About this file
This is Addendum #1 to the sealed bid package for the Jackson-Lane Memorial Park Pavilion construction project issued by the City of DeLand, Finance Department in Florida. The addendum addresses ten clarification questions submitted by prospective contractors regarding project scope, schedule, site conditions, and specifications. Key project details include a three-month timeline to substantial completion, a proposal opening scheduled for January 29, 2026 at 3:00 p.m., and a question cutoff date of January 22, 2026 at 5:00 p.m. The pavilion will be constructed west of the existing parking lot at Jackson-Lane Memorial Park, and the park will remain open during construction with designated work zone fencing required to restrict public access. Temporary use of a section of the parking area for staging, delivery, and storage is permitted provided it is restored to its original condition before project completion. Pre-fabricated pavilion kits are acceptable if all materials and dimensions comply with required specifications and receive architect approval from JL2.
The addendum clarifies that existing site furnishings including picnic tables and trash receptacles will be moved by contractors, while the city will handle relocation of the mounted pet waste station and wooden parking area fence if necessary. Federal prevailing wage requirements apply to the project as detailed in bid specifications, and electrical service connection will be from the nearest existing power pole located southeast of the property, serviced by Duke Energy. Contractors must provide temporary fencing to secure the work zone, comply with Davis-Bacon prevailing wage standards, and maintain accessibility to all park areas outside the immediate construction zone. No engineer's cost estimate or project budget information was provided to bidders. All other terms and conditions from the original bid package remain unchanged.

January 21, 2026 Addendum #1
TO ALL PROSPECTIVE CONTRACTORS
This is an Addendum to and shall be considered as part of the original Bid package for the above-mentioned Bid. Contractors are requested to acknowledge receipt of this Addendum with their
Submission.
CLARIFICATION TO QUESTIONS ASKED RECEIVED:
1. Q: What is time frame of project?
A: 3 months substantial completion.
2. Q: What is cutoff time for questions?
A: January 22, 2026 @ 5:00 P.M.
3. Q: What is the exact location on property?
A: West of parking lot.
4. Q: Will present federal wage be listed in specs?
A: Located in bid specifications.
5. Q: Will the park (playground, parking area, basketball court) remain open during construction?
A: Yes; the park will remain open during construction. The parking area, playground, basketball court, and all areas outside of the immediate work zone are to remain easily accessible to citizens during construction. If necessary, a section of the parking area can be utilized for staging/delivery/storage and must be restored to the same condition or better before construction is completed. The exact dimensions of the parking area to be utilized can be discussed with the city once the project is awarded.
6. Q: Will Temporary Fencing be required to enclose the worksite?
A: Yes. Since the park functions primarily as a playground, a fence is necessary to restrict access and maintain a secure work zone.
7. Q: Can a pre-fabricated kit be utilized for the construction of the Pavilion?
A: Yes; a pre-fabricated kit is acceptable provided that all materials, dimensions, and related specifications comply with the required standards. The Architect (JL2) will need to review/approve the details of the proposed kit as the City reserves the right to reject materials that fail to meet specified quality or technical requirements.
8. Q: Will the existing site furnishings (pet waste station, picnic tables, trash receptacles, etc…) be relocated?
A: The picnic tables and trash receptacles are not mounted, are light-weight, and can be easily moved out of the work zone. The City will relocate the mounted pet waste station if necessary.
9. Q: Will the wood fence for the existing parking area remain?
Jackson-Lane Memorial Park Pavilion B-26-04
January 15, 2026 Addendum #1
A: Yes; the existing wooden fence around the parking area is to remain. If temporary removal of the fence is necessary for access, storage, etc., the City will disassemble, store, and re-assemble the wooden fencing materials.
10. Q: Please provide a location for the electrical point of connection.
A: The nearest existing power pole is located at the southeast of the property and is identified on the Civil and Electrical drawings. Duke Energy is the service provider.
11. Q: Can you provide a project budget/ Engineers estimate/ probable cost of construction for the project?
A: An engineer’s cost estimate is unavailable for this project.
Please note that the proposal opening date and time remains January 29, 2026 @ 3:00 P.M.
All other terms and conditions remain unchanged.
Sincerely, Corey McMillen, CPPB Purchasing Manager
