REQUIREMENT DESCRIPTION:
AFRL is soliciting proposals under PROXIMITY PROTECTION OF SPACE ASSETS, Topic 5 of the Broad Agency Announcement VS-07-07, posted on 9 May 2007.
Under this call Air Force Research Laboratory is seeking to develop Radio Frequency (RF) detection and Space Warning Receiver (SWR) systems and sensors for satellites operating in Low Earth Orbit (LEO) and Geosynchronous Earth Orbit (GEO).
SA&P Program Description The SA&P program address On-Board Warning and Defenses and Detached Warning and Defenses for Spacecraft Threat Warning and Protection (SA&P), as well as Sensor Protection (Threat Warning and Attribution). The SA&P program has two main Science and Technology (S&T) areas—sensors for warning and attribution, and receiver technologies for detection characterizing and analysis of transmissions. Both of these areas may require basic research, some hybrid mix of novel approaches with commercial of the shelf (COTS), as well as the creation of space-qualified hardware for future orbital experiments.
In addition to ongoing projects, the SA&P program should focus on four ideas:
1. Wide Field Of View sensors
2. Communication and Radar warning receivers
3. Optional: re-configurable receiver/transmitter configurations for “back-up” capability (see Goals paragraph B)
4. Real Time analysis and reporting
Goals A. Develop active or passive sensors, receivers and supporting sub-system electronics for early warning and attribution, for both on-board and detached defense systems, with a wide field of view (WFV) achieved by one or sensors/antennas, operating in single or multiple spectral bands, to achieve early detection, characterization and data processing timelines. A representative object of interest would be a satellite with dimensions of 10x10x10 centimeters, with aluminum metallic sides operating in LEO or GEO orbits, providing tracking measurements (range, range rate and angular determinations) at ranges of a few meters to 25, 50, 100 and 250 Kilometers distances.
B. Develop components and systems technologies for both on-board and detached defense systems to process and analyze transmissions in communication, radar and future frequency bands of interest (UHF, C/S/L/X/Ku/Ka-bands, with optional future V/W bands). These sensors approaches should consider and provide options for re-configurable performance to provide “back-up” or redundant receiver/transmitter capability to serve as additional communication or proximity detection or back-up transmission capability.
C. Provide warning and geo-location of earth based or orbital position of sources of RF interference, attack or active tracking.
D. Develop flight experiment plan and requirements for prototype sensors, receivers and systems.
SA&P Metrics A. Demonstrated understanding of current technology with innovative and novel approaches that provide advanced sensor and receiver approaches – outlining risks, cost, schedule (linked tasking showing “critical path”) and milestone and decision points identified (prefer MS Project or compatible products) and demonstrated experience of both prime and any sub-contractor involvement.
B. Degree to which active or passive sensors or antennas have been developed and can be improved or provided for testing in 1, 2, or 3 years.
C. Degree to which components and systems technologies have been developed, or planned developments, for space qualified evaluation and launched into orbit on a satellite bus.
D. Degree to which a comprehensive strategy, work breakdown structure (WBS) and planning has been developed.
E. Other considerations: Reductions in volume, mass and power with considerations for “minimal impact” to integration “on-board” satellite present and future designs is desired. Active and passive systems must provide consideration to electromagnetic interference and compatibility in proposals.
Prospective offerors are encouraged to contact the Technical Point of Contact to verify interest in the effort to be proposed as well as obtain restricted, classified or unclassified goals of the call.
Successful offerors will completely address the perceived necessary work breakdown structure (WBS) segments for success: initial studies, modeling, defining current state of the art with innovative approaches and research areas to provide novel solutions, architecture requirements, design, fabrication, packaging, and testing of any proposed components or systems.
ANTICIPATED FUNDING: Anticipated funding for this CALL (not per contract or award) is: FY09: $4M; FY10: $4M; FY11: $6M. This funding profile is an estimate only and will not be a contractual obligation for funding. All funding is subject to change due to government discretion and availability.
PERIOD OF PERFORMANCE: The anticipated period of performance for individual awards resulting from this CALL is between 33-36 months in duration. The period of performance is to be proposed in the format “includes 33 months for technical effort and 3 months for Final Report preparation.”
PROPOSAL DUE DATE AND TIME: The due date for proposals submitted in response to this CALL is no later than 12:00 p.m. MDT on 22 October 2008. Proposals for any other technology area identified in the baseline BAA will not be accepted at this time unless a CALL for proposals in that specific area is open. Proposals received after the due date and time shall be governed by the provisions of FAR 52.215-1(c)(3).
CALL AMENDMENTS: Offerors should monitor FedBizOps/EPS http://www.fbo.gov for any additional notices to this CALL that may permit extensions to the proposal submission date or otherwise modify this announcement.
ANTICIPATED TYPE OF CONTRACTS/INSTRUMENTS: The Air Force anticipates awarding a Cost Plus Fixed Fee type of Contract as a result of this CALL but reserves the right to award the instrument best suited to the nature of the research proposed. A model contract will be provided to each apparent successful offeror for review and comment as part of the BAA solicitation and award process. No grant or other assistance opportunities will result from this call.
ANTICIPATED NUMBER OF AWARDS: The Air Force anticipates possibly awarding one or more contracts. However, the Air Force reserves the right to make multiple awards or no awards to this CALL.
ANTICIPATED AWARD DATE: 12 December 2008
INTENT TO PROPOSE: Potential offerors are requested to advise the contracting point of contact if they intend to submit a proposal in response to this CALL. Such notification is merely a courtesy and is not a commitment by the offeror to submit a proposal.
