Offeror Response:
INTERA has reassessed our State and Local labor category rate structure, which represents our lowest rate schedule, versus the ADEQ Classification Titles. We were able to revise the mapping of four of our labor categories relative to the (#3) Project Engineer and (#4) Engineer in Training Classification Titles. The qualifications and years of experience of the staff likely to perform the anticipated work tasks for the #3 and #4 Classifications are more appropriately categorized in this BAFO.
INTERA has well qualified engineers and geoscientists at all levels and will ensure the most qualified and cost-effective staff members are proposed for the ADEQ requested job tasks. We strive to provide the most capable yet cost-efficient individuals for our projects and commit to doing this for ADEQ on this project.
The revised rate structure results in a reduction of four hourly rates and a lower overall average rate for INTERA. We hope this rate restructuring will reflect well during evaluation of INTERA’s potential award for this solicitation. Please consider the rates presented in this form to be INTERA’s Best and Final Offer for Solicitation No. BMP006379.
Please note, to account for annual inflation, INTERA routinely requests annual rate increases of 3% or an amount indexed to the CPI from our clients, and we plan to do the same if awarded a contract with ADEQ. We hope that this is amenable to the ADEQ, but we feel that this can be negotiated during contracting, as applicable.
