REQUIREMENT DESCRIPTION: AFRL is soliciting proposals under SPACE BASED IMAGING CONCEPTS, Topic 3 of the Broad Agency Announcement VS-07-07, posted on 9 May 2007. Under this call Air Force Research Laboratory is seeking to conduct basic analysis, physics-based modeling and simulation, and experimentation that enable evaluation of space-based phenomenologies or payload technologies that provide innovative detection and sensing for the Space Situational Awareness (SSA) mission area.

Program Description:

In AFRL/RVSS, the Space Situational Awareness Integration Group (SSAIG) provides integrated guidance and systems engineering support to all management levels of the Space Vehicles Directorate (RV), including Technical Area Leads and AFRL Program Managers, for RV R&D efforts related to the SSA Mission. The SSAIG produces SSA phenomenology and technology analyses, employs comparative trade studies between components and system concepts, provides traceability of RV efforts to war-fighter needs, and rapidly incubates new ideas, technologies, and integrated solutions for current and future SSA mission needs.

The above SSAIG objectives are enabled through combined experimentation, modeling, simulation & analysis efforts, such as the MESSA (Multi-Spectral Exploitation for SSA) program. The MESSA Program executes these functions to identify and assess multi-sensor exploitation methods for characterization of space objects. The program validates predictive modeling capabilities using data from known space objects by exploiting multi-sensor space object signatures (both pre- and post-launch) generated for a range of parametric variations. This research also seeks to establish a database of space object signatures, and to define signature relationships to potential space asset threat recognition.

As such, the scope of effort could include but, is not limited to:

1) Systems Engineering analysis of SSA and Space Protection requirements, functional decompositions, technology roadmaps, system concepts and architectures, and results from other government-led studies.

2) Conduct Laboratory and Field Measurements (optical, radiometric, and polarimetric) of satellite and material targets under government-specified environmental conditions; develop hardware and software elements that enhance or expedite experiments.

3) Modeling, Simulation, and Analysis of physical phenomena & signatures, integrated components and system architectures for SSA and Space Protection missions; integrate field measurements into existing models and simulations; verify, validate, and assess limitations of available models and data-taking techniques.

4) Integration and Test of breadboard, prototype, and advanced hardware and software relevant to SSA and Space Protection missions into systems, simulations and experiments; this also includes facility planning and maintenance related to integration & test, and execution of satellite imaging and measurement experiments.

5) Program Management of the technical progress of this effort, and documentation of results and experimental data, as required.

Goals A. Identify high-value, high-impact sensing modalities that contribute to understanding of physical and functional properties of resident space objects and the space environment.

B. Develop components, technologies and system concepts that exploit identified phenomenologies and improve expected mission performance metrics.

C. Advance state-of-the-art models that predict spectral signatures of components and integrated objects in space.

D. Develop new analytical and experimental methods to improve Air Force capability to model, simulate, and evaluate SSA technologies.

SA&P Metrics A. Demonstrated understanding of SSA mission threads, current systems, requirements and architectures, theoretical models & analysis methods, and modeling and simulation tools; demonstrate how these elements may be integrated to achieve the stated goals within resource constraints.

B. Demonstrated ability and expertise in conducting spectral signature measurements of extended objects (including mono-static and bi-static of coupons and complete satellites or satellite mock-ups).

C. Expertise in generating, improving, verifying, and validating models used for performance evaluation or spectral signature prediction.

D. Degree of knowledge in developing space-based sensor components and systems technologies for space-qualified evaluation and launch into orbit on a satellite bus.

Prospective offerors are encouraged to contact the Technical Point of Contact to verify interest in the effort to be proposed as well as obtain restricted, classified or unclassified goals of the call.

Successful offerors will completely address the perceived necessary work elements for success (initial studies, modeling, test engineering, simulation, metric analysis, risk assessment, etc.) and research areas to provide novel solutions, architecture requirements and recommendations, design, fabrication, packaging, and testing of any proposed components or systems.

ANTICIPATED FUNDING: Anticipated funding for this CALL (not per contract or award) is: FY11 = $500K; FY12 = $1.2M; FY13 = $1.2M; FY14 = $1.2M. This funding profile is an estimate only and will not be a contractual obligation for funding. All funding is subject to change due to government discretion and availability.
