About this file

This document is Addendum #1 for the Littleton Circle Drainage & ADA Repairs project (Bid No. B-25-07) issued by the Finance Department of the City of DeLand, Florida, dated April 21, 2025. The addendum provides clarifications to prospective contractors regarding specific bid requirements, including guidance on as-built plans, tree stump management, and project expectations. The proposal opening date remains April 29, 2025, at 2:00 P.M., with no changes to the original bid terms and conditions.

The addendum addresses three key contractor questions: (1) as-built plans are to be signed and stamped upon project completion, (2) stump removal will be handled on a case-by-case basis with contractors required to provide line-item costs for both stump grinding and removal, and (3) the city has not provided an engineer's cost estimate for the project. Notably, the document indicates flexibility in stump management, requiring removal only when new trees are to be planted in the same location, and allowing grinding in other instances. The purchasing manager, Corey McMillen, signed the addendum, emphasizing the document's official nature and providing clear guidance for bidders.

April 21, 2025 Addendum #1

TO ALL PROSPECTIVE CONTRACTORS

This is an Addendum to and shall be considered as part of the original Bid package for the above-mentioned Bid. Contractors are requested to acknowledge receipt of this Addendum with their

Submission.

CLARIFICATION TO QUESTIONS ASKED & RECEIVED:

1. Q: Why is it recommended to have signed and sealed as-builts by a surveyor for the bid package?

Isn’t this something that is done after the job completed?

A: Signed and stamped as-built plans are required once construction is completed.

2. Q: Do we have to remove the stumps, or can we grind them down and leave them in place?

A: Stumps will need to be addressed on a case-by-case basis along with the locations of the replacement trees. Contractors will need to provide line-item costs for both Stump Grinding and Stump Removal. If a tree is required to be placed back in the same location, the stump would need to be removed to make room for the new tree. In the locations that the stumps can be ground down, they just need to be low enough to place a layer of soil and sod on top.

3. Q: What is the Engineer’s Estimated Value for this project?

A: We do not have an engineer cost estimate.

Please note that the proposal opening date and time remains April 29, 2025 @ 2:00 P.M.

All other terms and conditions remain unchanged.

Sincerely, Corey McMillen, CPPB Purchasing Manager
