About this file
This is Addendum #3 to the sealed bid package for the Jackson-Lane Memorial Park Pavilion construction project issued by the City of DeLand, Florida Finance Department. The addendum clarifies technical specifications and design details for the construction of a new pavilion with restroom facilities located at 720 N. Frankfort Avenue in DeLand. Key clarifications include confirmation that central walls are unreinforced 4-inch concrete masonry unit partitions laid on the slab on grade with 4-inch by 8-inch T-type joint reinforcement connecting to exterior walls, specifications that the exhaust fan be installed above bond beam BB2, revision of the sanitary sewer design to connect to an existing 6-inch lateral clay pipe located 165 feet east of the originally proposed manhole location to accommodate pedestrian and traffic concerns on Pennsylvania Avenue, confirmation that the concrete walkway centerline measures 70 feet 3 inches, clarification that downspouts discharge onto grade rather than onto the concrete slab, specifications that epoxy finish be carried as a coved base on all bathroom walls to 4 inches above finished floor, confirmation that wall-hung fixtures require carriers, and clarification regarding electrical panel installation with required cell grouting. Additional clarifications address rebar dimensions as a means and methods determination, central wall tie connections, fixture installation requirements, concrete joint detailing per revised civil plans, finish schedules, structural section references, grout requirements for electrical panels, and coordination with Duke Energy for electrical supply connections.
The proposal opening date and time remains February 5, 2026, at 3:00 p.m., with all other terms and conditions of the original bid package unchanged. Contractors are required to acknowledge receipt of Addendum #3 with their bid submission. The addendum includes revised civil plans as attachments and directs bidders to reference specific plan details and sections for complete design information. This addendum serves to resolve design conflicts, clarify construction methodology, and provide updated site conditions information prior to bid submission.

January 29, 2026 Addendum #3
TO ALL PROSPECTIVE CONTRACTORS
This is an Addendum to and shall be considered as part of the original Bid package for the above-mentioned Bid. Contractors are requested to acknowledge receipt of this Addendum with their
Submission.
CLARIFICATION TO QUESTIONS ASKED RECEIVED:
1. Q: Confirm the dimensions of the rebar, including the mains and stirrups.
A: This is a means and methods of construction question. Rebar fabricator to determine based on required clearances.
2. Multi-part question & answer below:
I. Q: According to details C1/S301, 1/A013, and 4/A015, the central walls will be 4" non-load bearing CMU. How can the wall be reinforced according to detail EE/502 since it has no foundation?
A: These are unreinforced partitions which are laid off the slab on grade.
II. Q: How would this wall be tied to the exterior walls?
A: GC/Mason to provide 4" x 8" "T" type joint reinforcement. See detail A-A on S002.
III. Q: Would this central wall have a finish similar to the exterior walls, such as GF-304?
A: See detail 3/A014
IV. Q: Will the carriers be installed inside the wall?
A: Wall hung fixtures will require carriers.
3. Q: According to details 6/A014 and 10/A014, the exhaust fan would be intercepting bond beam BB2. Is there a solution for reinforcement?
A: Install exhaust fan above bond beam.
4. Q: Pennsylvania Ave is not wide enough to flag and get to the manhole. For pedestrians, how do you plan on getting pedestrians around the work zone? There is no sidewalk on the other side of the road so we cannot detour pedestrians.
A: Please see TTC/MOT FDOT Index 102-601 in the revised civil plans. The sanitary sewer design has been revised to connect to an existing 6” lateral clay pipe located 165’ east of the previously proposed manhole location. This connection point has been marked at the site.
Please note the required trenching will cross the existing asphalt millings parking lot.
5. Q: Please confirm the length of the walkway.
A: The dimensions of the walkway are located on the civil plans. However, centerline of the concrete walkway is 70’ 3”.
6. Q: The plan does not mark the expansion joints, cut joints, or concrete termination in the different areas.
A: Please see Concrete Sidewalk detail in the revised civil plans.
January 29, 2026 Addendum #3
7. Q: Will the downspouts drain water directly onto the concrete slab, or will drainage systems be installed that are not shown on the plans?
A: Downspouts to discharge onto grade.
8. Q: Multi-part question & answer below:
I. Q: Will the epoxy only be applied to the bathroom floors?
A: Carry epoxy as a coved base, all walls, to 4” A.F.F.
II. Q: If so, what are its characteristics?
A: Carry epoxy as a coved base, all walls, to 4” A.F.F.
III. Q: Is there a finish schedule?
A: All finish information is provided on the plans, details and within specifications.
9. Q: Wall section 10/A014 contradicts what is stated in B1/S201, 6/A014, and note 7 of S01 regarding the foundation and the use of concrete slab keyway.
A: Follow structural section.
10. Q: Detail 5 and 6/A015 reflects misinformation. (Missing 2 x PT girders on the bottom of rafters)?
A: Follow structural details.
11. Q: Will sinks and toilets be installed using carriers?
A: Wall hung fixtures will require carriers.
12. Q: The pavilion is located with axis line 1 on the north side (as shown on the electrical plan), but according to the electrical site plan, the main outlet would be in a different direction.
A: Use civil plan for orientation.
13. Q: The electrical panel will be installed inside the block, but in the same location. Should the cells be filled with grout? See E101 and S002.
A: Provide grout in cells of wall for installation of electrical panel.
14. Q: Will the cost of the electrical connection to the pole and transformer be covered and contracted by the city?
A: All electrical supply fees and work need to be verified and coordinated with Duke Energy.
Please include these costs in your bid.
15. Q: Foundation plan key note 1 - Will there be two L bars in each corner of the slab? Or two diagonals?
A: Reentrant corner bars are not required in monolithic slabs note can be omitted.
16. Q: Foundation plan key note 2 - Slab depression detail F4/S201 does not exist.
A: This is a typical detail if needed.
17. Q: Should the Precast Beams (PB) have the same lighting and texture despite being from different manufacturers? Or should another solution be used and the blocks installed according to the design?
A: Lintels are to be sealed and painted.
18. Q: The plans call for the water main to be rerouted around the building, there is an existing sanitary service. Is it to be rerouted as well?
A: Please see the revised civil plans.
