About this file

This is a bid contract template document for the City of Florissant, Missouri, establishing the standard contractual framework for an employee uniforms and branded apparel program. The City seeks proposals from qualified vendors to supply comprehensive uniform and apparel services for approximately 90 full-time employees and more than 200 part-time and seasonal employees across multiple municipal departments. The selected vendor will serve as the primary source for a variety of garments including polo shirts, T-shirts, sweatshirts, jackets, outerwear, hats, and safety apparel, with professional embroidery and screen-printing capabilities to reproduce official City and departmental logos. The contract anticipates variable order sizes throughout the term, ranging from individual employee purchases to larger departmental and seasonal orders. The contract may commence in 2026 with substantial completion required by 2027; specific response dates, bidders' meetings, site visits, and award dates are not specified in this template document.

Contractor compensation shall be based on firm bid pricing submitted in response to the City's specifications. Invoices are to be submitted to the City's accounts payable department with the job title and bid number clearly marked, and payment is due within thirty days following written Director approval. The City reserves the right to take all cash discounts within specified days. The contractor must provide a certificate of insurance in the amount of not less than $1,000,000.00 naming the City as an additional insured, maintain compliance with Missouri employment authorization requirements, and implement a ten-hour OSHA construction safety program for all employees with penalties of $2,500.00 plus $100.00 per employee per day for non-compliance. The City may terminate the contract with seven days' written notice if work is abandoned or inadequately performed, and the contractor must indemnify and hold harmless the City from all claims and damages arising from performance or breach of contract.
