About this file

This is an Addendum 2 document issued by the Connecticut Department of Administrative Services (DAS) Construction Services Office on June 11, 2026, clarifying requirements for the Request for Qualifications (RFQ) solicitation for the Former School of Business HVAC Replacement project located at 501 Crescent Street, New Haven, Connecticut. The project involves conversion of the former School of Business building into the new home for the School of Education, including selective demolition and removal of existing non-serviceable VRF and Daikin Generation 1 HVAC systems, installation of new equipment, interior and exterior improvements, reconstruction of disturbed areas, FF&E provisions, and geothermal heating and cooling systems. The original QBS Submittal Booklet is due Friday, June 26, 2026, at 3:00 PM EDT. This addendum is the second issued for this procurement, following Addendum 1 dated June 9, 2026.

The addendum clarifies three critical aspects of the solicitation: (1) engineering firms may submit as the prime consultant with all required sub-consultants, including architects, as part of the team; (2) MEP firms may serve as the prime consultant and contract all sub-consultants; and (3) the project selection type is designated as a Minor Capital Project Consultant Service Selection under Section 1.9 of the RFQ, regardless of whether design fees fall below the $762,000 threshold outlined in the 1210 QBS Guidelines. Respondents should direct questions to DAS.CS.RFQ@ct.gov. Payment terms are Net 30 Days, with the primary project contact being Ryan Davis at DAS Construction Services.

Addendum Item No. 1:

• QUESTION: May an Engineering firm submit on the SCSU Former School of Business HVAC Replacement as a

Prime, with all of the required sub-consultants, including architects, as part of the team.

• RESPONSE: Yes

Addendum Item No. 2:

• QUESTION: Under section 1.10, Project Delivery Method, it indicates a D-B-B project with ARC consultants. Since this project is mostly MEP in nature with the need of minor architectural support and civil support, could an MEP firm be Prime and contract all the sub consultants?

• RESPONSE: Please see the response to No. 1.

Addendum Item No. 3:

• QUESTION: Under section 1.10 it indicates this is to be bid as a “Major Capital Project”. It is very likely that the design fees for this project would fall under the $762,000 limit as per 1210 QBS Guidelines for Selection and Contract Limits section 1.0. If so, please confirm this may not be considered as a Major Capital Project if that is the case.

• RESPONSE: The selection type for this project is a Minor Capital Project Consultant Service Selection, as outlined in Section 1.9 of the 1200 RFQ Web Advertisement for Consultant Services. Regardless, this project is a formal selection and the consultants will be selected from respondents to this RFP solicitation.
