About this file
This document is a Buyer Notice from the Massachusetts Office of State Procurement (OSD) regarding statewide contracts MED55 and MED56, targeting executive agencies and other eligible users of state contract vehicles. The notice specifically addresses state procurement procedures for pharmaceutical and vaccine purchasing within Massachusetts government systems, utilizing state management platforms MMARS and COMMBUYS for contract verification and procurement.
The notice indicates that Statewide Contract MED55 for Influenza and General Vaccine expired on January 31, 2024, and has been replaced by the MED56 Pharmaceutical Prime Vendor and Specialty Pharmaceuticals contract. Vaccines are now available through the MED56 contract, with critical guidance for agency buyers to verify vendor contract status in MMARS before making purchases. Buyers are instructed to check the Master Blanket Purchase Order (ending in 29675) in COMMBUYS and to carefully review contract expiration dates listed on Contract User Guides, ensuring that individual vendor contracts are fully executed and active before incurring any procurement obligations.

Buyer Notice – MED55 & MED56
All executive agencies and other eligible users of OSD’s Statewide Contracts should be aware that Statewide Contract MED55 for Influenza and General Vaccine expired on January 31, 2024. The MED55 contract has been replaced by the MED56 Pharmaceutical Prime Vendor and Specialty Pharmaceuticals contract. Vaccines are available on MED56.
Agency buyers are cautioned to check MMARS before making any purchases from MED56 to ensure the chosen vendor has an active contract. Buyers from other eligible entities should check the Master Blanket Purchase Order (ending in 29675) in COMMBUYS prior to purchasing from MED56.
OSD reminds all buyers that purchases from Statewide Contracts should be conducted through vendor contracts that are active in MMARS and/or COMMBUYS. OSD also reminds buyers to pay close attention to the expiration dates of the Statewide Contracts being used. The expiration dates may be found on the first page of the Contract User Guides (https://www.mass.gov/service-details/find-a-statewide-contract-user-guide). If you are working with a particular vendor that has been awarded a contract, please take the time to ensure the renewed contract has been entered into MMARS or is active in COMMBUYS. Individual vendor contracts are not active, and no obligations may be incurred, until the fully executed contract is entered in MMARS or posted on COMMBUYS.
