About this file

This document is an evaluation report for Solicitation No. BPM004287 for "Statewide Asbestos, Lead and Mold Consultant and Abatement Services" involving multiple state agencies including the Department of Environmental Quality (DEQ), Department of Environmental Services (DES), and Department of Transportation (DOT). The evaluation involved reviewing proposals from numerous environmental consulting firms such as Act Environmental Inc., Adams and Wendt Inc., Environmental Forensics, Arizona Environmental Specialists LLC, Atlas Technical Consultants LLC, Aztec Engineering Group Inc., Clark Seif Clark Inc., Dominion Environmental Consultants Inc., EMC2 LLC, Hutzel and Associates Inc., JRM Environmental Inc., Ninyo and Moore, Partner Engineering and Science Inc., Sevee and Maher Engineers, Terracon Consultants Inc., Western Technologies, and Wood Environment & Infrastructure Solutions Inc.

The solicitation evaluated proposals across three primary criteria: Method of Approach (500 points), Experience and Expertise of Organization and Key Personnel (400 points), and Overall Price Proposal (100 points). Proposals were scored using a rating system ranging from "Unacceptable" to "Exceeds Expectations", with specific emphasis on technical capabilities, methodology for asbestos, lead, and mold consulting services, organizational expertise, and pricing competitiveness. The evaluation matrix calculated scores by weighing technical approach, organizational capacity, and pricing, with the lowest price receiving maximum points. The report recommends selecting multiple contractors for the statewide contract, indicating this is likely a multiple-award indefinite delivery vehicle that allows state agencies to issue task orders against the contract as needed.
