About this file

This is a pricing proposal submitted by SWCA Environmental Consultants for an Archaeological Services Term Contract with the Arizona Game and Fish Department (AZGFD). SWCA references its recently awarded contract with the Arizona Department of Administration to provide on-call archaeological services to the Arizona State Land Department, utilizing the same labor categories and billing rates. The proposal is structured to provide archaeological survey and human remains treatment services for AZGFD-owned lands in Arizona.

The proposal establishes a fee schedule with ten labor categories ranging from $82.00 to $145.00 per hour, including positions such as Principal Investigator, Project Manager/Director, Field Director, and Field/Lab Technician. For Class III archaeological surveys, SWCA provides tiered pricing based on findings: $364 per acre for surveys with no archaeological sites discovered and preparation of a State Historic Preservation Office (SHPO) Survey Report Summary Form, and $475 per acre when one site is documented, including standard report preparation and Arizona State Museum (ASM) registration fees. A detailed 19.5-acre survey estimate totals $9,278 in fees plus direct costs for mileage, ASM registration, and handling fees. Per-acre costs vary with project scale, with a 1,900-acre no-findings survey costing approximately $28 per acre. The proposal also includes pricing for human remains treatment, with inhumation burial recovery and repatriation estimated at $4,397 and cremation burial treatment at $2,848, plus travel and direct expenses. All direct expenses including mileage, lodging, meals, and incidentals are billed at rates specified in the State of Arizona Accounting Manual.

FEE SCHEDULE

For work that would be conducted under contract to the Arizona Game and Fish Department (AZGFD), SWCA Environmental Consultants (SWCA) proposes the use of the following price sheet, which contains the same labor categories and hourly billing rates as our recently awarded contract with the Arizona Department of Administration to provide on-call archaeological services to the Arizona State Land Department (Table 1). Direct expenses such as mileage, lodging, meals, and incidentals would be billed at the rates provided in the current State of Arizona Accounting Manual (Topic 50, Section 95). Arizona State Museum (ASM) registration and curation fees would be billed according to the prevailing rate schedule posted on the ASM’s website.

Table 1. Labor Categories and Billing Rates

JOB TITLE HOURLY RATE

Principal Investigator $145.00 Project Manager/Director $145.00 Field Director $117.00 Crew Lead $102.00 Field/Lab Technician $82.00 Permit Coordinator/Lab Manager $107.00 Senior GIS Technician $123.00 Mid-Level GIS Technician $102.00 Technical Editor $130.00 Administrator $100.00

CLASS III SURVEY ESTIMATED COSTS

In 2021, SWCA conducted a survey of 19.5 acres of AZGFD-owned land near Tacna, Arizona, under contract to the AZGFD. Our proposal provided a detailed breakdown of the costs necessary to complete the work. The total cost assumed that one archaeological site would be found during the survey. We also provided per-acre costs if no archaeological sites were found and per-site costs for the discovery of one or more archaeological sites. The budget provided below is an update to the 2021 budget using the fee schedule provided above. The per-acre cost for the 19.5-acre survey near Tacna, Arizona is $364/acre assuming no findings and the preparation of a State Historic Preservation Office (SHPO) Survey Report Summary Form. The documentation of one site necessitates the preparation of a standard report and added ASM fees, increasing the per-acre cost to $475/acre. Per-acre survey costs, however, vary as a function of survey size and complexity. For example, in 2017, SWCA conducted a survey for the AZGFD of approximately 1,900 acres on Buenos Aires National Wildlife Refuge. No archaeological sites were found during the survey. Using the fee schedule above, the per-acre cost to complete the 1,900-acre no-findings survey and report would be approximately $28/acre.

HUMAN REMAINS TREATMENT ESTIMATED COSTS

The SWCA team has experience in the treatment of human remains encountered during archaeological excavation and construction monitoring. The estimated labor cost to recover, document, and repatriate an inhumation burial is $4,397, and the cost to recover, document, and repatriate a cremation burial is $2,848, plus travel. These costs also include the acquisition of a burial services agreement from the ASM and preparing and submitting the Report of Remains to the ASM Repatriation Office as required under Arizona Revised Statutes 41-844 and 41-865. Complicated discovery situations, such as having to recover the remains from a disturbed context, may increase the cost of burial treatment. Discovery situations would be billed according to the rate schedule provided in Table 1. Direct expenses such as mileage, lodging, meals, and incidentals would be billed at the rates provided in the current State of Arizona Accounting Manual (Topic 50, Section 95). ASM registration and curation fees would be billed according to the prevailing rate schedule posted on the ASM’s website.
