About this file

This is Addendum No. 1 to a Request for Qualifications issued by the Connecticut Department of Administrative Services Construction Services for architectural services related to the Former School of Business HVAC Replacement Project located at 501 Crescent Street, New Haven, Connecticut. The project involves conversion of the former School of Business building into the new home for the School of Education, including selective demolition and removal of existing non-serviceable VRF and Daikin Generation 1 HVAC systems, installation of new equipment, interior and exterior improvements, reconstruction of disturbed areas, provision of furniture, fixtures and equipment, and installation of geothermal heating and cooling systems. The original Qualifications Submittal Booklet due date is Friday, June 26, 2026 at 3:00 PM, with no previous addenda issued prior to this addendum dated June 9, 2026. Inquiries regarding the solicitation should be directed to DAS.CS.RFQ@ct.gov.

This addendum clarifies three key issues raised by prospective consultants. The State confirmed that it is seeking an architecture firm to serve as the prime consultant with appropriate subconsultants, rather than allowing an engineering firm or MEP firm to serve as prime. Additionally, the State clarified that the project selection type is a Minor Capital Project Consultant Service Selection under Section 1.9 of the RFQ Web Advertisement, not a Major Capital Project as initially indicated, confirming that design fees will fall under the $762,000 limit established in the 1210 QBS Guidelines for Selection and Contract Limits. The project delivery method is design-bid-build with ARC consultants involved in the selection process.

Addendum Item No. 1:

• QUESTION: May an Engineering firm submit on the SCSU Former School of Business HVAC Replacement as a

Prime, with all of the required sub-consultants, including architects, as part of the team.

• RESPONSE: DAS is seeking an architecture firm to act as the prime consultant, along with the appropriate subconsultants.

Addendum Item No. 2:

• QUESTION: Under section 1.10, Project Delivery Method, it indicates a D-B-B project with ARC consultants. Since this project is mostly MEP in nature with the need of minor architectural support and civil support, could an MEP firm be Prime and contract all the sub consultants?

• RESPONSE: Please see the response to No. 1.

Addendum Item No. 3:

• QUESTION: Under section 1.10 it indicates this is to be bid as a “Major Capital Project”. It is very likely that the design fees for this project would fall under the $762,000 limit as per 1210 QBS Guidelines for Selection and Contract Limits section 1.0. If so, please confirm this may not be considered as a Major Capital Project if that is the case.

• RESPONSE: The selection type for this project is a Minor Capital Project Consultant Service Selection, as outlined in Section 1.9 of the 1200 RFQ Web Advertisement for Consultant Services.
