SPECIFICATIONS:
NOTE: The term “Contracting Officer” used throughout these Specifications means "Contracting
Officer or authorized representative(s) acting within the scope and authority of a written appointment memorandum issued by the Contracting Officer” per Federal Acquisition
Regulations.

1.1 WORK COVERED BY CONTRACT DOCUMENTS
A. Project Location: Klondike Gold Rush National Historical Park, Maintenance Facility and
Garage. Buildings are located at the corner of Alaska Street and First Avenue in Skagway, AK.
B. The Work is described in the attached plans and specifications and shall include furnishing complete and usable systems consisting of:
1. Replacement of the HVAC system for the maintenance building complex, comprised of an existing 500,000+ BTU/hr fuel-oil fired boiler located in Mechanical Room 103 which distributes heat via a glycol mix to spaces including: 6,038 sf KLGO Maintenance Building and office addition, an 1,800 sf Maintenance (Trails) Garage, and 1,620 sf Curatorial
Storage Building via numerous terminal heat distribution units and associated appurtenances. Work in the Maintenance Building includes demolition, disposal, and replacement of all heating and plumbing equipment, piping and all associated appurtenances in 103 Mechanical Room. Glycol mix in all heating system distribution pipe shall be drained, disposed of, and replaced. Domestic hot and cold water distribution pipe from the Mechanical Room to bathroom group shall also be demolished. Base bid scope includes reuse of existing terminal heat distribution piping and units in the
Maintenance Building and Office Addition.
2. Work in Maintenance (Trails) Garage includes demolition, disposal and replacement of two air handling units and all associated appurtenances and piping as well as ductwork.

Exterior penetration/louvers to be retained/reused. Work in the Trails Garage also includes demolition, disposal, and replacement of two ceiling-suspended unit heaters including all adjacent appurtenances including unions, flexible connectors, drain valve and hose connector with cap, isolation ball valves, flow control valves, two-way valves, balancing valves, auto air vents, and coin vents. Demolition shall include removing isolation dampers, all-thread hangers, seismic anchors, wall and floor anchors. Contractor may propose reuse of unistrut c-channel and hanger mounts for approval by NPS as a value-engineering proposal where Contractor’s seismic layout/configuration makes reuse of existing mounts feasible. Demolition and replacement of hanging devices’ power conductors shall be to nearest junction box. Repairs associated with demolition shall include capping the pipe at the nearest main branch, patching and repairing penetrations in wall, and shall also include touch up painting.
New installations are: new boilers, new air handling units, new power to new units including new electrical breakers in Panel M and Panel G1, new hot and cold water distribution pipe to bathroom group, new hot water generator, new circulating pumps and associated other appurtenances identified on the attached plans and specifications to result in a complete HVAC system to include Testing and Balancing to ensure proper and efficient system functionality.
3. OPTION ITEM 1: Contractor shall demolish and replace existing heating terminal units and appurtenances including:

Demolition of units shall include all adjacent associated appurtenances including unions, flexible connectors, drain valve and hose connector with cap, isolation ball valves, flow control valves, two-way valves, balancing valves, auto air vents, and coin vents.
Demolition shall include removing isolation dampers, all-thread hangers, seismic anchors, wall and floor anchors. Contractor may propose reuse of unistrut c-channel and hanger mounts for approval by NPS as a value-engineering proposal where Contractor’s seismic layout/configuration makes reuse of existing mounts feasible. Repairs associated with demolition shall include patching and repairing penetrations in wall, and shall also include touch up painting.
C. Period of Performance: Overall Period of Performance is from time of award through
October 31st, 2025.
1. Work on the Maintenance Facility and Maintenance Garage (Base Bid) can begin any time After the award of the contract through October 31st, 2024.
2. Work that requires the heating systems to be offline for more than 2 hours is
Prohibited from Nov 1st, 2024 and March 31st, 2025 due to subfreezing temperatures.
Should work need to be con-ducted during this time period for an extended period of time

that is not caused by the owner, it will be the vendors responsibility to supply heat to maintain a minimum of 55 degrees F and control humidity as necessary at their expense.
Preferred timing for replacing the Climate Control System in the Curatorial
Storage Building (Option Item 2) is during the months of May and June.
3. Decision whether to Exercise Options #1, #2 or both will be made on or before
November 15th, 2024.
1.2 WORK UNDER OTHER OPTION 2:
A. Preceding or Concurrent Work: Government will award a separate contract for replacement of the heating and ventilation system for the Curatorial Storage Building. Those operations may be conducted prior to or simultaneously with work under this Contract resulting in additional construction operations on the Project Site.
1.3 GOVERNMENT-FURNISHED MATERIALS
1. NONE
1.4 CONTRACTOR USE OF SITE
A. General: Contractor shall have limited use of site for construction operations. Limit use of premises to Mechanical Room 103. Coordinate use of the Maintenance (Trails) Garage to identify work areas and times between 7 am and 5 pm that will be affected by contractor activities so NPS employees can plan for base bid activities and for Additive Bid activities. Do not disturb portions of Project site beyond areas in which the Work is indicated. No site disturbance, including earthwork and clearing of vegetation is permitted.
B. Security: As a user of an NPS facility, the Contractor is responsible for keeping doors closed and otherwise acting to prevent unauthorized entrance, vandalism, theft, and similar violations of security.
C. Delivery of Materials: Contactor shall have a representative on site to receive material deliveries, and the contractor shall remain responsible for all material deliveries whether or not their representative is on site at the time of delivery or not. Contractor shall utilize the overhead door in Finish Shop 101 for movement of materials in and out of the Maintenance Building.
D. NPS Equipment: Government-owned equipment is not available for Contractor’s use to accomplish any Work.
E. Storage of Materials: Store products that are subject to damage by the elements, under cover in a weathertight enclosure above ground, with ventilation adequate to prevent condensation.
Materials may be stored in a designated 8’x 6’ area inside the Maintenance Facilities. Confine storage of materials to locations shown in the image below or in locations off site. Transport, handle, and store materials and equipment in accordance with the manufacturer’s written instructions, and in a secure manner.

F. Parking: Parking of contractor vehicles is not provided on site. Street parking is available in the immediate vicinity for periods up to 30 days if used in accordance with Municipality of Skagway
Traffic Code. No need to block off or obstruct streets for Temporary Use is anticipated for this project.

G. Driveways and Entrances: Keep driveways and entrances serving premises clear and available to
Government employees, and emergency vehicles at all times.
H. Full Government Occupancy: Government will occupy buildings under construction during the entire contract period. Cooperate with Government during construction operations to minimize conflicts and facilitate Government usage. Perform Work so as not to interfere with Government's day-to-day operations. Maintain access to existing exits, walkways, corridors, and other adjacent occupied or used facilities. Do not close or obstruct walkways, corridors, or other occupied or used spaces outside of the Mechanical Room without written permission from Contracting
Officer. Within the Mechanical Room, Contractor shall maintain access to Electrical Room 104 through Mechanical Room at all times.
1.6 CONDUCT OF OPERATIONS
A. Contractor shall conduct their operations in conformance with rules and regulations promulgated by the Secretary of the Interior for the National Park Service, and applicable park rules and regulations prescribed by Park Superintendent.
B. Work on Saturdays, Sundays, Federal holidays or at night may not be performed unless stated in the Work Restrictions below or without prior consent from the Contracting Officer. Submit requests 3 calendar days in advance of the work to the Contracting Officer for approval.
1.7 WORK RESTRICTIONS
A. On-Site Work Hours: Work shall be generally performed during normal business working hours of 7 a.m. to 5 p.m., Monday through Friday, except when otherwise indicated.
1. Hours for noisy activities: Contractor shall follow Skagway Municipal Code Chapter
9.03.02 Noise Control and shall not operate or cause the operation of any tools or equipment used in construction, drilling, repair, alteration or demolition work so that the sound there creates a noise disturbance across a residential real property boundary between the hours of 10:00 p.m. and 6:00 a.m. during the construction season (from April 1 through
October 31, both dates inclusive), between the hours of 10:00 p.m. and 7:00 a.m. during the other months.
No person shall load, unload, open, close or otherwise handle boxes, crates, containers, building materials, garbage cans or similar objects between the hours of 10:00 p.m. and
7:00 a.m. the following day in such a manner as to cause a noise disturbance across a residential real property boundary.
B. Existing Utility Interruptions: Do not interrupt utilities serving facilities occupied by Government or others unless approved in advance:
1. Notify Contracting Officer not less than two business days in advance of proposed utility interruptions.
2. Do not proceed with utility interruptions without Contracting Officer’s written permission.
C. Non-smoking Building/Tobacco Use/Vaping: Smoking is not permitted within building or within
75 feet of entrances, operable windows, or outdoor air intakes.
2. CONTRACT MODIFICATION PROCEDURES
A. Section consists of administrative and procedural requirements for contract modifications.
2.1 DEFINITIONS AND ALLOWANCES
A. Home Office Overhead: Costs incurred in support of all of a contractor’s projects and not attributable to a specific job. The cost for home office overhead is only allowed as a percentage

of all direct work excluding profit. The following items represent allowable home office overhead costs identified in Part 31 of the Federal Acquisition Regulation (FAR):
1. Rent

3. Furnishings
4. Office equipment
5. Executive and management staff not exclusively assigned to the project
6. Support, accounting, and administrative staff
7. Preparation of cost proposals, estimating, and schedule analyses connected with
Modifications
8. Estimating and preconstruction services
9. Mortgage costs
10. Real estate and corporate taxes
11. Automobile maintenance and travel costs for home office personnel
12. Home office insurances i.e. structure, automotive, umbrella, flood, etc.
13. Depreciation of equipment and other assets
14. Home office supplies (paper, staples, etc.)
15. Legal services
16. Accounting and data processing
17. Professional fees/registration
B. General Conditions (Field Office Overhead): Management and administrative costs incurred on site for the designated project. Costs associated with preparation of modifications will not be allowed. Costs for these items are to be included only in the general conditions of the modification estimate. Only in the case of a contract time extension are additional general conditions included in modifications. The following items, if applicable, are considered allowable costs for calculating
General Conditions:
1. Project Manager (PM), Assistant Project Manager
2. Superintendent, Assistant Superintendent
3. Quality Control, Safety Officer, Environmental Manager, etc.
4. Engineers
5. Travel, lodging, and per diem (as established by Federal Travel Regulations)
6. Scheduling
7. Field Office Trailers and associated temporary utilities
8. Field office supplies
1. Mailing and couriers
2. Reproduction costs
3. Storage
4. Phones
5. Computers
6. Copiers
1. Personal vehicles i.e. Superintendent Pickup trucks
C. General Requirements: Costs directly associated with the project and are necessary to perform the actual work of the modification. These costs shall be shown as direct costs in the estimate.
The following items, if applicable, are considered allowable costs for calculating General
Requirements:
1. Hoisting

D. Personnel Costs: Costs included in the modification must only be for General Conditions staff and workers actually present and working on project site. Modification costs for salaried workers are only allowed within the structure of a 40-hour week and no overtime or holiday pay will be allowed.
2. Worker Hourly Rates are costs directly associated with the individual worker and consist of the following:
1. Base Rate: The hourly rate paid directly to the worker
2. Labor Burden: Employer payments of all applicable burdens; includes insurance and taxes the business must pay on behalf of the worker to government entities and educational forums, such as:
i. Social Security
ii. Medicare
iii. Workers Compensation – Policy and company calculation to be made available.
iv. Federal Unemployment Tax Act (FUTA) - Cap Rate and percentage to be proportionally allocated over one year.
1) State Unemployment Tax Act (SUTA) - Cap Rate and percentage to be proportionally allocated over one year.
2) Union agreement costs - Other costs required under an enforceable collective bargaining agreement.
3. Fringe Benefits: Various non-wage compensations provided to employees such as:

5) Clothing
6) 401K and Pensions
7) Vehicle allowances
8) Gas allowance
9) Life insurance premiums
10) Disability insurance
11) Other Fringe Benefits required under an enforceable collective bargaining agreement
E. Bonuses or Deferred Compensation: No Bonus or Deferred Compensation will be allowed within any components of pricing including Home Office Overhead, General Conditions, General
Requirements, Hourly Worker Rates, or the direct costs of work.
F. General Liability Insurance: An insurance policy that protects Contractor from claims resulting from bodily injury or property damage to a third party. Include as a separate line item within all modification proposals and provide a current insurance quote upon request.
G. Performance and Payment Bonds: A performance bond is a surety bond issued by an insurance company or bank to guarantee satisfactory completion of a project. The Payment Bond guarantees the Contractor will pay the labor and material costs incurred. Banks and Insurance companies charge a premium for individual project based on a sliding scale related to the size of the project.
Include as a separate line item in modification proposals and provide current company bonding rates upon request.

H. Builder’s Risk Insurance: Covers the contractor’s loss due to fire, high winds, or other natural forces. Not reimbursed by the National Park Service (NPS) and shall not be included in modification proposals.
2.2 MODIFICATION PROPOSAL PRICING REQUIREMENTS
A. General:
1. Proposal be received in the format and within the time frame specified in the Request for Proposal (RFP) letter. Costs or delays resulting from failure of contractor to submit within the time frame specified will not be compensable.
2. Proposal shall be detailed with itemized lists of equipment, materials, labor, production rates, overhead, profit, and bond markup for each item. Labor costs must be itemized by craft and hourly rate, including Fringe Benefits and Labor Burden. If the costs of
Fringe Benefits and Labor Burden are not itemized, it is assumed they are included in the hourly rate shown, or contractor is not requesting reimbursement. Contractor may utilize the government provided Contractor Estimate Form, or their own form, provided that it contains the same information and level of detail as the Government’s form.
3. Requests for extensions of contract time as a result of change must be justified with a
Time Impact Analysis. TIA and associated costs shall be received with the proposal by the date shown within the Request for Proposal letter. Contractor’s failure to submit within the specified time frame will be construed as the Contractor waiving right for additional time and no time extension will be allowed.
4. All supporting documentation used to justify the proposed modification will be made available to the Contracting Officer (CO) upon request.
5. Contractor shall review and approve all subcontractor/supplier pricing in detail for proper format, scope, production rates, and pricing prior to submission to NPS. All delay costs associated with not reviewing and approving subcontractor/supplier pricing will be borne by the Contractor.
6. All pricing and production rates within the estimate must be based on fair and reasonable pricing and cannot include built-in contingency.
B. Labor:
1. Contractor shall estimate cost of labor by itemizing each craft involved, indicating worker hourly rate (base rate + labor burden + fringe benefits) for each and itemizing hours required for each craft directly engaged in modification work. Any work proposed requiring overtime work or premium pay shall be itemized separately. Rates shall be in accordance with the Davis-Bacon Act or Service Contract Labor Standards as incorporated herein. Labor Burden may include payroll taxes, Social Security, unemployment insurances, workers compensation insurance, Federal Insurance
Contributions Act (FICA), FUTA, and other direct costs resulting from Federal, State or local laws.
2. Itemize labor costs for equipment operators separate from equipment costs.
3. Labor cost for foremen shall only be costs for related work required for the modification.
C. Materials:
1. Estimated cost for materials shall include quotes from multiple sources. Material prices shall include applicable fees and credits, including but not limited to, sales tax, freight and delivery charges, and tax rebates.
2. No markup shall be applied to any material provided by NPS.
D. Equipment:
1. Equipment used for the project must be appropriately sized for work being performed.

2. Do not include costs for "miscellaneous tools and equipment", in your proposal for a replacement value of $500 or less. Costs shown in excess of $500 shall be broken out separately.
3. Regardless of ownership, rates to be used in determining equipment rental costs shall be the lowest cost from one of the following sources:
a. United States (U.S.) Army Corps of Engineers, Ownership and Operating Expense
Schedule (use latest edition and applicable region)
b. Construction Blue Book
c. Local equipment rental rates, documented by actual invoice charges, or itemized vendor quotes.
4. Estimated equipment rates shall include operating costs of all fuel, oil, lubrication, supplies, small tools, necessary attachments, ground engaging components, tires and tracks, routine repairs and maintenance (cost of major repair and overhaul is not allowed per Federal Acquisition Regulation (FAR) 31.105(d)(2)), depreciation, storage, insurance, and all incidentals. Mobilization, if applicable, may be included for equipment solely used on the modification work but must be listed separately.
5. Estimate full rate for equipment only for duration that equipment will be utilized to accomplish work of the modification.
6. Standby unit rates used in accordance with paragraph 1.3, D, 2, above. If the U.S. Army
Corp of Engineers is utilized then their standby rates prevail. If Bluebook or local equipment pricing is accepted, then 1/2 of equipment costs minus any operating costs, major repair and overhaul will be accepted.
7. If equipment is in standby mode due solely to a documented NPS delay, established standby rate shall apply from the first day of the delay.
8. Equipment not used and on job site for up to five consecutive days may be classified at standby rates, provided the equipment is or has been used solely to perform work on the modification and will be necessary to complete additional modification work.
Equipment still on the jobsite but not in use after five consecutive days will not be considered in the modification pricing.
9. Requests for compensation for equipment stand by time must be justified, documented and itemized separately.
10. The estimated timeframe (daily, weekly, monthly) for use of the equipment must reflect the lowest cost to the Government.
E. Establishment and Application of Overhead and Profit Percentages:
1. Home Office Overhead and Profit (OH&P) shall be applied to direct costs only. Profit shall not be applied to overhead amounts; and overhead shall not be applied to profit.
Home office overhead shall contain only allowable, allocable, and reasonable costs per the contract documents and FAR Part 31. Profit percentages are based on risk factors found in FAR Part 31which have been applied to the specific type of work included in this project. Negotiated rates shall not exceed the following percentages for OH&P for contractor self-performed work:

2. Total aggregate limit of markup (OH&P) for Contractor and Subcontractors on modification work shall not exceed 25%. The NPS will not be responsible for allocation of percentages between contractor and subcontractors at any tier.
3. If Contractors form a partnership, partnership may only receive home office overhead and profit in same amount as an individual Contractor (refer to paragraph 1.3,E,1 above). It is the responsibility of the partners to decide on division of revenue.

4. Combined Increases and Decreases: On proposals involving both increases and decreases in the Contract Price, overhead and profit mark-ups are required on net increases and deducted on net decreases.
5. At no time can profit be calculated on Overhead or itself, it must be calculated on direct costs of work only.
3. DEFINITION OF CONTRACT LINE ITEMS
3.2 SUMMARY
A. Section explains in general, what is and is not included in a contract line item, and limits or cut-off points where one item ends and another begins.

3.3 LIST OF CONTRACT LINE ITEMS
A. Contract Line Item Number 0010: Replace HVAC System in Maintenance Facility and Trails
Garage
1. This item consists of Replacement of the HVAC system for the maintenance building complex. Work in the Maintenance Building includes demolition and disposal of all heating and plumbing equipment, piping and all associated appurtenances in 103
Mechanical Room. Glycol mix in all heating system distribution pipe shall be drained and disposed of. Base bid scope includes reuse of existing terminal heat distribution piping and units in the Maintenance Building and Office Addition. This item also includes work in Maintenance (Trails) Garage includes demolition, disposal and replacement of two air handling units and all associated appurtenances and piping as well as ductwork; two ceiling-suspended unit heaters include all adjacent appurtenances; power conductors to nearest junction box. Repairs associated with demolition shall include capping the pipe at the nearest main branch, patching and repairing penetrations in wall, and shall also include touch up painting. Contractor may propose reuse of unistrut c-channel and hanger mounts for approval by NPS as a value-engineering proposal where Contractor’s seismic layout/configuration makes reuse of existing mounts feasible. Work also includes installation of new boilers and associated appurtenances identified on the attached plans and specifications to result in a complete HVAC system to include Testing and Balancing to ensure proper and efficient system functionality.
2. Measurement for payment will be made at the Contract Lump Sum Price.
B. Option Item 1 - Contract Line Item Number 0020 Replace Maintenance Facility Terminal
Heating Units
This item consists of: Contractor shall demolish and replace existing heating terminal units and appurtenances including:

Repairs associated with demolition shall include patching and repairing penetrations in wall, and shall also include touch up painting.
C. Option Item 2 - Contract Line Item Number 0030: Replace HVAC System at Curatorial
Storage building (described under a separate Div 1 specification)

4. GENERAL REQUIREMENTS
4.2 SUMMARY
A. This Section includes administrative and procedural requirements for submitting Shop Drawings, Product Data, Samples, and other submittals.
B. Definitions:
1. Construction is defined as, but not limited to, constructing (giving form by combining the parts), altering, repairing, adding to, subtracting from, improving, restoring, moving, wrecking or demolishing any building (where further work will result in the construction, alteration, or repair of a public building or public work at that location is contemplated), highway, road, excavation or other structure, project, or improvement attached to real estate
2. Contracting Officer (CO) is defined as a person with the authority to enter into, administer, and/or terminate contracts and make related determinations and findings on behalf of the
United States of America
3. COR is the Contracting Officer’s Representative who is explicitly designated in writing by the CO
4. Contractor is the business entity that is contractually-responsible to the Government for accomplishment of the project work
5. DOI means Department of Interior
6. NPS means National Park Service
7. Government means Owner, Contracting Officer, and Contracting Officer's Representative
8. Local Authority Having Jurisdiction is the duly adopted local code authority, agency, or serving utility governing or serving the location of the project; such as utility companies, city and county electrical/plumbing/fire system inspectors, environmental permitting entities, and water resource departments/ boards
9. Public Works is construction performed under a contract with a Federal, State, County, City, or other government entity
10. Schedule is the chronological layout of the work to be prepared on Microsoft-compatible commercially available scheduling software
4.3 GENERAL SUBMITTAL PROCEDURES
A. Processing Time: Allow 14 days from when the Contracting Officer’s Representative receives a submittal by email from the Contractor. When the submittal review is completed an e-mail notification will be sent to the Contractor. No extension of the Contract Time will be authorized because of failure to transmit submittals enough in advance of the Work to permit processing, including re-submittals.

B. Common Makes/models:
1. For each item proposed as a “Common Makes/Models,” submit supporting data, including:
1. Characteristics of the proposed item.
2. Name, address, and telephone number of vendor.
3. Manufacturer’s literature.
C. Cover Sheet Form DSC-16: Transmit all submittals except color samples in .pdf format with form
DSC-16. Format all submittals such that they are legible when printed at 8.5x11 size.
D. Physical samples: Mail/Deliver to the COR with form DSC-16
E. Incomplete submittals: Submittals will be disapproved without technical review if identification information is missing, not filled in, or if placed on the back of the submittal; an incorrect format of submittals is provided; the transmittal form is incorrectly filled out; submittals are not coordinated; or submittals do not show evidence of Contractor’s approval.
F. Re-submittals: Make re-submittals using the same process used with the initial submittal.
1. Note date and content of previous submittal.
2. Note date and content of revision in the title block on the CM-16E and clearly indicate the extent of revision.
3. Re-submit submittals until they are marked “Approved” or “Approved with notations”.
G. Work at Contractor’s Risk: Any work done or orders for materials or services placed before submittal approval shall be at the Contractor’s own risk
H. ACTION SUBMITTALS: Contracting Officer will review each submittal, generate comments on corrections or modifications required, and indicate the appropriate action on the CM-16E
Transmittal Form. The submittal will be marked in one of three ways as defined below:
1. APPROVED: Acceptable with no corrections.
2. APPROVED WITH NOTATIONS: Minor corrections or clarifications required. All comments are clear and no further review is required. The Contractor shall address all review comments when proceeding with the work.
3. DISAPPROVED - RESUBMIT: Rejected as not in accordance with the contract or as requiring major corrections or clarifications. The Contracting Officer will identify the reasons for disapproval. The Contractor shall revise and resubmit with changes clearly identified.
I. INFORMATIONAL SUBMITTALS: Contracting Officer will review each Informational
Submittal and will either accept or reject it. Prepare and submit the following Informational
Submittals:
1. Schedule of Values
2. Construction Baseline Schedule: After contract award and before the Prework meeting, submit the baseline schedule showing the entire construction period.
a. Failure to include any work item required for performance of this Contract shall not excuse Contractor from completing all work within applicable completion dates, regardless of Governments acceptance of the schedule.
b. Activities: Indicate the estimated duration, sequence requirements, and relationship of each activity in relation to other activities.
c. Critical Path Activities: Identify critical path activities, including those for interim completion dates.
d. Work Stages: Indicate important stages of construction for each major portion of the
Work. Include as applicable: Subcontract awards, Submittals, Purchases, Fabrication, Deliveries, Installation, Tests and inspections, Adjusting.
e. Recovery Schedule: When periodic schedule update indicates the Work is twenty or more calendar days behind the current accepted schedule, a separate recovery schedule

indicating means by which Contractor intends to regain compliance with the schedule must be submitted. Work Stages: Indicate important stages of construction for each major portion of the Work. Include as applicable: Subcontract awards, Submittals, Purchases, Fabrication, Deliveries, Installation, Tests and inspections, Adjusting.
Deliveries, Installation.
f. Utility interruptions: Show any duration longer than one business day of any utility interruptions including but not limited to telecommunication, security, fire suppression, fire monitoring, electrical, plumbing, sewer, water, heating/cooling and humidification/dehumidification systems.
3. Construction Schedule Updates: Submit electronically with each payment request, showing current status and any required schedule changes.
a. Utility interruptions: Cost for operating temporary utilities that are NPS-provided shall be tracked as electrical consumption above baseline NPS usage for the same billing period as the work for an average of two years prior to the work Cost for operating temporary utilities that are NPS-provided shall be included in consideration of schedule extensions.
4.4 ACCIDENT PREVENTION
A. General. After contract award and before the prework meeting, submit for review, the following
Accident Prevention information:
1. Name of responsible party who can respond to accidents on the project site.
4. First Aid/CPR Certification of the responsible party.
5. First aid procedures and supplies on-hand.
6. Contact number and map to medical facilities.
7. Outline of each phase of the work, the hazards associated with each major phase, and the methods proposed to provide for property protection and safety of the public.
8. OSHA compliant written safety requirements for applicable features of work.
9. Equipment or tools not meeting OSHA requirements will not be allowed on the project.
Comply with contract clause entitled "Accident Prevention". In case of conflicts between
Federal, State, and local safety and health requirements, the most stringent shall apply.
Failure to comply with the requirements of this section and related sections may result in suspension of work
B. ACCIDENT REPORTING: A project reportable accident is defined as death, occupational disease, traumatic injury to employees or the public, fires, and property damage by accident in excess of $100. Notify Contracting Officer immediately in the event of a reportable accident.
Within 7 days of a reportable accident, fill out and forward to Contracting Officer an
Accident/Property Damage Report (Form CM-22). Form may be obtained from the Contracting
Officer.
C. SAFETY MEETING: Prior to beginning work, have a safety meeting with all personnel and the
COR to review the Contractor’s Accident Prevention information.
D. FIRE AND LIFE SAFETY: Comply with the requirements of NFPA 241 (Standard for
Safeguarding Construction, Alteration, and Demolition Operations).
a. Submit NPS Form HW-1 Hot work permit (attached) to the Park Structural Fire Coordinator
(PSFC), Karl Sommerhauser, Karl_Sommerhauser@nps.gov and obtain a Hot Work Permit prior to any heat generating activities. Before approving any hot work permit, the Park
Structure Fire Coordinator (PSFC) shall inspect the work area and confirm that the precautions have been taken to prevent fire in accordance with NFPA 51B.
b. Hot work is defined as operations including cutting, welding, Thermit welding, brazing, soldering, grinding, thermal spraying, thawing pipe, installation of torch-applied roof systems, or any other similar activity. Other activities include but are not limited to paint

removal with heat, and operations where open flames or implements utilizing heat or sparks are used.
4.5 QUALITY REQUIREMENTS
A. General. This Section includes administrative and procedural requirements for quality assurance and quality control. Testing and inspecting services are required to verify compliance with requirements specified or indicated. These services do not relieve Contractor of responsibility for compliance with the Contract Document requirements. The quality of all work shall be the responsibility of the Contractor.
B. Standards: If compliance with two or more standards is specified and the standards establish different or conflicting requirements for minimum quality levels, comply with the most stringent requirement. Refer uncertainties and requirements that are different, but apparently equal, to
Contracting Officer for a decision before proceeding.
C. Construction Quality Control:
1. The Contractor is responsible for quality control of all project work including any sub-contracted work, and to submit thorough documentation that work fully complies with the construction documents and project permits.
2. Quality control processes include but are not limited to proactively:
i. Ensuring compliance with the construction documents and project permits.
ii. Make vertical work plumb and make horizontal work level.
iii. Managing specialty subcontractors.
iv. Reviewing and processing samples, shop drawings and other construction submittals.
v. Ensuring that the workers have the appropriate expertise and proper equipment to perform the work.
vi. Ensuring that manufacturer’s installation instructions are available on site, are reviewed prior to installation of all items, and are followed during installation unless otherwise indicated in the Drawings and Specifications.
vii. Initiating timely reviews and corrective actions to substrates prior to proceeding with subsequent work.
viii. Timely involvement of industry specialists such as manufacturer representatives.
ix. Managing any third party testing of the installed work.
x. Maintain headroom clearance of 96” in occupied spaces and 90” in unoccupied spaces beneath pipes, ducts, and wiring unless otherwise indicated.
xi. Training DOI/NPS personnel in system operation & maintenance.
xii. Timely involvement of CO/COR in matters requiring review/approval by NPS authorities having jurisdiction.
xiii. Field-verify all dimensions and conditions prior to performing the work.
Notify the COR of any conflicts.
xiv. Improvements shall be constructed in accordance with the product manufacturer’s written instructions and standards.
xv. Electrical work shall comply with the National Electrical Code, or State Code of more stringent, to the satisfaction of the local authority having jurisdiction.
And shall be performed by state-licensed (by the state where the project is located) electricians who are licensed in the category of electrical being performed; photovoltaic and telecommunications /data systems included.
D. Contractor's Daily Reports and Photos:
1. Contractor shall notify the COR each day of the physical on-site work that was accomplished.

2. Contractor shall label and submit to the COR a minimum of two photographs for each day of work, which represents work accomplished for that day. Photos shall encode a date taken in the title of the photograph.
3. Submit results of inspections and tests on the first workday following the date of occurrence. Contractor may utilize the forms attached at the end of this Section.
4. If the Daily Reports are not submitted as specified, the Contracting Officer may retain payments for work completed on days there are no Daily Report.
E. Permits, Licenses, and Certificates: Contractor is responsible for obtaining all permits, and possessing any required licenses and certificates. For NPS records, submit copies of permits, licenses, certifications, inspection reports, releases, jurisdictional settlements, notices, receipts for fee payments, judgments, correspondence, records, and similar documents, established for compliance with standards and regulations bearing on performance of the work.
F. Manufacturer's Field Services: Where indicated or considered standard practice in the industry, engage a factory-authorized service representative to inspect field-assembled components and equipment installation, including service connections. Report results in writing. Submit report not later than one calendar day after the inspection was performed.
G. Prework Meeting: Perform before beginning the work. Notify the Contracting Officer at least 48 hours in advance of the prework meeting.
1. Review submittals, including manufacturer’s installation recommendations, with personnel directly responsible for quality assurance and quantity control of the work.
2. Review all applicable specifications sections and drawings related to the feature of work.
3. Ensure that provisions have been made for field control testing.
4. Examine the work area to ensure that all preliminary work has been completed.
5. Verify all field dimensions and advise the Contracting Officer of discrepancies with contract documents.
6. Ensure that necessary equipment and materials are at the project site and that they comply with approved shop drawings and submittals.
H. Enforcement: The Contractor shall stop work on any item or feature pending satisfactory correction of any deficiency noted by the installer or the Contracting Officer.
4.6 QUALIFICATIONS OF EMPLOYEES:
1. Submit qualifications, factory trained installer certifications or five years of documented project experience of similar or greater magnitude for the person who will be preforming the Boiler installation. Submittal shall have one reference point of contact for each installation
2. All employees must be physically qualified and able to perform their assigned duties in a safe manner. Do not allow employees to perform work whose ability or alertness is impaired because of prescription or illegal drug use, fatigue, illness, intoxication, or other conditions that may expose themselves or others to injury.
3. Operators of vehicles, manlifts, etc. shall be able to understand signs, signals, and operating instructions, and be fully capable of operating such equipment. Provide operating instructions for all equipment. Newly hired operators shall be individually tested by an experienced operator or supervisor to determine if they are capable of safely operating equipment.
4.7 ENVIRONMENTAL PROTECTION

A. General: Comply with all applicable federal, state, and local environmental laws and regulations.
This condition applies to, but is not limited to, laws and regulations governing noise levels, air and water quality standards, erosion control, surface runoff, and cultural resources.
B. Protect from Damage: Protect adjacent property, structures, and improvements from damage.
C. Hazardous Materials: Perform any hazardous materials work in strict accordance with governing hazardous materials regulations. Workers shall be knowledgeable and well trained in the han-dling of project-specific hazardous materials.
D. Spill Control: Provide effective spill containment measures at the earliest feasible stage of con-struction. Regularly inspect and maintain the measures in effective working order.
4.8 TEMPORARY CONTROLS AND EQUIPMENT
A. Safety Barrier Fence: Orange plastic fence, minimum height, 4 feet.
B. Barrier Tape: Yellow tape Imprinted with "CAUTION: CONSTRUCTION AREA".
C. Fire Extinguishers: Portable, UL rated; with class and extinguishing agent as required by locations and classes of fire exposures.
D. Safety Equipment for Visitors to Site: NPS will provide hard hats and safety vests for Park employees needing to access to the site. NPS employees will check in with the Contractor before accessing or walking through the Mechanical Room.
E. Heating, Ventilation, and Air Conditioning (HVAC) Equipment: In the event that the
Maintenance Facility and Maintenance (Trails) Garage heating system is not available to respond to a call for heat to maintain an indoor temperature of a minimum of 60 degrees during the execution of the work, the Contractor shall provide vented, self-contained, liquid-propane-gas or fuel-oil heaters with individual space thermostatic control. Oil filled electric radiators shall be used in office spaces and are available for Contractor use as NPS-provided equipment.
1. Use of gasoline-burning space heaters, open-flame heaters, or salamander-type heating units is prohibited.
2. Heating Units: Listed and labeled for type of fuel being consumed, by a testing agency acceptable to agency(ies) with jurisdiction, and marked for intended use.
4.9 TEMPORARY UTILITIES
A. Potable water is available on site for the Contractor’s use in the performance of the work.
Facilities must be cleaned and maintained in a condition acceptable to NPS. Daily, restore these facilities to condition existing before initial use.
B. Sanitary Facilities:
1. Toilets: Use of existing toilet facilities will be permitted, as long as facilities are cleaned and maintained in a condition acceptable to NPS. After each use, restore facilities to condition existing before initial use.
C. Electric Power Service: Use of existing electric power service (receptacles) will be permitted, as long as equipment is maintained in a condition acceptable to NPS.
1. NPS Electrical Power Service shall not be utilized for space heating without advanced notice and approval by the Contracting Officer.
2. Schedule extensions for use of NPS Electrical Power Service shall be subject to advanced notice and approval by the Contracting Officer.
D. Telephone Service: No telephone service is available on site for Contractor's use.

E. Dumpster: NPS Dumpster at the Maintenance Facility is available for the Contractor’s use under the following condition: When the contractor uses the dumpster, the Contractor is required to call the Municipality of Skagway to arrange for dumpster pickup and the Contractor is also required to pay the Municipality of Skagway directly for pickups related to Contractor waste disposal.
F. Termination of Use and Removal: Contractor use of temporary utilities shall cease when need for its service has ended, when it has been replaced by authorized use of a permanent facility, or no later than Substantial Completion.
4.10 CLEANUP
A. Daily Clean-up: In addition to the Clean Up clause Federal Acquisition Regulation (FAR) 52.236-
12, on a Daily basis, keep the work site and staging areas reasonably free from trash and construction waste/debris. No accumulation of waste items in the Maintenance Facility or Trail
Garage is permitted. Legally dispose waste materials from Government’s property. Recycle if applicable.
B. Final Clean-up: Upon Substantial Completion of the Work, promptly remove any debris, materials, equipment, and tools, temporary facilities; and restore any areas disturbed by the Work to their preconstruction condition.
4.11 NOT USED
