About this file

This document is a Bid Submittal Form for a Job Order Contract (JOC) issued by Pinellas County, Florida, specifically related to the South Cross Bayou Advanced Waste Reclamation Facility (AWRF). The contract involves the removal and replacement of two switchboard line-ups, including utility circuit breakers, generator circuit breakers, feeder circuit breakers, group mounted devices, and automatic failover systems. The bid form provides detailed instructions for bidders to submit adjustment factors for pricing various work scenarios, including work in secure and non-secure areas during normal and non-normal working hours.

The pricing mechanism uses a Construction Task Catalog® with unit prices, which bidders can adjust using a standardized adjustment factor. Bidders must submit a single adjustment factor across all unit prices, with factors applied to five different work categories: non-secure areas during normal working hours (60% weight), non-secure areas during other than normal working hours (10%), secure areas during normal working hours (10%), secure areas during other than normal working hours (10%), and non pre-priced tasks (10%). The county will use these adjustment factors to calculate an Award Criteria Figure for bid evaluation, with specific requirements for factor relationships and rounding methodologies.

SECTION F – BID SUBMITTAL FORM

NO CHANGES SHALL BE MADE TO THE FACTORS CONTAINED HEREIN.

ANY CORRECTIONS TO BIDDER ENTRIES SHALL BE INITIALED BY BIDDER.

TO THE COUNTY OF PINELLAS, FLORIDA:

We, the undersigned, hereby declare that no person or persons, firm or corporation, other than the undersigned, are interested in this proposal, as principals, and that this Proposal is made without collusion with any person, firm or corporation, and we have carefully and to our full satisfaction examined the Contract Documents, and that we have made a full examination of the location of the proposed work and the source of supply of materials, and we hereby agree to furnish all necessary labor, equipment, and materials, fully understanding that this is an indefinite quantity Contract, and that we will fully complete all necessary work in accordance with the Contract Documents, within the time limit specified in each Job Order for the unit prices set forth in the Construction Task Catalog®, multiplied by the Adjustment Factors inserted below.

All Unit Prices listed in the Construction Task Catalog® are priced at a net value of 1.0000. The Adjustment Factors shall be an increase or decrease to all the Unit Prices listed in the Construction Task Catalog®. For example, 1.1000 would be a 10% increase to the Unit Prices and 0.9500 would be a 5% decrease to the Unit Prices. Bidders who submit separate Adjustment Factors for separate Unit Prices will be considered non-responsive and their bid will be rejected.

EXAMPLE: Write the Adjustment Factor to four decimal places as the following example illustrates.

1 . 2 1 9 8

OR

0 . 9 9 9 9

For bid evaluation purposes only, the following work distributions shall be used to determine the Award Criteria Figure:

No assurances are made by the Owner that Work will be ordered under the Contract in a distribution consistent with the weighted percentages above. The Award Criteria Figure is only used for the purpose of determining the Bid.

8. When submitting Job Order Price Proposals related to specific Job Orders, the Bidder shall utilize one or more of the Adjustment Factors applicable to the Work being performed.

9. The County reserves the right to correct any arithmetic errors for correctness. In the event of an error, the County will use the Adjustment Factors listed in the column titled “Adjustment Factor Bid” to calculate the extended totals and the Award Criteria Figure.
