Attachment 11 – References

ADEQ intends to conduct reference checks for accounts provided by Offerors. ADEQ may, at its sole discretion, contact additional clients not presented as references, including internal state clients. Offerors shall provide at least three (3) client references for assignments that replicate or mirror the requirements of this Solicitation. At least one (1) of the projects referenced must be related to public sector work. All references shall be for work received and completed within the last five (5) years. Include information which documents successful and reliable past performance to clients providing services similar to those detailed in solicitation Scope of Work, DO NOT include ADEQ references. One (1) page maximum per reference.

The Indiana Finance Authority (IFA) was directed by the 2017 Indiana General Assembly to study the ability of utilities to provide clean and safe drinking water in Indiana for the foreseeable future. Previous studies conducted by IFA have identified water supply challenges in the southeastern portion of the state. Available sources of groundwater and surface water in southeast Indiana are unevenly distributed, requiring more infrastructure and higher costs to develop new sources. Considering this, and because projected population growth and accessible transportation routes favor economic development in this part of the state, IFA contracted INTERA to study the feasibility of developing a regional water supply to serve the region. Dan Haddock served as the Project Manager during this project.

List key Materials or Services provided.

Developed conceptual designs and cost estimates to determine the likely construction and operating costs of regional system alternatives. Documented the results of the study in a report and presented it to the Indiana state legislature.

INTERA was hired to determine the quantity of additional water that Decatur needs to withstand a 10-month drought and identify the location of potential additional water sources and the necessary infrastructure to deliver the water. INTERA completed the following tasks: 1) designed a severe drought 2) forecast demand 3) determined how much more water the city needs 3) identified and evaluated alternatives able to fulfill the supply gap 4) and identified the optimal drought-resilient additional supply. The current and future projected water demand was combined with hydrologic conditions representing the design drought to evaluate the water-supply needs for the City of Decatur. Dan Haddock served as the Project Engineer.

List key Materials or Services provided.

A systems model was developed using GoldSim. INTERA provided engineering analysis, conceptual design, and cost estimating for over 10 alternative water-supply options. INTERA evaluated the infrastructure alternatives based on economic, environmental, and social criteria, including operational costs and benefits, potential impacts, opportunities for cost sharing, and the resiliency of each. INTERA established triple bottom line (TBL) criteria for evaluation of alternatives and provided
