About this file
This document is a Question and Answer (Q&A) record from an Illinois Department of Employment Security (IDES) Request for Proposal (RFP) for benefit banking services. The Q&A was generated in response to vendor questions submitted by June 20, 2024, with answers provided on July 3, 2024. The document addresses inquiries from potential bidders regarding the scope, requirements, and operational details of the benefit banking contract.
The contract encompasses benefit payment distribution services, lockbox operations for collections, and related banking services for IDES claimants. Current payment volumes include approximately 1.25 million direct deposit payments and 110,000 check payments monthly (as of June 2024), with lockbox processing averaging 2,567 items per month valued at approximately $500,000. The state's goal is to eliminate paper check payments and transition all claimants to either direct deposit (currently 92% of payments) or debit card options (currently 8%). The contract includes requirements for secure online portal access with seven-year data retention, Interactive Voice Response (IVR) system capabilities for accepting debit card, credit card, and electronic check payments (averaging 739 monthly transactions), and image-based lockbox services. The transaction account is expected to maintain average balances ranging from $2 million to $30 million. The RFP allows for future program additions related to IDES benefit payments without requiring separate competitive procurement, with vendor services remaining consistent across any new programs added during times of economic upheaval.

Any new or related programs requiring benefit payments to IDES claimants during the term of this contract shall also be considered in scope
Can the State identify what new or related programs may be added in the future to enable the Bidder to confirm those programs can be supported
Historically, new or related programs have arisen during times of economic upheaval, such as the Pandemic Unemployment Assistance (PUA) program during the COVID-19 pandemic. IDES does not anticipate any future new or related programs at this time but included this language to ensure it is in scope and would not require a separate competitive procurement if it occurs. If a new program does get added, it is anticipated that the services provided by the vendor would remain the same (receiving and transmitting data files, issuing benefit payments, lockbox functionality, etc.) but some data fields may have additional valid values added.

Are there any instances where checks will be issued for hardship cases?
For situations requiring payment by check, IDES staff would issue the check in accordance with section F.1.34 of the RFP. The Vendor will not be required to issue payments by check to claimants.

Attachment C shows the total UI benefits paid by calendar year, including projections for future years. Payments from 2020 through September 2021 varied based on COVID-19 pandemic occurrences. Payment information from 2017 through 2019 are more customary for the agency.
Attachment D provides counts of monthly ACH refunds.
The lockbox handles approximately 2,270 items per month valued at approximately $500,000.
Will IDES please provide the number of checks issues and average dollar amt for 2022 and 2023.
In calendar year 2023, 2,025,078 direct deposit payments and 189,682 checks were issued. In 2024 (through June), 1,250,284 direct deposit payments and 110,276 checks were issued. Because COVID-19 pandemic benefits have largely expired, the State anticipates that benefit payment transactions and average dollar amounts will return to performance levels seen from 2017 – 2019.

If Offeror requests confidential treatment, Offeror must submit additional copy/Copies (see instructions for Submission of Offers in Section C)
Where should offerors upload redacted proposals?
If Offeror requests confidential treatment, Offeror must submit additional copy/copies (see Instructions for Submission of Offers in Section C.) of the Offer with proposed confidential information redacted. This redacted copy must tell the general nature of the material removed and shall retain as much of the Offer as possible. In a separate attachment, Offeror shall supply a listing of the provisions identified by section number for which it seeks confidential treatment and identify the statutory basis or bases under Illinois law, including a detailed justification for exempting the information from public disclosure.
The redacted copies should be uploaded in the attachment section of the RFP.

Do you have any peak volume patterns (e.g., spikes within the week, month, year)? If “yes”, please describe (e.g., 50% of volume received the few days around the 1st of the month; seasonal peaks with summer months receiving 30% more than the monthly average; etc.).
A 12 month history of lockbox transactions shows an average monthly collection of 2,332 items over our 8 lockboxes. Ninety percent of that activity comes from the PCX lockbox (credit card and debit card) and the main overpayment lockbox. We have seen a 27% increase in volume in the first six months of 2024 over the last six months of 2023. 2024 has shown consistent monthly transaction collection of an average of 2,567 items with no significant spike in volume from month to month.

What is the monthly volume of correspondence-only (remittances without a check enclosed) items received? On some bank account analysis statements, correspondence-only items may be labelled as “unprocessable” or “reject” items rather than “correspondence”. They may be reported separately from or together with checks which cannot be processed (e.g., unacceptable payee).
IDES’ current vendor does not provide a report on these items. The agency may receive 15 to 20 items per week which include but are not limited to: missing check, not legible, incorrect or missing credit card number.

We offer image-based lockbox services where checks and remittance materials are imaged and delivered to you? What type of image delivery best suits your needs:
a) Internet-based browser application with online retention of:
i. 90 days (default)?
ii. 2 years?
iii. 7 years?
iv. 10 years?
b) Periodic CD/DVD:
i. Monthly (default)?
ii. Weekly?
iii. Daily?
c) Daily transmission of indexed images to be imported into your in-house image database?
i. Single TIFF (each image is a separate .tif file)?
ii. Multi-TIFF (each transaction is a single .tif file containing multiple images)?
You may elect more than one delivery method (e.g., browser with monthly CDs; browser and daily transmission). Your selection may vary by lockbox.
Section F.1.61 of the RFP requires secure online access to the client service portal for IDES staff. Section F.1.62 specifies that information must be retrievable by IDES staff online for seven (7) years. Section F.1.64 requires images and other data required by the lockbox requirements to be accessible to IDES staff via the Client Services Portal. Based on the delivery options in the question, internet-based browser application with online retention of 7 years seems most consistent with these requirements.

For payments received without your desired data capture fields, we offer several exception handling options:
· Payment Lookup – You provide to us an inbound file of your customer data; when we encounter a payment with missing information, we try to identify the customer within your data set and locate the missing information.
· Web Decisioning – We present images of incomplete items to you for review; you can provide missing information and release the item back into the deposit processing flow.
Are both or either of these services are of interest to you? If “yes”, we would like to have further discussions to understand your needs and identify the best solution for you.
IDES will accept any options that comply with the requirements of Section F.1.23 of the RFP. Section F.1.64 requires images and other data required by the lockbox requirements to be accessible to IDES staff via the Client Services Portal. Attachment F specifies the files currently exchanged between IDES and Vendor. Offeror may specify multiple options available to satisfy requirements within its proposal.

For any lockbox items being physically forwarded to you, how are they to be shipped:
a) U.S. Mail?
b) Courier (local or national)? When a courier is used, we require that you provide us with our account number with the chosen courier so that transportation fees are charged directly to you.
Note that if we are shipping items to you that contain healthcare or credit card payment information, they must be shipped via traceable mail.
Section F.1.24 of the RFP indicates that such items will be transmitted “in accordance with timeframes and delivery methods established by Vendor and approved by Agency”. Vendor is responsible for any related delivery charges. It is likely that credit card payment information may be included within some of these items. It is unlikely but possible that healthcare information may also be included, particularly for non-IDES intended correspondence sent to the wrong location.

How would you like out of balance multiples (amounts to be applied to each coupon do not sum to the total check amount) handled?
a) Forward to you unprocessed?
b) Present to you via Web Decision application for you to allocate the check amount to the existing remittance coupons?
In this scenario, Vendor may process the deposit as normal in accordance with Section F.1.22 of the RFP (and IDES will deal with over/under payment on the back end), or Vendor may process it as an exception in accordance with Section F.1.23, or some combination of both based on details mutually agreed upon by the Vendor and IDES.

For IVR services would what payment types would you like to collect
Section F.1.19 of the RFP states, “At a minimum, Vendor must accept lockbox payments by check, cash, money order, and debit or credit card.” Section F.1.60 requires an IVR system to allow claimants to make payments to the lockbox. Section F.2.6 indicates a preference to accept a wide range of payment options for accepting payments to the lockbox. Generally, IDES expects IVR to accept debit cards, credit cards, and electronic checks.
21.
Lockbox Services
Pages 19/20
How many payments will you received via IVR monthly? Please estimate those by payment type.
IVR data for the last 13 months shows that a monthly average of 739 transactions cycled through the platform. On the slowest month 570 (Nov 2023) items cycled through the line and on the busiest month, 936 (May 2024) items cycled through the line. A detailed breakdown per payment type is not available.

F.2.11 Proposed Technical Solution -Desirable Elements
Page 28
DES wants to be confident that its vendor has the financial resources and capacity to successfully perform for the entire duration of the contract, including any renewals. To provide such confidence, Offeror should include in its proposal at least the following information:
Its most recent audited financial statements, or a Securities Exchange Commission (SEC) 10-k annual report in lieu of an audited financial statement. Documentation should include the ability of the institution to meet its long-term debts and other obligations, debt ratio, total liabilities divided by total assets, a determination of the solvency of the bank, and other documentation as applicable
Given the length of our audited financial statements (more than 200 pages), can Bidders provide these documents by hyperlink only?
Yes, the audited financial statements can be provided via a hyperlink.
24.
Attachment B-3
Contractor/Subcontractor Policy Statement
Can the State confirm if this form needs to be submitted with our response for each subcontractor and if so, which section should this signed document is to be submitted in?
Section F.1.35 of the RFP states, “Vendor (including subcontractors and suppliers, as applicable) shall comply with all terms and conditions established in Attachments B-1 and B-3. Vendor and all subcontractors must sign the appropriate documentation regarding confidentiality issues.” Note that this attachment is not expected to be signed and included within offeror’s proposal but will be required from the winning vendor and applicable subcontractors or suppliers prior to contract execution.

We do not have this information available.
29.
Attachment H
Line 48 Expired Card w/Bal Check Issue (minimum 1 per 2 years)
What is IDES’ definition of “expired card”?
An expired card is a debit card that has reached the expiration date stamped on the card when it was issued. In the event a card is expiring with a remaining balance, Vendor is expected to re-issue a new card to claimant in accordance with its standard timeframes and practices. If Vendor’s standard practice is different for cards that have had no activity for an extended period of time, Vendor may follow its standard practice or an alternate process, subject to approval by IDES.
30.
Can you please provide a bank analysis statement outlining the Treasury Management services used?
Without additional clarity on what is meant by “Treasury Management services” we are not able to provide such a statement. Please refer to sections F.1.29 and F.1.33 of the RFP, which address receipts from and payments to the US Treasury.
31.
Can you please provide a breakdown of the account structure and activity flow in each account?
What are the average account balances in each account?
Section F.1.1 requires two accounts for IDES. The Depository account for receipt of lockbox transactions will be a zero-balance deposit account which all lockbox transactions will be run through. The ending daily balance of this account will be transferred to the Transactions account. The Transactions account will be the clearing account for all benefit payments and refunds issued and where incoming funds from federal funding will be deposited, as well as the other receipts and other payments described in sections F.1.29 through F.1.34. The average balance in this account can range from $2 million to $30 million at any given point in time. The average account balance is not available but is expected to be significantly lower than previous years due to the CMIA change described in Section A.4.2 of the RFP.
32.
What is the breakdown of claimant benefit payments per month via ACH, check, and debit card?
The current breakdown is 92% ACH, 8% paper checks. Currently, we do not pay benefits by debit card. The goal is to eliminate paper checks all together and offer claimants the choice to receive benefits by either direct deposit or debit card.
