About this file

The Bidder's Statement of Principal Place of Business is a standardized form from the School District of Manatee County in Florida, designed for out-of-state bidders participating in a Construction Management at Risk project for a new high school. The document requires bidders with a principal place of business outside Florida to provide a legal opinion from an attorney licensed in their state, detailing any potential bidding preferences or lack thereof in public contract procurement. This form is part of the solicitation for Construction Management at Risk Services for a new high school project (High School AAA) located in Bradenton, Manatee County, with the initial phase supporting 1,250 student stations and approximately 203,160 gross square feet.

The form is specifically structured to comply with Section 287.084(2), Florida Statutes, which mandates that out-of-state vendors submit a written legal opinion accompanying their bid documents. The attorney must certify whether their state or political subdivision grants any preferences to local business entities in public contract awards. This requirement ensures transparency and fairness in the bidding process for public contracts, particularly for projects involving governmental entities like school districts. The form provides two alternative paths for the attorney's legal opinion: either affirming no preferences exist or detailing specific preferences granted by state or local laws.
