AMENDMENT 03, CALL 0001
Please be advised that the following changes apply to CALL 0001:
This CALL is revised to be considered CLASSIFIED/UNCLASSIFIED. Please review all “Other Relevant Information.”
SECURITY POINT OF CONTACT: The security point of contact for this CALL is Joseph L. Peel, (505) 846-9686.
PROPOSAL DUE DATE AND TIME: The due date for proposals submitted in response to the CALL is no later than 4:30 p.m. MDT on 17 January 2007. Proposals for any other technology area identified in the baseline BAA will not be accepted at this time unless a CALL for proposals in that specific area is open. Proposals received after the due date and time shall be governed by the provisions of FAR 52.215-1(c)(3).
ANTICIPATED AWARD DATE: 28 February 2007.
OTHER RELEVANT INFORMATION:
1. Program security classification for this call is CLASSIFIED unless ANGELS-like applications are proposed. This acquisition involves data that are subject to export control laws and regulations. A foreign disclosure review of the technical data has been accomplished and technical data are subject to export controls. All perspective offerors shall have appropriate clearances to participate in this acquisition. The availability and commitment of adequately cleared personnel, required facilities, automated information system (AIS) and communications to support the effort in a timely and acceptable manner at the appropriate level of classification is required.
2. ITAR/Export Control: This CALL is subject to U.S. Export Control Laws. Only offerors who are certified by the Defense Logistics Information Service (DLIS) may submit proposal. This effort may require access to and processing of classified information up to and including SCI. Please contact the technical POC if you anticipate a proposal at the SCI level. This acquisition involves data that are subject to export control laws and regulations. It is anticipated that awards will be classified up to SECRET/NOFORN with limited access. It is anticipated that portions of the work may be classified up to a level of SCI. All deliverables will be classified up to a level of SECRET/NOFORN.
Foreign owned firms are advised that they are excluded from proposing.
It is anticipated that a DD Form 254, Contract Security Classification Specification, with a classification level of SCI, may be required during the performance of this effort.
SPECIFIC PROPOSAL PREPARATION INSTRUCTIONS
1. All classified marking and handling procedures must be followed in the preparation and submission of the proposals. It is the proposer’s responsibility to allow for adequate time in the submission of the proposals to support these procedures.
2. Submit with a cover letter, an original and three copies of the technical proposal and the cost/business proposal. The proposals must be in separate volumes. In addition to the technical and cost/business volumes, please submit the cost proposal on a 3.5” diskette or CD, IBM PC compatible, Microsoft Excel (2000 or later version) files and all cell formulas.
3. Submit proposals to AFRL/VSSV, 3550 Aberdeen Ave SE, Kirtland AFB, NM 87117-5773. On the inside wrapper attention the package to Robbie Robertson. All classified sections of the proposal shall be sent registered, utilizing appropriate methods for wrapping, shipping, storage, and handling. Proposal sent to any inappropriate address are ineligible for award. Proposal sent via facsimile or electronic means will not be accepted.
4. Cover Letter: A cover letter shall accompany each proposal. The cover letter shall be unclassified. The cover letter shall reference this BAA number, a statement the proposal is valid for 90 days, provide technical and contracting points of contact, CAGE code, and include statement indicating if the firm is a Small Business, a Socially and Economically Disadvantaged Business, an 8(a) Certified Business, a HUBZone certified business, a Woman-Owned Business concern, a veteran-owned small business, or a service-disabled veteran-owned small business. Large Business offerors should submit a subcontracting plan with their proposal in accordance with FAR 19.704. The proposal must be signed and dated by an authorized official of the organization.
5. Technical Proposal: The technical proposal may be classified up to the SECRET/NOFORN level. All marking and handling procedures shall be followed in its preparation and submission.
6. Content: Offerors shall provide a security plan that demonstrates the availability and commitment of adequately cleared personnel, required facilities, AIS and communications to support the effort in a timely and acceptable manner at the SECRET/NOFORN level and up to the SCI level (if the contract is to be performed on base then AIS at the SCI level is provided through DETI)(Few contractors have SCI ability at their site). Also, should demonstrate compliance and management commitment with the National Industrial Security Program Operating Manual (NISPOM) or NISPOM Supplement, DOD 5220.22-M-Supl, dated February 2006. All offerors must provide a copy of the offeror’s approved DD Form 2345, Military Critical Technical Data Agreement. Failure to do so shall be grounds for eliminating a proposal from consideration.
7. Cost Proposal: The Government anticipates award of a Cost Plus Fixed Fee (CPFF) – Completion contract. The cost proposal shall be unclassified. Should any backup cost data provided contain classified information, then it should be provided under a separate cover and marked appropriately.
