About this file

This document is Addendum #1 for the Littleton Circle Drainage & ADA Repairs project (Bid B-25-07) issued by the Finance Department of the City of DeLand, Florida, dated April 21, 2025. The addendum provides clarifications to prospective contractors regarding the bid package, with the proposal opening date and time remaining April 29, 2025, at 2:00 P.M. The addendum addresses three key questions from potential bidders, including guidance on as-built plans, stump removal/grinding requirements, and confirmation that no engineer's cost estimate is available.

The addendum specifically clarifies that signed and stamped as-built plans are required only after construction is completed. For stump management, contractors must provide line-item costs for both stump grinding and stump removal, with the approach determined on a case-by-case basis depending on tree replacement locations. If a tree is to be replanted in the same location, the stump must be fully removed; in other locations, stumps can be ground down sufficiently to allow for soil and sod placement. All other terms and conditions of the original bid package remain unchanged, and contractors are requested to acknowledge receipt of this addendum with their bid submission.

April 21, 2025 Addendum #1

TO ALL PROSPECTIVE CONTRACTORS

This is an Addendum to and shall be considered as part of the original Bid package for the above-mentioned Bid. Contractors are requested to acknowledge receipt of this Addendum with their

Submission.

CLARIFICATION TO QUESTIONS ASKED & RECEIVED:

1. Q: Why is it recommended to have signed and sealed as-builts by a surveyor for the bid package?

Isn’t this something that is done after the job completed?

A: Signed and stamped as-built plans are required once construction is completed.

2. Q: Do we have to remove the stumps, or can we grind them down and leave them in place?

A: Stumps will need to be addressed on a case-by-case basis along with the locations of the replacement trees. Contractors will need to provide line-item costs for both Stump Grinding and Stump Removal. If a tree is required to be placed back in the same location, the stump would need to be removed to make room for the new tree. In the locations that the stumps can be ground down, they just need to be low enough to place a layer of soil and sod on top.

3. Q: What is the Engineer’s Estimated Value for this project?

A: We do not have an engineer cost estimate.

Please note that the proposal opening date and time remains April 29, 2025 @ 2:00 P.M.

All other terms and conditions remain unchanged.

Sincerely, Corey McMillen, CPPB Purchasing Manager
