certification requirement applies to any bidder or proposer executing or renewing a contract valued over $100,000 on or after January 1, 2017. The form must be completed and signed by an authorized representative of the bidding firm, with the signature executed under penalty of perjury under California law.
Bidders and proposers certify compliance with two primary California civil rights statutes: the Unruh Civil Rights Act (Civil Code Section 51) and the Fair Employment and Housing Act (Government Code Section 12960). Additionally, contractors certify that any internal policies against sovereign nations or peoples recognized by the United States government are not applied in violation of these two civil rights laws. The certification requires the proposer or bidder to provide their firm name, Federal ID number, authorized signature, printed name and title of the signing individual, execution date, and the county and state where the certification is executed. No certification is required if the contract value does not exceed $100,000.
