About this file

This is a Bidders Questions and Answers document for Invitation for Bids (IFB) #0326 issued by the New York State Department of Corrections and Community Supervision (DOCCS), Division of Industries, to procure Flat Bedsheets and Pillowcases. The procurement seeks finished goods in flat bed sheets with sizes of 54" W x 99"-106" L and pillowcases with corresponding dimensions, with estimated annual quantities of 6,000 dozen flat bedsheets and 4,000 dozen pillowcases. Bidders must agree to a 45-day guaranteed delivery timeframe After Receipt of Order (ARO), though alternate delivery proposals will be considered. Minimum order quantities are 1,000 dozen for flat bedsheets and 500 dozen for pillowcases. All products must meet fabric specifications of poly/cotton blend with thread counts between T-130 and T-180, and packaging requirements mandate three dozen per box with each dozen in polybags. Samples consisting of two pieces of each item may be required for evaluation. Bidders are required to submit bids using black ink or typewriter, and the contract term duration is specified on the IFB cover page.

This procurement represents a new contract opportunity rather than a renewal of existing agreements; previous contracts OP25001 and OP25002 were One-Time Purchase contracts awarded to Aviate Enterprises, Inc. located in McClellan, California. The current solicitation has no MWBE or DBE contracting goals. Award will be granted to the lowest responsive bid that meets the detailed specifications outlined in the IFB, with Corcraft retaining the discretion to evaluate samples submitted during the award process. Bidders are advised that acceptance of the IFB terms, including standard New York State contract clauses in Appendix A and General Specifications in Appendix B, is mandatory for bid responsiveness. Additional information regarding previous contract pricing may be obtained through the NYS Contract Reporter database.

Reference: Page 3, Detailed

Specifications, Fabric Specifications table, Item #1 (Flat Sheet)

The specification lists a flat sheet size of 54" W x 99"–106" L. We maintain full stock including

60"x104" and 66"x104". We also carry a 54"x90" size. Would the

Division would consider this size as an acceptable equivalent.

This IFB has been modified due to an amendment in the finished flat bed sheet size. Please refer to page 3 of the amended IFB for finished sizes, also stating, “If your bid differs from the above detailed specifications, attach a separate sheet and explain such deviation(s).

General inquiry — bid history (no corresponding IFB section)

Is IFB #0326 replacing or renewing a prior existing Corcraft contract for

Flat Bedsheets & Pillowcases? If so, could you provide the prior IFB or contract number, so that we may pursue any applicable pricing history through the appropriate channel?

IFB#0326, is not replacing or renewing a prior existing contract.

Please refer to NYS Contract Reporter for additional information on previous contracts OP25001 & OP25002, both

One-Time Purchase contracts.

7/8/2026

We are quoting based on import stock. Import stock will not make a

September delivery. So, we are also quoted “Crafted in USA” which means sewn in USA from imported fabric. Is this is acceptable?

This is acceptable.

IFB# 0326

Bidders Questions and Answers

7/8/2026

Is the sheet and pillowcase size finished? The alternative is cut size, which would make the finished items a few inches smaller. Is this correct?

Yes, the flat bedsheets and pillowcases we are looking to procure are finished goods.

7/8/2026

Does the 45-Day Guaranteed

Delivery timeframe apply to the full annual estimated quantities listed for each item (6,000 dz. Flat

Bedsheets / 4,000 dz. Pillowcases), or does it apply to the Minimum

Order quantities (1,000 dz. Flat

Bedsheets / 500 dz. Pillowcases)?

The 45-Day Guaranteed Delivery applies to all items listed on

Purchase Orders tied to this contract. Orders are to be received 45-days After Receipt of Order (ARO)

7/8/2026

Is meeting the 45-Day Guaranteed

Delivery a mandatory/compulsory requirement for a bid to be considered responsive, or may a bidder propose an alternate guaranteed delivery timeframe (as the form allows for a "No" response with an alternate number of days) without being disqualified?

The 45-Day Guaranteed Delivery ensures the facility’s order will be available within the 45-days After Receipt of Order

(ARO); however, alternate ARO times would be considered.

8 7/9/2026

We carry 54x90 and 66x104 Flat

Sheets.

Would one of these work for you?

Please refer to "Detailed Specifications" located on pg. 3 to find the finished size(s) needed. In addition, please see under the

"Fabric Specifications" it reads, "If your bid differs from the above detailed specifications, attach a separate sheet and explain such deviations(s)"

9 7/9/2026

Can you please share last term's awarded pricing for both the items ?

There is no current contract for this procurement. Please refer to NYS Contract Reporter for additional information on previous contracts OP25001 & OP25002, both One-Time

Purchase contracts.

10 7/9/2026

Hi, Can you provide previous contract pricing for the pillowcases and the sheets on IFB#0326?

There is no current contract for this procurement. Please refer to NYS Contract Reporter for additional information on previous contracts OP25001 & OP25002, both One-Time

Purchase contracts.

11 7/10/2026

Can you please provide the current vendor and pricing?

There is no current contract for this procurement. Please refer to NYS Contract Reporter for additional information on previous contracts OP25001 & OP25002, both One-Time

Purchase contracts.

12 7/10/2026

We want to confirm that samples are to be provided if requested.

Correct. Please refer to pg. 2 as it reads, "Upon request, bidder may be required to submit samples."

13 7/10/2026

In regards to the bed sheets (Pg 3 of 86) is there a preference of T-130 or T-180? or should we provide pricing for both qualities?

Bidders have the option to submit pricing for either thread count or both.

14 7/10/2026

Is it okay if the bid is electronically filled or is it required to be hand written?

Please refer to page 4 of this IFB, "Please use Black Ink or

Typwriter when preparing your bid. Be sure you have inserted your company's name in the box.

15 7/14/2026

Please advise for how many years this bid is for. In addition, please advise if there are spacific requirements for packaging.

Please refer to the cover page of this IFB where it states the duration of the contract. For packaging requirements, please refer to page 3 under 'Packaging Requirements"

16 7/17/2026

Packaging: page 3 states: 3 dz/box, each dozen in polybag. Does it have to be a box? Can it be a bale?

Would you accept a different quantity per bale or box?

3dz/box..each dz in polybag…has to be boxed…Corcraft cannot accept anything other than 3 dz. per box

The packaging specs. are as described. The polybag is to keep the product secured and free from liquid and debris. If your bid varies from the specifications, explain the differences to be considered.

17 7/17/2026

Specification: on page 3. Fiber:

states poly/cotton blend? Does that mean it can be 99% poly and 1% cotton? Or vice versa? Or anywhere in between? Yes.

18 7/17/2026

Specification: on page 3. Other material classification: T130-T180 – what does this mean?

As long as the quoted product has a thread count that falls within T130 to T180, it would be acceptable

19 7/17/2026

Sample requirements: on page 30, it outlines sample requirements:

1. How many pieces of each item do we need to submit?

2. Contract award testing (d) says you will test for fiber content, weight, etc. – it does not say anything in the specs about the weight requirement? What is the weight requirement?

1. Two samples of each item being bid.

2. Corcraft may test samples to the specifications listed. If a weight spec. is not given, the sample would not be tested for that.

20 7/17/2026

Is it possible to be more specific on the specifications?

These are finished goods specifications, not manufacturer specifications

21 7/20/2026

Can you please provide the most recent tabulation or award for the following item

“Flat Bedsheets & Pillowcases ” from a previous bid.

Please refer to the NYS Contract Reporter

22 7/29/2026

. **Production Practices**: Corcraft has traditionally cut and sewn all sheets and pillowcases for the

Department of Corrections (DOC) using 54” and 42” domestically bleached 50/50 3.5oz T180 fabric.

Will this solicitation serve as a replacement for the current sheeting contract?

- a) Will it act as a supplemental backup should Corcraft or its suppliers encounter delivery issues?

- b) Is Corcraft still actively cutting and sewing sheets?

- c) Are there any plans to discontinue this practice?

This question doesn’t appear to be relavent to the IFB.

23 7/29/2026

. **Specification Clarity**: The specifications provided appear to be quite broad. With only two thread count options (T130 and T180) and size variations ranging from 54-66 x

104-106, there are at least 78 potential combinations. Without defined weight and fiber content requirements, this could lead to over 800 alternatives.

- I understand that samples are necessary, but how will Corcraft evaluate bids from different bidders, especially when one may offer lower quality at a lower price and another offers higher quality at a higher price? It seems that sample evaluation alone may not adequately differentiate between the bids.

- a) Will the award be granted to the lowest price that meets minimum specifications, even if a higher price offers a superior product?

As long as the quoted item has a thread count that falls within

T130 to T180, it would be acceptable. Corcraft will select the lowest bid that meets the detailed specifications in this IFB as the tentative awardee.

24 7/29/2026

. **Liquidated Damages**: Has

Corcraft looked into the legality of imposing a 1% liquidated damages fee per day on contracts that lack a defined quantity? I have concerns that this practice may not be legally valid.

The individual Purchase Orders will conain a defined quantity.

25 7/29/2026

**Bid Submission Flexibility**: Can a bidder submit an offer without agreeing to the 1% liquidated damages clause, or propose alternative wording? Please know that our company would be open to agreeing to the clause if the quantity and delivery terms are clearly defined.

Please refer to the cover page of this IFB as it reads the following, "The bid must be fully and properly executed by an authorized person. By signing you certify your express authority to sign on behalf of yourself, your company, or other entity and full knowledge and acceptance of this

INVITATION FOR BIDS, Appendix A (Standard Clauses For

New York State Contracts), Appendix B (General

Specifications), and Chapter 1 of the Laws of 2005

(Procurement Lobbying Act), and that all information provided is complete, true and accurate. By signing, bidder affirms that it understands and agrees to comply with the OGS procedures relative to permissible contacts as required by State Finance

Law §139-j (3) and §139-j (6) (b). Information may be accessed at:

Procurement Lobbying: https://ogs.ny.gov/acpl

Bidders are requested to retain Appendix A and Appendix B for future reference

26 7/29/2026

**Bid Responsiveness**: If a bidder expresses disagreement with the liquidated damages clause in their submission, will this render their bid non-responsive?

27 7/29/2026

**Specification Quality**: Given

Corcraft's extensive experience in sheeting, I’m curious why the solicitation contains such vague and loosely worded specifications.

- a) Would it not be beneficial for

Corcraft to provide clear specifications based on the years of expertise selling DOC?

Corcraft has determined that these specificatins are adequate.

7/30/2026

If we have inventory available or receive additional production from our overseas manufacturing facility, would Corcraft permit us to deliver the available quantities upon receipt, rather than holding the goods in our warehouse until individual release purchase orders are issued?

Please refer to page 3 of this IFB under "PRODUCT

DELIVERY"

Delivery must be made as ordered and in accordance with the terms of the contract. The Contractor shall make delivery within the terms and conditions of the contract after the receipt of a purchase order.
