PROPOSAL CALL ANNOUNCEMENT (CALL) NUMBER: 0008
TECHNICAL POINT OF CONTACT: Mr. Robert Acree, AFRL/RVSS, Kirtland AFB, NM, Phone (505) 846-8257, Email: robert.acree@kirtland.af.mil Alternate: Dr. James T. Keeney, AFRL/RVSS, (505) 853-1942, Email: james.keeney@kirtland.af.mil
CONTRACTING POINTS OF CONTACT: The contracting points of contact for this CALL are: Contract Specialist: Ms Sarah Hammond, Det 8 AFRL/RVKS, Kirtland AFB, NM, Phone 505-846-5012, Fax 505-846-6022, Email Sarah.Hammond@kirtland.af.mil or Contracting Officer: Mr Teofilo Bautista Jr., Det 8 AFRL/RVKS, Kirtland AFB, NM, Phone 505-846-1075, Fax 505-846-6022, Email Teofilo.Bautista@kirtland.af.mil
REQUIREMENT DESCRIPTION: AFRL is soliciting proposals under PROXIMITY PROTECTION OF SPACE ASSETS, Topic 5 of the Broad Agency Announcement VS-07-07, posted on 9 May 2007. Under this call Air Force Research Laboratory is seeking to develop radio frequency (RF) (UHF, C/S/L/X/Ku/Ka-bands with emphasis on V/W bands) and optical communication systems and components for satellites operating in Low Earth Orbit (LEO) and Geosynchronous Earth Orbit (GEO).
FSCS Program Description:
The FSCS program addresses the research and development of
1) Technology for advanced millimeter wave length (V/W band – 68-78 GHz down-link, 78-89 GHz up-links) communications (space to/from primary CONUS ground sites and space to/from remote air platforms),
2) Advanced optical bus (including backplane digital processing) and router technology for space applications (optical Components: routers, optical backplane with interface to digital interfaces, such as IEEE 1394, “space wire”, RS 232, or TBD specified interfaces as required by the government), risk reduction for space based laser communications systems,
3) Reprogrammable transmission/receiver (T/R) and other components (to include on-orbit software re-programmability) to facilitate use of adaptable modulation schemes to further enable connectivity of diverse communication enterprise components. Investigate and provide a study report on technology needs/opportunities for advanced space based encryption technology (usage of programmable components and secure interfaces), and
4) Technologies involving advanced multi-beam capabilities to support improved connectivity and enhanced warfighter support to multiple simultaneous theaters of operation (to include anti-jam capability). All of these areas may require basic research, some hybrid mix of novel approaches with commercial of the shelf (COTS), as well as the creation of space-qualified hardware for future orbital experiments.
Goals
1. Develop technology per the focus areas identified above.
1. Conduct adequate and necessary systems engineering to show the value to the DoD of the technology developments being undertaken.
1. Develop flight experiment plan and requirements for prototype sensors, receivers and systems, as appropriate.
SA&P Metrics A. Demonstrated understanding of current technology with innovative and novel approaches that provide advanced communications technology approaches – outlining risks, cost, schedule (linked tasking showing “critical path”) and milestone and decision points identified (prefer MS Project or compatible products) and demonstrated experience of both prime and any sub-contractor involvement.
B. Degree to which communications technology have been developed and can be improved or provided for testing in 1, 2, or 3 years.
C. Degree to which components and systems technologies have been developed, or planned developments, for space qualified evaluation and launched into orbit on a satellite bus.
D. Degree to which a comprehensive strategy, work breakdown structure (WBS) and planning has been developed.
E. Other considerations: Reductions in volume, mass and power with considerations for “minimal impact” to integration “on-board” satellite present and future designs is desired.
Prospective offerors are encouraged to contact the Technical Point of Contact to verify interest in the effort to be proposed as well as obtain restricted, classified or unclassified goals of the call.
Successful offerors will completely address the perceived necessary work breakdown structure (WBS) segments for success: initial studies, modeling, defining current state of the art with innovative approaches and research areas to provide novel solutions, architecture requirements, design, fabrication, packaging, and testing of any proposed components or systems.
ANTICIPATED FUNDING: Anticipated funding for this CALL (not per contract or award) is: FY09: $2M; FY10: $4M; FY11: $6M. This funding profile is an estimate only and will not be a contractual obligation for funding. All funding is subject to change due to government discretion and availability.
PERIOD OF PERFORMANCE: The anticipated period of performance for individual awards resulting from this CALL is between 33-36 months in duration. The period of performance is to be proposed in the format “includes 33 months for technical effort and 3 months for Final Report preparation.”
PROPOSAL DUE DATE AND TIME: The due date for proposals submitted in response to this CALL is no later than 12:00 p.m. MDT on 22 October 2008. Proposals for any other technology area identified in the baseline BAA will not be accepted at this time unless a CALL for proposals in that specific area is open. Proposals received after the due date and time shall be governed by the provisions of FAR 52.215-1(c)(3).
CALL AMENDMENTS: Offerors should monitor FedBizOps/EPS http://www.fbo.gov for any additional notices to this CALL that may permit extensions to the proposal submission date or otherwise modify this announcement.
ANTICIPATED TYPE OF CONTRACTS/INSTRUMENTS: The Air Force anticipates awarding a Cost Plus Fixed Fee type of Contract as a result of this CALL but reserves the right to award the instrument best suited to the nature of the research proposed. A model contract will be provided to each apparent successful offeror for review and comment as part of the BAA solicitation and award process. No grant or other assistance opportunities will result from this call. No grant or other assistance opportunities will result from this call.
ANTICIPATED NUMBER OF AWARDS: The Air Force anticipates possibly awarding one or more contracts. However, the Air Force reserves the right to make multiple awards or no awards to this CALL.
ANTICIPATED AWARD DATE: 12 December 2008
INTENT TO PROPOSE: Potential offerors are requested to advise the contracting point of contact if they intend to submit a proposal in response to this CALL. Such notification is merely a courtesy and is not a commitment by the offeror to submit a proposal.
