About this file
This is a technical specifications document prepared by ARDURRA GROUP, INC. for the City of Clearwater Engineering Department, detailing the complete scope of work for the Solid Waste Truck Wash Replacement project (Project No. 23-0021-SW). The project encompasses demolition of the existing manual truck wash concrete pad and equipment, construction of a new manual wash pad with aluminum catwalk and associated piping, installation of new manual wash equipment including a water booster pump skid and hot water heater, furnishing and constructing a new 2-bay automatic truck wash system, installation of a cloud-based truck wash management system with control terminals, pre-engineered metal canopies, new 6-inch potable water service with meter and backflow assembly, new 6-inch reclaimed water main for future connection, 8-inch sanitary sewer piping and manholes, a sand/oil separator, new 480V electrical service with switchgear and conduit banks, site lighting, CCTV/IT cabling infrastructure, new asphalt pavement in the southeast corner, and pavement striping. The contract period allows 270 consecutive calendar days to substantial completion and 300 consecutive calendar days to final completion for the base bid scenario, with extended timelines of 300 and 330 calendar days respectively if the additive alternate for the automatic truck wash is included. The project is divided into a Base Bid for manual truck wash replacement and site improvements, and an Additive Alternate for the automatic truck wash facility, with the City reserving the right to award based on either the Base Bid alone or the Base Bid plus Additive Alternate.
The specifications establish comprehensive requirements for contractor performance, including provisions for mobilization, permits, bonds, and insurance; maintenance of operations on the active solid waste site; coordination with the Owner regarding construction activities and work zones; weekly meetings with the Owner to discuss upcoming activities; submission of a Hurricane Preparedness Plan within 30 days of Notice to Proceed; development and approval of Maintenance of Traffic plans for work zone isolation; and adherence to all Municipal, County, State, and Federal codes. The contractor must obtain all applicable permits not previously obtained by the Owner, including City of Clearwater Building Permits and an FDEP Generic Permit for Produced Groundwater, with costs reimbursed from the project's Permit Allowance. Key specifications address protection of existing facilities and utilities, temporary driveways and access roads, field engineering and surveying by Florida-registered professionals, as-built surveys, cleaning and debris removal, protection against siltation and erosion, soil contamination handling in the known Area of Concern with hydrocarbon contamination, and a one-year warranty period commencing on the date of Beneficial Occupancy for the automated truck wash or Substantial Completion for remaining work. The contractor must coordinate with the Owner regarding valve manipulation, electrical utility service provision, and employee parking arrangements, with construction access limited to the eastern entrance off Sunshine Drive.

The work to be completed consists of the furnishing of all labor, materials 11 and equipment, and the performance of all Work included in this Contract. 12
Throughout the project, the Contractor shall cooperate fully with operations 13 staff in order to minimize disruption to facility operations. No facility or 14 structure shall be taken out of service, except those specifically scheduled 15 to be renovated or demolished, without the prior written approval of the 16
Owner or Engineer. Operations and regulatory compliance will take priority 17 over and may impact the construction schedule. 18
B. Work Included 20
The Contractor shall furnish all labor, superintendence, materials, plants, 22 power, light, heat, fuel, water, tools, appliances, equipment, supplies and 23 other means of construction necessary or proper for performing and 24 completing the Work. The Contractor shall perform and complete the Work 25 in the manner best calculated to promote rapid construction consistent with 26 safety of life and property and to the satisfaction of the Engineer, and in 27 strict accordance with the Contract Documents. The Contractor shall clean 28 up the Work and maintain it during and after construction, until accepted, 29 and shall do all work and pay all costs incidental thereto. The Contractor 30 shall repair or restore all structures and property that may be damaged or 31 disturbed during performance of the Work. 32
The cost of incidental work described in these General Requirements, for 34 which there are no specific Contract Items, shall be considered as part of 35 the general cost of doing the work and shall be included in the prices for the 36 various Contract Items. No additional payment will be made therefore. 37
The Contractor shall provide and maintain such modern plant, tools, and 39 equipment as may be necessary, in the opinion of the Engineer, to perform 40 in a satisfactory and acceptable manner all the work required by this 41

01005-2 12/05/25
1.02 DRAWINGS AND SPECIFICATIONS 2
A. Drawings 4
When obtaining data and information from the Drawings, figures shall be 6 used in preference to scaled dimensions, and large scale drawings in 7 preference to small scale drawings. 8
B. Copies Furnished to Contractor 10
The Engineer may incorporate the addenda into a set of “conformed” 12 drawings and specifications, and may provide one electronic copy of each 13 to the Contractor. The conformed drawings and specifications shall not 14 supersede the Contract Documents provided to the Contractor. It shall be 15 the responsibility of the Contractor to check that the conformed drawings 16 and specifications properly include all revisions/addenda to the Contract 17
Documents. The Contractor shall furnish each of the subcontractors, 18 manufacturers, and suppliers such copies of the Contract Documents as 19 may be required for their work. Additional copies of the Drawings and 20
Specifications, when requested, may be furnished to the Contractor at cost 21 of reproduction. 22
C. Supplementary Drawings 24
When, in the opinion of the Engineer, it becomes necessary to explain more 26 fully the work to be done or to illustrate the work further or to show any 27 changes which may be required, Drawings known as Supplementary 28
Drawings, with Specifications pertaining thereto, will be prepared by the 29
Engineer and copies thereof will be given to the Contractor and the Owner. 30
D. Contractor to Check Drawings and Data 32

The Contractor shall 37 submit to the Engineer a Request for Information (RFI), consecutively 38 numbered, detailing all conflicts and discrepancies. Engineer shall promptly 39 provide a response to all RFIs submitted by the Contractor. Contractor will 40 not be allowed to take advantage of any conflicts and discrepancies, as full 41 instructions will be furnished by the Engineer, should such conflicts and 42 discrepancies be discovered. 43
01005-3 12/05/25
E. Specifications 1
The Technical Specifications generally consist of three parts: General, 3
Products, and Execution. The General Section contains General 4
Requirements that govern the work. Products and Execution modify and 5 supplement these by detailed requirements for the work and shall always 6 govern whenever there appears to be a conflict. 7
F. Intent 9
All Work called for in the Specifications applicable to this Contract, but not 11 shown on the Drawings in their present form, or vice versa, shall be of like 12 effect as if shown or mentioned in both. Work not specified in either the 13
Drawings or in the Specifications, but involved in carrying out their intent or 14 in the complete and proper execution of the work, is required and shall be 15 performed by the Contractor as though it were specifically delineated or 16 described. 17
The apparent silence of the Specifications as to any detail, or the apparent 19 omission from them of a detailed description concerning any work to be 20 done and materials to be furnished, shall be regarded as meaning that only 21 the best general practice is to prevail and that only material and 22 workmanship of the best quality is to be used, and interpretation of these 23
Specifications shall be made upon that basis. 24
The inclusion of the Related Requirements (or work specified elsewhere) in 26 the General part of the specifications is only for the convenience of the 27
Contractor, and shall not be interpreted as a complete list of related 28
Specification Sections. 29

The names of proposed manufacturers, suppliers and dealers who are to 35 furnish materials, fixtures, equipment, appliances or other fittings shall be 36 submitted to the Engineer for review. Such review must be obtained before 37 shop drawings will be checked. No manufacturer will be approved for any 38 materials to be furnished under this Contract unless the Contractor shall be 39 of good reputation and have a plant of ample capacity. The Contractor shall, 40 upon the request of the Engineer, be required to submit evidence that he 41 has manufactured a similar product to the one specified and that it has been 42 previously used for a like purpose for a sufficient length of time to 43 demonstrate its satisfactory performance. All transactions with the 44 manufacturers or subcontractors shall be through the Contractor, unless the 45
Contractor shall request, in writing to the Engineer, that the manufacturer or 46
01005-4 12/05/25 subcontractor deal directly with the Engineer. Any such transactions shall 1 not in any way release the Contractor from his full responsibility under this 2
Contract. 3
Any two or more pieces of material or equipment of the same kind, type or 5 classification, and being used for identical types of service, shall be made 6 by the same manufacturer. 7
B. Delivery 9

Contract Documents. 24
Prior to placing the equipment in permanent operation, the manufacturer 26 shall furnish to the Engineer and Contractor a written Certificate of Proper 27
Installation stating that the equipment has been installed in strict 28 accordance with the manufacturer’s recommendations. 29
After the equipment is placed in operation by the Contractor, such engineer 31 or superintendent shall make all adjustments and tests required by the 32
Engineer to prove that such equipment is proper and in satisfactory 33 operating condition, and shall instruct/train such personnel as may be 34 designated by the Owner in the proper operation and maintenance of such 35 equipment. 36
1.04 INSPECTION AND TESTING 38
A. General 40
For tests specified to be made by the Contractor, the testing personnel shall 42 make the necessary inspections and tests and the reports thereof shall be 43 in such form as will facilitate checking to determine compliance with the 44
Contract Documents. Five copies of the reports shall be submitted and the 45
01005-6 12/05/25 authorities’ certification thereof must be furnished to the Engineer as a 1 prerequisite for the acceptance of any material or equipment. 2
If in the making of any test of any material or equipment it is ascertained by 4 the Engineer that the material or equipment does not comply with the 5
Contract, the Contractor will be notified thereof and he will be directed to 6 refrain from delivering said material or equipment, or to remove it promptly 7 from the site or from the work and replace it with acceptable material, 8 without cost to the Owner. 9
Tests of electrical and mechanical equipment and appliances shall be 11 conducted in accordance with recognized test codes of the ANSI, ASME, or 12 the IEEE, except as may otherwise be stated herein. 13
The Contractor shall be fully responsible for the proper operation of 15 equipment during tests and instruction periods and shall neither have nor 16 make any claim for damage that may occur to equipment prior to the time 17 when the Owner formally takes over the operation thereof. 18
B. Costs 20
All inspection and testing of materials furnished under this Contract will be 22 performed by the Owner or duly authorized inspections engineers or 23 inspection bureaus without cost to the Contractor, unless otherwise 24 expressly specified. 25
The cost of shop and field tests of equipment and of certain other tests 27 specifically called for in the Contract Documents shall be borne by the 28
Contractor and such costs shall be deemed to be included in the Contract 29 price. 30
Materials and equipment submitted by the Contractor as equivalent to those 32 specified may be tested by the Owner for compliance with the 33 specifications. The Contractor shall reimburse the Owner for the 34 expenditures incurred in making such tests on materials and equipment that 35 are rejected for non-compliance. 36
C. Inspection of Materials 38
The Contractor shall give notice in writing to the Engineer, sufficiently in 40 advance of his intention to commence the manufacture or preparation of 41 materials especially manufactured or prepared for use in or as part of the 42 permanent construction. Such notice shall contain a request for inspection, 43 the date of commencement and the expected date of completion of the 44 manufacture or preparation of materials. Upon receipt of such notice, the 45
Engineer will arrange to have a representative present at such times during 46
01005-7 12/05/25 the manufacture as may be necessary to inspect the materials or they will 1 notify the Contractor that the inspection will be made at a point other than 2 the point of manufacture, or they will notify the Contractor that inspection 3 will be waived. The Contractor must comply with these provisions before 4 shipping any material. Such inspection shall not release the Contractor from 5 its responsibility for furnishing materials meeting the requirements of the 6
Contract Documents. 7
D. Certificate of Manufacture 9
When inspection is waived or when the Engineer so requires, the Contractor 11 shall furnish authoritative evidence in the form of Certificates of Manufacture 12 that the materials to be used in the work have been manufactured and 13 tested in conformity with the Contract Documents. These certificates shall 14 be notarized and shall include copies of the results of physical tests and 15 chemical analyses, where necessary, that have been made directly on the 16 product or on similar products of the manufacturer. 17
E. Shop Tests of Operating Equipment 19
Each piece of equipment for which pressure, duty, capacity, rating, 21 efficiency, performance, function or special requirements are specified shall 22 be tested in the shop of the maker in a manner that shall conclusively prove 23 that its characteristics comply fully with the requirements of the Contract 24
Documents. No such equipment shall be shipped to the work until the 25
Engineer notifies the Contractor, in writing, that the results of such tests are 26 acceptable. 27
Five copies of the manufacturer's actual test data and interpreted results 29 thereof, accompanied by a certificate of authenticity sworn to by a 30 responsible official of the manufacturing company, shall be forwarded to the 31
Engineer for review. 32
The cost of shop tests and of furnishing manufacturer's preliminary and 34 shop test data of operating equipment shall be borne by the Contractor. 35
F. Preliminary Field Tests 37
As soon as conditions permit, the Contractor shall furnish all labor, 39 materials, and instruments and shall make preliminary field tests of 40 equipment. If the preliminary field tests disclose any equipment furnished 41 under this Contract that does not comply with the requirements of the 42
Contract Documents, the Contractor shall, prior to the acceptance tests, 43 make all changes, adjustments and replacement required. The Contractor 44 shall assist in the preliminary field tests as applicable. 45
01005-8 12/05/25
G. Final Field Tests 1
Upon completion of the work and prior to final payment, all equipment and 3 systems installed under this Contract shall be subjected to acceptance tests 4 as specified or required to prove compliance with the Contract Documents. 5
The Contractor shall furnish labor, fuel, energy, water and all other 7 materials, equipment and instruments necessary for all acceptance tests, 8 at no additional cost to the Owner. The equipment suppliers and 9 subcontractors shall assist in the final field tests, as applicable. 10
H. Failure of Tests 12
Any defects in the materials and equipment or their failure to meet the tests, 14 guarantee or requirements of the Contract Documents shall be promptly 15 corrected by the Contractor by replacement or otherwise as directed by the 16
Engineer. The decision of the Engineer as to whether or not the Contractor 17 has fulfilled his obligations under the Contract shall be final and conclusive. 18
If the Contractor fails to make these corrections or if the improved materials 19 and equipment, when tested, shall again fail to meet the guarantees or 20 specified requirements, the Owner, notwithstanding its partial payment for 21 work, materials and equipment, may reject the work, materials and 22 equipment and may order the Contractor to remove them from the site at 23 his own expense. 24
I. Final Inspection 26
During such final inspections, the work shall be clean and free from water. 28
In no case will the final change order be prepared until the Contractor has 29 complied with all requirements set forth and the Engineer has made his final 30 inspection of the entire work and is satisfied that the entire work is properly 31 and satisfactorily constructed in accordance with the requirements of the 32
Contract Documents. 33
1.05 TEMPORARY STRUCTURES 35
A. Temporary Fences 37
If, during the course of the work, it is necessary to remove or disturb any 39 fence or part thereof, the Contractor shall, at his own expense, if so ordered 40 by the Engineer, provide a suitable temporary fence, which shall be 41 maintained until the permanent fence is replaced. The Engineer shall be 42 solely responsible for the determination of the necessity for providing a 43 temporary fence and the type of temporary fence to be used. 44
01005-9 12/05/25
B. Temporary Driveways 1
At its own expense, the Contractor shall furnish, install, maintain and 3 remove all temporary driveways and access roads required to provide 4 access to the work and through the site of the work to maintain existing 5 operations and to allow construction of other projects in the area. The 6
Contractor shall fully cooperate with the Owner in providing this access. 7
