AFRL is soliciting proposals under SPACE FOCAL PLANE ARRAYS, Topic 1 of the Broad Agency Announcement VS-07-07, posted on 9 May 2007.

In line with SSA needs of a staring SCA, AFRL is pursuing development and characterization of radiation hardened, large format visible SCAs increased sensitivity, operability, and quantum efficiency for space-based applications. Desired features of the SCA include fast framing capability, windowing capability, and on-chip A/D conversion. The goal is to deliver at least a Technology Readiness Level (TRL) 6 product by FY16 to support future space programs.

At present, AFRL believes a p-type Intrinsic n-type (PIN) Silicon hybridized to Complimentary Metal-Oxide Semiconductor (CMOS) read out integrated circuits (ROICS) shows the most promise in achieving the program goals. However, this CALL will consider all reasonable proposals from offerors to approach/meet the IRONMAN performance goals.

The contractor(s) will investigate methodologies, which include designing and/or processing radiation-hardened detector arrays and readout circuitry based on the program goals. Fully functional ROICS shall be delivered at the end of the first year and 10 fully functional SCAs shall be delivered to AFRL throughout the effort, not to exceed twenty-four months after contract award, where they will be characterized and evaluated by the Infrared Radiation Effect Laboratory (IRREL).

Prospective offerors are encouraged to contact the Technical Point of Contact to verify interest in the effort as well as to obtain the specific goals of the CALL.

ANTICIPATED FUNDING: Anticipated funding for this CALL (not per contract or award) is: FY 11: $1.25M; FY 12: $0.75M; FY 13: $0.5M. This funding profile is an estimate and will not be a contractual obligation for funding. All funding is subject to change at government discretion due to funds availability.

PERIOD OF PERFORMANCE: The anticipated period of performance for individual awards resulting from this CALL is 27 months. Offerors must propose the period of performance in the following format: 24 months for technical effort and three months for Final Report preparation.

PROPOSAL DUE DATE AND TIME: Proposals submitted in response to this CALL are due no later than 12:00 P.M. Mountain Time on 9 May 2011. Proposals received after the due date and time shall be governed by the provisions of FAR 52.215-1(c)(3).

Proposals for any other technology area identified in BAA-VS 07-07 will not be accepted at this time unless a CALL for proposals in that specific area is open.

CALL AMENDMENTS: Offerors should monitor FedBizOps/EPS http://www.fbo.gov for additional notices to this CALL that may permit extensions to the proposal submission date or otherwise modify this announcement.

ANTICIPATED TYPE OF CONTRACT: The Air Force anticipates awarding a Cost-Plus Fixed Fee contract as a result of this CALL but reserves the right to award the instrument best suited to the nature of research proposed.

ANTICIPATED NUMBER OF AWARDS: The Air Force anticipates awarding one or more contracts as a result of this CALL. However, the Air Force reserves the right to make no awards to this CALL.

ANTICIPATED AWARD DATE: 30 August 2011 INTENT TO PROPOSE: Potential offerors are requested to advise the Contracting Point of Contact if they intend to submit a proposal in response to this CALL. Such notification is merely a courtesy and is not a commitment to submit a proposal.

DELIVERABLE ITEMS: The contractor will be required to provide monthly Technical and Financial Status Reports and a Final Technical report in accordance with AFRL ANSI-Based Format Guidelines. Regular Technical Interchange Meetings (TIMs) are expected. In addition to the reports, the following items are to be delivered:

1. Data

a. Program Plan with updates as needed within 90 days of contract award.

b. Presentation Material as needed one week before TIM.

c. Analysis and/or experiment test results as needed

2. Software and Hardware as appropriate.

OTHER RELEVANT INFORMATION:

1. The program security classification for the resulting contracts will be classified.

2. ITAR/Export Control: Status Reports, Presentation Materials, the Final Technical Report, and the detailed SCA operating reports are subject to ITAR restrictions. DD Form 2345 is required.

3. Foreign Nationals: Offerors must provide a copy of a Green Card or a Visa and a completed I-9 with the proposal if Foreign Nationals will be working on the contract.
