About this file
This is a Bidder Response Questionnaire for the Massachusetts Technical Assistance for Seasonal Communities contract (PRF76). The questionnaire serves as the evaluation instrument for organizations seeking to provide implementation-oriented technical assistance to seasonal communities throughout Massachusetts, including the Berkshires, Cape Cod, and the Islands. Bidders must complete ten substantive questions addressing their understanding of the Seasonal Communities Law and Regulations, their proposed approach to delivering technical assistance, their ability to serve communities with varying levels of readiness and capacity, and their experience coordinating with Housing and Community Development (HLC), regional planning agencies, and municipal staff. Responses are subject to specific character limits (1,000 characters maximum per question) and must be concise and directly address each question without repeating detailed materials submitted elsewhere in the response.
The questionnaire is one component of a multi-part submission requirement that includes a separate budget template, staff resumes, and two project samples submitted independently. Bidders must provide organizational and relevant experience information, particularly emphasizing expertise in land use, zoning, housing implementation, planning, and community engagement with Massachusetts municipalities or similar public-sector clients. The submission requires identification of proposed staffing models, subcontractors or partner organizations, geographic coverage capabilities, and project management and communication protocols. Authorized representatives must certify the accuracy and completeness of all submitted information, understanding that the questionnaire, budget, resumes, and project samples will be evaluated together in determining contract award.
