About this file
The document is a Revised Determination of Award from the Arizona Department of Environmental Quality (ADEQ) for Solicitation No. BPM004427, involving a protest and resolution process related to a statewide contract. The solicitation concerns Viking Specialty Contracting, which filed a protest against the original contract awards made on May 29, 2023. After a series of clarification requests, meetings, and submissions, ADEQ's procurement officer conducted a detailed review of Viking Specialty Contracting's proposal.
The contract is for Statewide Asbestos, Lead, Mold Consulting and Abatement Services and Lead Service Line Consulting Services. Despite receiving a "Below Expectation" rating for Method of Approach and a "Meet Expectation" rating for Experience, Expertise, Reliability, and Capacity of Organization and Key Personnel, ADEQ determined it would be advantageous to award the contract to Viking Specialty Contracting. The company is located in Tempe, Arizona, with a federal tax identifier of 46-1530435. The contract was ultimately signed with an effective date of August 21, 2023, and a state contract number of CTR067100.
