About this file

The document is a Bid Submittal Form for a Job Order Contract (JOC) issued by Pinellas County, Florida, specifically for guardrail services and materials. The form provides detailed instructions for bidders to submit adjustment factors for pricing various work scenarios, including non-secure and secure areas during normal and non-normal working hours, as well as non-pre-priced tasks. The bid evaluation will use a weighted distribution method, with 60% weight assigned to non-secure areas during normal working hours, 10% for each of the other work scenarios, and 10% for non-pre-priced tasks.

The pricing mechanism involves using a Construction Task Catalog® with unit prices, which bidders will adjust using a single adjustment factor across all categories. Bidders must submit adjustment factors to four decimal places, with the understanding that these factors can increase or decrease the base unit prices. The county reserves the right to correct arithmetic errors and will use the submitted adjustment factors to calculate an Award Criteria Figure. The contract appears designed to provide flexibility in pricing for guardrail repair and installation services, allowing for quick responses to damage from vehicular accidents and enabling efficient maintenance of roadway safety infrastructure.

TO THE COUNTY OF PINELLAS, FLORIDA:

We, the undersigned, hereby declare that no person or persons, firm or corporation, other than the undersigned, are interested in this proposal, as principals, and that this Proposal is made without collusion with any person, firm or corporation, and we have carefully and to our full satisfaction examined the Contract Documents, and that we have made a full examination of the location of the proposed work and the source of supply of materials, and we hereby agree to furnish all necessary labor, equipment, and materials, fully understanding that this is an indefinite quantity Contract, and that we will fully complete all necessary work in accordance with the Contract Documents, within the time limit specified in each Job Order for the unit prices set forth in the Construction Task Catalog®, multiplied by the Adjustment Factors inserted below.

All Unit Prices listed in the Construction Task Catalog® are priced at a net value of 1.0000.
